

Reaching national targets and goals of the Paris Agreement
GIZ training modules for NDC implementation
PARTICIPANTS
The NDC training modules are under development for GIZ staff, project partners and other stakeholders involved in NDC implementation. They address decision-makers and experts responsible for coordinating NDC implementation.
OBJECTIVES AND CONTENT
The five GIZ’s NDC training modules offer participants
- overview about the most relevant aspects for implementing NDCs (financing, mitigation and adaptation actions, transparency etc.)
- an increase of capacities for policy development and implementation related to NDCs
- to get to know related support tools and approaches
- reflection about how the knowledge can be applied in specific country contexts or sectors Nationally determined contributions (NDCs) form the core of the Paris Agreement and provide the framework for countries’ climate policies. Relevant aspects of NDC implementation are content of the following modules (see here for more detailed information on the content):
1. Framework module on Paris Agreement (PA)/ NDCs
- Overview on the PA (negotiations, NDC cycle, transparency framework, global stock-take and ambition ratchet); Aspects for transfer to national/sectoral context
- NDCs: building blocks and policy cycles for implementation of the PA;
2. Developing and implementing mitigation strategies & actions
- Mitigation in the context of the PA and NDCs
- Processes for long term strategies for low emission development, and NAMAs (linking NAMAs and (I)NDCs)
- Financing the implementation of mitigation actions
3. Developing and implementing adaptation strategies & actions
- Adaptation in the context of the PA and NDCs
- Mainstreaming ecosystem services for adaptation – links to SDGs, NDCs, UNISDR etc.
- Strategizing, steer, finance the NAP process and engaging the private sector
- Climate risk management
4. Module on climate financing a) General climate finance training
- Opportunities and challenges regarding national/international climate finance;
- Access and use climate finance strategically b) Climate finance training – for sector experts
- Project developers perspective: Overview on climate finance opportunities
5. Enhanced Transparency Framework (ETF) / MRV
- ETF in the context of the PA and NDCs
- Development of a robust, comprehensive and sustainable transparency system
- Introduction to reports to the UNFCCC
6. Module on Climate Governance
- Developing of understanding and motivation for NDC implementation in participants organization’s / sector’s context within the country specific Multi-Level-Governance-System Negotiating
- Design of horizontal and vertical co-operation and communication processes for NDC implementation.
