Ausgangssituation
2008 haben die CARIFORUM-Staaten und die Mitgliedsländer der EU ein Wirtschaftspartnerschaftsabkommen (WPA) unterzeichnet. Mitglieder des CARIFORUM sind die Mitgliedsstaaten der karibischen Gemeinschaft CARICOM und die Dominikanische Republik. Das Abkommen soll die nachhaltige Entwicklung und regionale Integration in der Karibik fördern und die Wettbewerbsfähigkeit des Privatsektors stärken. Ziel ist ein verbesserter Marktzugang in die EU.

Für die wirtschaftliche Entwicklung der CARIFORUM-Mitgliedsländer stellen die extreme Enge der heimischen Märkte und das unterschiedliche Niveau ihrer ökonomischen Entwicklung (die wesentlich an den Tourismus gekoppelt ist) große Herausforderungen dar. Schwache institutionelle Strukturen erschweren den intra- und interregionalen Marktzugang zusätzlich. Ein verbesserter Zugang heimischer Güter und Dienstleistungen zu bedeutenden Wirtschaftsräumen und die fortschreitende regionale Marktintegration gehören folglich zu den wichtigsten Zielen dieser Länder.

Ziel
Relevante regionale und nationale Institutionen im öffentlichen und privaten Sektor erfüllen die Voraussetzungen des Wirtschaftspartnerschaftsabkommens zwischen den CARIFORUM-Staaten und den Staaten der Europäischen Union.

Vorgehensweise
In Zusammenarbeit mit der Exportagentur Caribbean Export und dem CARICOM-Sekretariat unterstützt das Vorhaben zentrale Akteure der Region bei der Umsetzung des Wirtschaftspartnerschaftsabkommens. Um den Anforderungen des Abkommens gerecht zu werden, müssen regionale und nationale Institutionen gestärkt und reformiert werden. Hierbei steht eine nachhaltige Entwicklung im Vordergrund.

Die Förderung konzentriert sich auf den Koordinierungsprozess der Implementierung, regionale Integrationsbemühungen durch die Veranstaltung regionaler und nationaler Konferenzen zur Stärkung des Public Private Dialogue (PPD) und die Verbesserung der Netzwerkbildung und Zusammenarbeit der Akteure.

Projektaktivitäten werden im privaten und öffentlichen Sektor ausgeführt. Sie umfassen eine Vielzahl von Initiativen. Die Anfragen werden vor der Ausführung gemeinsam mit nationalen und regionalen Partnern evaluiert und überarbeitet.

Wirkung
Die Einrichtung des CARIFORUM-EPA Implementation Network (CAFEIN) und des Caribbean Network of Service Coalitions (CNSC) hat die Zusammenarbeit der Akteure gestärkt.

Im Rahmen von PRONET – einem Schulungsprogramm für mittelständische Produktionsbetriebe – wurden in Zusammenarbeit mit Carribean Export zahlreiche Ausbilder zertifiziert.

Durch die Teilnahme an Messen haben Unternehmer Vertrauen in ihre Produkte gewonnen, Märkte für ihre Ware identifiziert und Produktion und Exporte gesteigert.
 

Context
In 2008, the CARIFORUM states and the member states of the EU signed an economic partnership agreement (EPA). CARIFORUM comprises the member states of the Caribbean Community (CARICOM) and the Dominican Republic. The agreement aims to promote sustainable development and regional integration in the Caribbean and strengthen private sector competitiveness with a view to improving access to the EU market.

Their very restricted local markets and their different stages of economic advancement (generally closely linked with the tourist industry) pose major challenges for the economic development of the CARIFORUM member countries. Weak institutions also hamper intraregional and interregional market access. The main goals of these countries therefore include improving access to major economic areas for local goods and services and ensuring progressive integration into the regional market.

Objective
Relevant regional and national institutions in the public and private sector meet the requirements of the economic partnership agreement between the CARIFORUM countries and the member states of the European Union.

Approach
In collaboration with the export agency, Caribbean Export, and the CARICOM Secretariat, the programme supports the key actors in the region in implementing the economic partnership agreement. Regional and national institutions must be strengthened and reformed to meet the requirements of the agreement, with sustainable development a foremost concern.

Support concentrates on coordinating implementation procedure, promoting regional integration by organising regional and national conferences to facilitate public-private dialogue (PPD), and improving networking and cooperation among actors.

Project activities are carried out in both the private and public sector. They comprise a variety of initiatives. Potential initiatives are evaluated and revised before implementation together with national and regional partners.

Results
The establishment of the CARIFORUM-EPA Implementation Network (CAFEIN) and the Caribbean Network of Service Coalitions (CNSC) has reinforced cooperation among actors.

As part of PRONET, a training programme for medium-sized producers, a large number of trainers have been certified in collaboration with Caribbean Export.

By taking part in trade fairs, entrepreneurs have gained confidence in their products, identified suitable markets for them and raised production and exports.
