Call for Proposal - 83381285 - Scoping study and implementation of a data dashboard for Enhlanzeni District Municipality
The Governance Support Programme (GSP II) is a partnership programme agreed to between the Governments of South Africa and Germany. It is a technical cooperation programme co-steered at national level in a partnership between the Department of Cooperative Governance, the Department of Public Service and Administration, the National Treasury, the Department of Planning, Monitoring and Evaluation and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the latter responsible for the implementation of the development contributions on behalf of the German Federal Ministry for Economic Cooperation and Development and the United States Agency for International Development.
The GIZ GSP II is seeking to appoint a suitably qualified service provider to support the Ehlanzeni District Municipality (EDM) in scoping and implementing a data dashboard. The objective is to utilise data analysis for more efficient service delivery, improve district wide planning, allow for early warning in relation to municipal performance and advance in the operationalization and monitoring of the one plan of the District Development Model (DDM). The project will begin with a scoping exercise that assesses the opportunities and challenges for data-driven planning and decision making, maps out existing data sources and data infrastructure in the municipality. The scoping exercise should include a data model strategy highlighting which data sources shall be incorporated, which data sets are to be compared and how the visualization of data for a central dashboard system could be realized. The scoping exercise also needs to define the immediate users within the municipality and how to make the data dashboard available to further audiences. The second phase of the project is the implementation phase. A roadmap outlining the next phase to design and implement the data dashboard will be agreed upon and developed. The actual development of the dashboard will be done in a user-centric approach based on several test and feedback loops to optimize a first prototype. For optimal system integration and financial sustainability, the dashboard needs to be developed in the existing Microsoft environment of the municipality by use of Microsoft Power BI and similar applications. To enable knowledge management and upscaling the intervention will be concluded by producing a blueprint of a data dashboard development based on the results and lessons learnt from the process.
