Around the world billions of dollars have been set aside to promote education in low-income countries. The Global Partnership for Education (formerly Education for All – Fast Track Initiative EFA FTI) is the largest partnership of donor countries and developing countries, international institutions, the private sector and civil society organisations. It was founded in 2002. Thanks to funding provided by the Global Partnership for Education and other international donors, low-income countries have been given a chance of reaching the internationally agreed objectives of the Education for All programme. These objectives state that by 2015 all children should complete primary schooling and that education systems must treat both genders equally.

However, if low-income countries are to submit eligible project applications to international donors and to maximise the use of funds received in line with requirements, they need specialist know-how. This is where the German BACKUP Initiative – Education in Africa plays a role. Since 2011 it has been helping African countries to attract increased international funding and use it more effectively. BACKUP stands for Building Alliances, Creating Knowledge and Updating Partners.

The German BACKUP Initiative – Education in Africa is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-operates worldwide with governments, civil society and international organisations.
