Ausgangssituation
Der Ausbau des innerafrikanischen Handels, besonders des Agrarhandels, kann dazu beitragen, dem zunehmenden weltweiten Bedarf an Agrarprodukten nachzukommen und vermehrt Arbeitsplätze im ländlichen Raum zu schaffen. Daneben sind prozessoptimierende Innovationen attraktive Instrumente, um die Agrar- und Ernährungsindustrie zusätzlich zu fördern.

Ziel
Ausgewählte afrikanische Länder und Ländergruppen gestalten ihre Agrar- und Agrarhandelspolitik partizipativ, umweltgerecht und auf Basis wissenschaftlicher Erkenntnisse. Neue Formate, die Innovationen für die Agrar- und Ernährungsbranche fördern, sind entwickelt und werden angewandt.

Vorgehensweise
Das Vorhaben besteht aus zwei Komponenten: dem Agrarpolitische Beratungsfonds (ABF) und dem Agrarinnovationsfonds (AIF).
Der ABF unterstützt afrikanische Kooperationsländer und -regionen dabei, umweltgerechte und wissenschaftlich bestätigte Agrar- und Agrarhandelsstrategien zu entwickeln und umzusetzen. Besonders in Benin, Namibia und der Ostafrikanischen Gemeinschaft berät das Vorhaben politische Entscheidungstragende zu agrarpolitischen Themen. Darüber hinaus unterstützt der ABF zum Beispiel auch in Sambia, um einen wissenschaftsbasierten, geschlechtersensiblen und geprüften nationalen Agrarinvestitionsplan (NAIP 2) zu entwickeln.
Die Kooperation mit verschiedenen Akteuren wie Bauernorganisationen, der Agrar- und Ernährungswirtschaft sowie Regierungsbehörden trägt zusätzlich dazu bei, die Ziele des Projekts zu erreichen. Partner hierbei ist unter anderem die Andreas-Hermes-Akademie im Bildungswerk der Deutschen Landwirtschaft.
Der AIF strebt an, dass innovative Lösungen für die Agrar- und Ernährungsbranche erfolgreich genutzt und weiterentwickelt werden. Dazu identifiziert und fördert er Innovationen zum Beispiel durch Wettbewerbe oder verbreitet sie durch Wissensplattformen wie hybride Messeformate oder Lernplattformen (beispielsweise Atingi).

Context
The expansion of intra-African trade, especially agricultural trade, can help to meet the increasing global demand for agricultural products and create more jobs in rural regions. Alongside this, innovations that optimise processes are attractive instruments for additionally promoting the agriculture and food industry.

Objective
Selected African countries and country groups shape their agricultural trade policies in a participatory and environmentally sound way, based on scientific findings. New formats that promote innovation for the agriculture and food industry have been developed and are applied.

Approach
The project consists of two components: the Agricultural Policy Advisory Fund (ABF) and the Agricultural Innovation Fund (AIF).
ABF supports African cooperation countries and regions in developing and implementing environmentally sound and scientifically proven agricultural policies and agricultural trade policies. The project advises political decision-makers on agricultural policy issues, especially in Benin, Namibia and the East African Community. On top of this, ABF also provides support in Zambia, for example, with the aim of developing a science-based, gender-sensitive and tested national agricultural investment plan (NAIP 2).
Cooperation with various stakeholders such as farmers’ organisations, the agriculture and food sector, and government agencies additionally contributes to achieving the project goals. One of the partners here is the Andreas Hermes Academy in the Bildungswerk der Deutschen Landwirtschaft.
AIF aims to ensure that innovative solutions for the agriculture and food industry are used successfully and further developed. To this end, it identifies and promotes innovations, for example through competitions, or disseminates them using knowledge platforms such as hybrid trade fair formats or learning platforms (such as atingi).

Le développement du commerce intra-africain, notamment dans le secteur agro-alimentaire, peut contribuer à répondre à la demande mondiale croissante de produits agricoles et à augmenter la création d’emplois dans les zones rurales. Parallèlement, les innovations visant l’efficience des processus sont des moyens attrayants pour promouvoir davantage les secteurs agricole et agro-alimentaire.

Les pays et groupes de pays africains sélectionnés élaborent leurs politiques dans le domaine du commerce agricole de manière participative, durable et sur la base d’analyses scientifiques. De nouveaux formats, qui soutiennent les innovations dans le domaine agro-alimentaire, sont mis en œuvre et appliqués.

Le programme comprend deux composantes : le Fonds pour la politique agricole (ABF) et le Fonds pour l’innovation (AIF).
L’ABF aide les régions et pays partenaires africains à élaborer et mettre en œuvre des politiques respectueuses de l’environnement et basées sur les connaissances scientifiques dans les domaines de l’agriculture et des échanges agricoles. Le Fonds conseille les décideur-euse-s politiques, notamment au Bénin, en Namibie et au sein de la Communauté d’Afrique de l’Est, sur des thématiques de politique agricole. Par ailleurs, l’ABF apporte également son soutien en Zambie à l’élaboration d’un plan national d’investissements agricoles révisé (NAIP 2), qui repose sur des données scientifiques et tient compte de la dimension genre.
La coopération avec différents acteurs tels que les organisations d’agriculteurs, le secteur agricole et agro-alimentaire et les agences gouvernementales contribue en outre à atteindre les objectifs du programme. L’AIF aspire à mettre en œuvre et à développer avec succès des solutions innovantes pour les secteurs agricole et agro-alimentaire. Pour ce faire, le fonds identifie et promeut des innovations, par le biais de concours par exemple, ou les diffuse sur des plateformes scientifiques telles que des salons hybrides ou des plateformes d’apprentissage (p. ex. : Atingi).
