The project aims to mobilize green finance and promote the low-carbon transition for SZRCB, the local textile industry, and the local government. A quantitative environmental performance indicator evaluation system for the local textile industry will be developed. This includes creating a greenhouse gas (GHG) accounting methodology and conducting a baseline study in the pilot area. Continuous monitoring of environmental performance in pilot facilities will be conducted for up to three years. Outputs include an MRV methodology for GHG reduction and baseline and monitoring reports of pilot facilities. A green financing tool tailored for the local textile industry will be established, including a financial investment guideline. A technical proposal for a green transformation financial instrument will also be delivered. Low-carbon transformation practices will be promoted through waste management analysis, energy efficiency optimization, and GHG emission reduction strategies. Guidelines and case studies will be produced for waste management, resource utilization, energy efficiency, and low-carbon labelling of textile products. Capacities of key stakeholders will be enhanced through training on international circular economy policies, China’s dual carbon strategy, and energy management. Additional trainings will cover the Extended Producer Responsibility system and green financial product design, targeting up to 20 participants per session. Certification on carbon management will be issued by the Ministry of Human Resources and Social Security. An international exchange platform will be established to connect the textile industry, banking sector, and fashion brands. Activities include a WeChat publicity channel, an international symposium, and study tours to showcase green transformation practices in Europe. Overall, the project will integrate finance, technology, training, and international cooperation to accelerate sustainable and low-carbon development in the textile sector.
