Call for Proposal - 83392618 - Digital transformation readiness assessment of TVET Colleges for Digital Skills for Jobs and Income (DS4JI) tender

The GIZ’s Digital Skills for Jobs and Income (DS4JI) aims to increase the employment prospects of young people, especially women, in an increasingly digitalized South African economy. The project supports the improvement of employability of young people through a comprehensive approach that supports training initiatives and SME’s to improve hiring practices and stakeholder engagement. The project is supported by DS4JI’s political partner Department of Communications and Digital Technologies (DCDT).

The TVET support output of the project aims to ensure access to qualitatively improved and demand-oriented training through integration of digital competences and methods into the training courses of the formal TVET system, at selected TVET colleges with a focus on young people, especially girls and women.

DS4JI seeks the services of a highly skilled and competent service provider with extensive knowledge and understanding of the TVET Sector and experience in performing digital transformation readiness and proficiency assessments in the public and/or private sector, especially at higher education institutions to develop, implement and analyse a digital readiness and proficiency assessment at all the South African TVET colleges.

Companies with a history and a proven track record are encouraged to apply to provide the following services:

Develop or supply the tool(s) in the form of a questionnaire for data collection based on the criteria provided in the Terms of Reference that will be shared with interested parties. The tools will be approved by GIZ prior to use. Once the tools have been approved, the service provider will pilot the tool(s) at TVET colleges and amend where necessary.:

Conduct the data collection and control data quality and manage the data in accordance with General Data Protection Regulation (GDPR).

Perform a comprehensive analysis of the data collected and present a report that ranks each college on a list in terms of digital readiness in accordance with the criteria assessed. The report is expected to include recommendations to address the gaps identified by the assessment.
