Civil Service Agency of BiH wins award in eLearning category for best response to COVID

 

The Regional School of Public Administration (ReSPA) presented awards in the eLearning category to the Civil Service Agency of Bosnia and Herzegovina at the ceremony of announcing the winner of the first competition of public administrations in the Western Balkans held on 6 November 6, 2020.

 

In this year's competition, the focus was on the successful response of the Western Balkans governments to the crisis caused by the corona virus. This unique endeavour, initiated by ReSPA and OECD/SIGMA, stimulates innovation and healthy competitiveness among public institutions in the Western Balkans.

The Civil Service Agency is the only one from Bosnia and Herzegovina among the winners of the competition in which those public institutions were awarded that responded quickly and successfully to the crisis caused by the global pandemic and showed their preparedness for a big step forward in digitalisation and innovation. The awards were presented in the categories: digital government, eEconomy, eLearning, eHealth and social innovation.

The mandate of the Civil Service Agency, besides employment and the protection of rights, also includes the training and development of civil servants. Already in 2013, the Agency, with the support of the German GIZ, within the Programme for Strengthening of Public Institutions in BiH, implemented the most up-to-date system of combined learning - online and in the classroom. At the beginning of the crisis in March of this year, the training shifted completely online. The Agency also hired its professional staff and used its IT solutions to respond positively to the request for assistance in organising trainings of the Foreign Trade Chamber of BiH. Ten webinars were organised, attended by civil servants and participants from the business sector and the academic community. In May, the Agency also opened to the public a set of nine self-study courses, making it the largest MOOC in our speaking area.

 

The Civil Service Agency stated that they were happy that RESPA, SIGMA and OECD (which also conducts PISA tests) experts have recognised and rewarded many years of work on the smart introduction of new technologies in education. Gergor Virant from SIGMA pointed out at today's ceremony that this was the result of serious long-term planning and that the achieved results were among the best similar solutions in the European Union. Another important message was that the public sector should be at the service of the economy and society in general. This was the reason for the cooperation with the Foreign Trade Chamber of BiH in organising webinars and opening all courses to the public - said CSA BiH Director Neven Akšamija.
