Context

Since the revolution on the eve of 2011, Tunisia has been a country in transition. Democracy is developing rapidly but the economic situation is improving only slowly. Unemployment is still widespread. Over a third of young, well educated academics are without a job. Meanwhile, in Germany many companies, especially small and medium-sized enterprises (SMEs), are desperately seeking skilled personnel, for example in the STEM professions (covering science, technology, engineering and mathematics). Demographic changes are set to exacerbate the growing shortage of specialists in the German labour market.

Objective

Young Tunisian professionals are gaining career prospects in Germany, while German companies are acquiring well qualified personnel and benefiting from the international perspective on their company. The tense situation on the Tunisian labour market has been alleviated and Germany is seen as an attractive location for Tunisian professionals.

Approach

To ensure that the country of origin, host country and the migrants themselves all benefit from the promotion of mobility between the two nations, the programme is based on four complementary service modules.

  1. Advising Tunisian professionals on life and work in Germany
  2. Language courses and internships for highly skilled professionals from Tunisia
  3. Advising the Tunisian Employment Agency on possibilities for international job Placement
  4. Raising the German private sector’s awareness of the potential of Tunisian professionals

Against the backdrop of the tense situation on the Tunisian labour market, Tunisian professionals are offered new prospects for employment in Germany. Advisors in Tunisia inform interested professionals about life and immigration opportunities in Germany.

Young professionals who participate in an intensive language course in Tunisia can gain professional experience through a three-month internship in Germany, thereby increasing their chances of finding employment in Germany. At the same time, as a result of the direct exchanges with the skilled professionals from Tunisia, German companies become aware of the Tunisians’ high potential and develop a stronger interest.

To increase the mobility of the Tunisian professionals and establish long-term networks between Tunisia and Germany, the project supports the Tunisian employment agency ‘ANETI’ in raising the professionalism of its services. It also provides training in the needs and special features of the German labour market.

As a part of the German-Tunisian Transformation Partnership, the project represents an important contribution by the German Government in support of the transformation processes in the Arab World. It is implemented by GIZ in cooperation with the International Placement Services (ZAV) of the Federal Employment Agency (BA). ANETI is the cooperation partner.
