Call for Proposal - 83385570 - Contract management model policy and standard operationg procedures development, customisation and institutionalisation support tender
The Governance Support Programme (GSP II) is a partnership programme agreed to between the Governments of South Africa and Germany. It is a technical cooperation programme co-steered at national level in a partnership between the Department of Cooperative Governance and Traditional Affairs (CoGTA), the Department of Public Service and Administration, the National Treasury, the Department of Planning, Monitoring and Evaluation, the South African Local Government Association (SALGA) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the latter responsible for the implementation of the development contributions on behalf of the German Federal Ministry for Economic Cooperation and Development and in delegated cooperation with the US Government acting through the United States Agency for International Development (USAID).
The programme provides technical, policy and process advice to support the South African government in remedying systemic shortcomings. The GSP II has the objective that public institutions and selected municipalities implement the Back2Basics principles for more transparent, accountable, effective and efficient delivery of public services on local level. The Back2Basics is a national programme implemented by the South African Government to improve service delivery to the citizens.
The GSP II thus seeks to appoint a competent service provider to Develop a Model Contract Management Policy and Standard Operating Procedures to be used as benchmark for the GIZ municipalities to better implement and manage their respective contracts as per the Framework. The services provider will also customise and support the institutionalisation of policy and the SOPs.
The scope of work includes:
Consult the National Treasury Contract Management Framework and templates;
Consult where available individual municipality contract management policy and SOPs;
Develop a model contract management policy and standard operating procedures;
Customisation of the model policy and SOPs for one GIZ partner municipality (City of Mbombela was identified at the time of development of the ToR); and
Support the institutionalisation of the policy and SOPs for the above identified partner municipality.
GIZ invites eligible and professional companies with local presence in South Africa, to participate in this tender.
