AFROPAC adopts its tailor-made Action Plan 2017/18 in Togo

The Executive Committee of the African Organisation of Public Accounts Committees (AFROPAC) agreed upon its future services and deliverables in the week of 16 January 2017 in Lomé, Togo.
As a continental network for public accounts committees (PACs) and committees with similar responsibilities, AFROPAC designed its services and deliverables in a needs-based action plan for 2017 and 2018. African parliaments can profit from AFROPAC’s new plan of action in three main areas:
- combatting illicit financial flows (IFFs),
- strengthening the work of legislative oversight, especially the collaboration with audit institutions, and
- creating synergies amongst PACs through trainings across the different regions and language groups of Africa.

GIZ’s Good Financial Governance in Africa programme supported the preparation and implementation of the Togo workshop, which was hosted by the Togolese Chair of the West Africa Association of Public Accounts Committees (WAAPAC), Honorable Ayawovi Tignokpa.
In Togo, the Executive Committee discussed, refined and agreed on various activities and results. Current Executive Committee members, who were elected at the general meeting in Nairobi, Kenya in August 2016, represent Liberia, Uganda, Kenya, Malawi, Sudan, South Africa, Togo and Ethiopia. The Nairobi Declaration on AFROPAC’s future and the principle to cooperate with, and not duplicate, the regional networks of PACs of Southern, Eastern and Western Africa, served as guidelines during their deliberations. AFROPAC’s approach is tailor-made for a continental network structure which aims at coordinating and thereby reaping synergies with the work of the regional bodies.
It also serves as a platform to voice joint African positions in combatting IFFs, on legislative oversight and democratic accountability.
The regional PAC networks agreed that AFROPAC will add value to the political impact of budget oversight committees in the respective national systems and will strengthen solidarity amongst their members. All members of the Executive Committee unanimously adopted the new Action Plan 2017/18, which will be put into practice until the next AFROPAC general meeting that takes place in 2018 in Ethiopia.
