Context

In Côte d’Ivoire, 2011 was marked by a severe political crisis resulting from the presidential election of November 2010, which had been marred by conflict. The loser at the ballot, President Laurent Gbagbo, refused to cede power to the democratically elected successor Alassane Ouattara. The country was ungovernable for several months as heavy clashes between the followers of Gbagbo and Ouattara aggravated the security situation.

The months following the inauguration of Ouattara in May 2011 were dominated by efforts to stabilise the situation and overcome the crisis. The European Union is supporting the new government with, among other measures, an advisory project for the central ministries. It has commissioned GIZ IS to implement this project.

Objective

The government’s capacities to fulfil its mandate have been strengthened, and it is enabled to devise core sector strategies.

Approach

GIZ IS has placed seven advisors at the government’s disposal, who will support the development of sector programmes and strategies for six months. Besides the president’s and the prime minister’s cabinets, this support will also cover the ministries of justice, finance and the interior, as well as the ministries for youth and for communication. The advisory services provided by GTZ IS include:

  • assistance in the development of sector strategies
  • formulation of sector programmes
  • organisational development, to help develop central governmental structures
  • contribution to raising awareness within the ministries, regarding current and future challenges
