Context

The consolidation and continuation of economic reforms in the countries of Southeast Asia depend to a great extent on having an adequate supply of qualified specialists and managers to drive the reform processes. For this reason, the ministries and institutions responsible for vocational training and education in the partner countries are making great efforts to reform and modernise their technical and vocational education and training (TVET) systems, and to secure appropriately qualified staff to carry out these change processes.

Objective

Young managers in the vocational training sector have gained appropriate qualifications.

Approach

Through appropriate training, networking and dialogue measures, the programme supports the institutional and technical capacity development of TVET institutions in Indonesia, Laos and Viet Nam. These institutions can then provide further training and education for managers in the field of vocational training, according to needs.

Teaching modern methods of vocational education to those who can act as multipliers provides an important basis on which to establish competence centres for the medium and long term development of qualified specialists and managers. It should be possible to employ the young managers in the following fields:

  1. Management of TVET institutions
  2. Development, adaptation and implementation of vocational education concepts
  3. Training of trainers to create more managers and multipliers for employment in TVET in the future.

The project therefore runs long-term training courses to teach educational methods for TVET (development of standards, curricula and teaching materials) to the young managers and multipliers.

The various programme activities are structured into the three components as follows.

  1. International leadership training, with the programmes:
    - TVET Master Trainer
    - TVET, climate change and green jobs
  2. Training of educational methods for multipliers/training of trainers, with the programmes:
    - Modular in-plant training
    - International course: Management for TVET institutions (school management)
  3. Regional dialogue and networking

The design of educational services takes regional developments in the ASEAN region into consideration, as well as international development trends in TVET. The programme also views as important the interaction with regional organisations, such as ASEAN, CPSC and SEAMEO, and with regional initiatives and programmes of international organisations like UNESCO and ILO.

The programme focuses on regional cooperation with the three Southeast Asian countries, Indonesia, Laos and Viet Nam, and complements this with support for the bilateral TVET projects which GIZ is implementing in those three countries on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

Results achieved so far

As part of the international leadership training, some 39 individuals are currently participating in long-term training courses in South Korea and Germany. In Thailand, Laos, Viet Nam and Indonesia, 90 students are involved in further education events as part of the school management training. Alongside their technical qualifications, the participants are already developing and planning real projects which they will put into practice when they return to their home countries.
