Context

The continuous growth of urban centres, air pollution and insufficient infrastructure as well as weak public services are leading to severe environmental damage in Algeria.

Population growth and climate change will further heighten the pressure on the ecosystems in future. The population is not adequately aware of this and the potential for innovative technologies has not been sufficiently exploited.

The programme Resources Management, Climate Change and Energy is building on thirty years of German-Algerian cooperation in the environmental field.

Objective

Algeria has an improved policy framework, better tools, and the required know-how and resources for the promotion of renewable energies, energy efficiency and climate change mitigation as well as for the conservation and sustainable use of natural resources.

Approach

The programme supports the Algerian Ministry of Land-use Planning and Environment in developing strategies, planning instruments and awareness-raising campaigns for establishing an integrated approach to sustainable resources management. Networking among international, national and regional actors plays a key role in the effective exchange of knowledge and experience.

Among other things, the programme aims to:

  • Strengthen sustainable resource management and the capacities to adapt to climate change;
  • Increase cooperation and coordination in the fields of energy efficiency and renewable energies;
  • Improve know-how and resources for the implementation and institutional integration of programme results.

To achieve these objectives, the programme is helping update the national environmental action plan and prepare the first national strategy and an action plan for environmental awareness-raising and education. A vulnerability analysis is being set up in the pilot region of Mostaganem.

Results achieved so far

Inter-ministerial committees, which establish the sustainability indicators, are set up and trained in applying the strategic planning tools.

The national climate strategy was drawn up through a multisectoral process.

Experts, university students and school students were trained in the areas of energy and climate.

A set of specifications for building an energy-efficient non-residential building was prepared.
