Call for Expression of Interest - Development of a Framework for Electric Vehicle Regulations for South Africa 83368764
In view of South Africa’s commitment to the Paris Agreement and our NDCs, and in alignment with our National Climate Change Response Policy (NCCRP), the South African transport sector needs to move, along with the rest of the world, towards lower carbon and cleaner technology development and innovation. The transition to electromobility should not only pave the way to emissions reductions and improved urban air quality, but it should bolster our competitiveness in the automobile industry and limit international trade barriers. The Green Transport Strategy (GTS): 2018-2050, provides an overarching policy to support green transport technologies such as electric and hybrid vehicles and infrastructure, under Strategic Pillar Number Eight. It should be emphasised that electric mobility requires a number of significant changes in how transport is conducted. To this end, Department of Transport (DoT), with the support of the Department of Environment, Forestry and Fisheries (DEFF) and GIZ; funded by the International Climate Initiative of the German Ministry for the Environment, Nature Conversation, Building and Nuclear Safety (BMUB) intends to develop the framework for regulations regarding the uptake of electric vehicles (EVs) in South Africa.
The purpose of this consultancy is to support the Department of Transport in implementing and realising Strategic Pillar Eight (to promote electric and hybrid electric vehicles) under the Green Transport Technologies theme of the GTS, which aims to reduce GHG emissions from the transport sector and contribute to improved air quality. The assignment will do so by promoting the uptake and regulation of EVs in South Africa through developing the framework for electric vehicle regulations. This will be achieved by examining the impact and potential of increased uptake of EV in South Africa and especially urban South Africa, through a synthesis and gap analysis of existing legislation and expanding research applicable to the uptake of EV.
