Context

Following ratification of its Stabilisation and Association Agreement with the European Union, the Republic of Serbia became obligated already prior to acceding to the EU to introduce a system for controlling and limiting state aid (subsidisation) that is broadly equivalent to state aid control practices in the European Union. Introduction of strict state aid discipline and monitoring lays the foundation for preventing distortion of competition with the EU, and strengthens the competitiveness of Serbian business enterprises. Serbia has not previously had a system in place for controlling and restricting state subsidisation that meets EU standards.

Objective

The Serbian Ministry of Finance and the State Aid Control Commission are implementing the nation’s State Aid Control Act and adapting Serbia’s legal framework in line with the EU body of laws and obligations, the acquis communautaire.

Approach

The project is advising the Serbian Ministry of Finance and the State Aid Control Commission on legal, organisational and institutional issues in support of their efforts to implement the State Aid Control Act and to further develop and adapt Serbia’s legal framework to harmonise with the acquis communautaire of the European Union. The project also supports this process through training and continuing education.
