Ausgangssituation
Auf der Grundlage der neuen Verfassung von 2008 verfolgt die ecuadorianische Regierung einen ambitionierten Entwicklungsplan (Plan Nacional para el Buen Vivir), der dazu beitragen soll, eine effektive und effiziente Bereitstellung von Basisdienstleistungen zu gewährleisten, die Armut zu mindern, die demokratische Teilhabe der Bevölkerung zu stärken, die Wirtschaft zu modernisieren und eine wissens- und technologiebasierte Entwicklung in Gang zu setzen. Mit dem Gesetz zur territorialen Organisation, Autonomie und Dezentralisierung (COOTAD) von 2010 hat die Regierung einen institutionellen Rahmen zur Stärkung der Gebietskörperschaften geschaffen. Durch die Übertragung von Kompetenzen und Mitteln an die neu formierten dezentralen Regierungen (Gobiernos Autónomos Descentralizados, GAD) soll deren Handlungsfähigkeit gestärkt werden.
Die Strategien und Kapazitäten vor allem subnationaler Gebietskörperschaften zur flächendeckenden Umsetzung der Reformansprüche sind jedoch noch schwach ausgeprägt und nicht auf die Prioritäten der GADs zugeschnitten, unter anderem weil diese nicht ausreichend in Planungsprozesse einbezogen werden. Auch sind die formal etablierten Mechanismen zur Bürgerbeteiligung und Rechenschaftslegung noch nicht hinreichend funktionsfähig. Das zeigt sich darin, dass die ecuadorianische Bevölkerung mit öffentlichen Dienstleistungen wie Wasser, Gesundheit, Bildung oder sozialer Sicherheit in weiten Landesteilen mangelhaft versorgt ist. Frauen und die indigene Bevölkerung sind davon besonders betroffen.
Ziel
Die Verwaltungen auf subnationaler Ebene setzen die Politik der Dezentralisierung und Dekonzentration abgestimmt, bürgerorientiert und transparent um.
Vorgehensweise
Zentraler Partner auf ecuadorianischer Seite ist das Nationale Sekretariat für Planung und Entwicklung (SENPLADES). Gemeinsam mit SENPLADES wird die strategische und operative Planung des Projekts durchgeführt. Dabei werden Instrumente, Verfahren und Richtlinien für die territoriale und partizipative Entwicklungsplanung erarbeitet, deren Verknüpfung mit der Budget- und Investitionsplanung, die Rahmenbedingungen für Managementmodelle und Finanzausstattung der GADs sowie die Verbesserung der ebenenübergreifenden Abstimmung dieser Prozesse.
Sowohl mit dem Nationalen Rat für Dezentralisierung (Consejo Nacional de Competencias, CNC), der sich aus SENPLADES und den Verbänden der drei Kommunalebenen zusammensetzt, als auch mit der staatlichen Entwicklungsbank (Banco del Estado, BdE) arbeitet das Vorhaben an der Fähigkeit der Gebietskörperschaften, öffentliche Investitionen im Zusammenspiel mit anderen staatlichen Akteuren effektiv einzusetzen (Verbesserung der institutionellen Absorptionskapazitäten). Zugleich werden Mitarbeiterinnen und Mitarbeiter für die Erbringung öffentlicher Dienstleistungen qualifiziert. Die Zusammenarbeit mit der BdE ergänzt dabei ein von der KfW Entwicklungsbank durchgeführtes Vorhaben zur Verbesserung der lokalen Infrastruktur.
Im etwa 1 Million Hektar umfassenden Biosphärenreservat Macizo del Cajas wird ein innovatives Modell für Territorialmanagement gefördert. Hierbei geht es darum, einen tragfähigen Ansatz zur Kommunikation und Interessenartikulation zwischen den beteiligten Akteuren (4 Provinzen, 15 Gemeinden und 64 Ortschaften sowie die Zivilgesellschaft und des privaten Sektors) zu entwickeln und Lernerfahrungen zu dokumentieren.

Point of Departure
On the basis of the new Constitution of 2008, the Ecuadorian Government pursues an ambitious development plan (Plan Nacional para el Buen Vivir) in order to guarantee the efficient and effective provision of basic public services, reduce poverty, strengthen democratic citizenship, and to modernize the economy and spur a knowledge- and technology-based development. In 2010, with the Law of Territorial Organization, Autonomy and Decentralization (COOTAD), the government established a strong institutional foundation for strengthening the sub-national administrative authorities. The capacities of the newly-formed decentralized government entities (Gobiernos Autónomos Descentralizados – GADs) are supposed to be invigorated via the transfer of powers, functions and resources.
The insufficient provision with quality public services is one of the main problems Ecuador faces today. Despite efforts of institutional reform since 2007, the sub-national GADs still lack capacities to comply with newly-delegated competencies as well as the challenging reform process, particularly because of an insufficient articulation within planning procedures and focus on their specific needs and priorities. The paramount challenge, hence, is the articulation and coordination of development strategies by and with the GADs, in order to decentralize and deconcentrate public administration. Moreover, the formally established mechanisms of civic participation and accountability are not yet sufficiently pronounced. As a result, there is still lack of provision of the Ecuadorian people with public services such as water, health, education or social security in wide parts of the country. These problems especially affect women and the indigenous population.
Objective
Sub-national governments (GADs) implemented the decentralization and deconcentration policies transparently, in articulation amongst public entities, and directed towards the citizen’s needs.
Proceeding / Approach
The project is executed in cooperation with the Secretaría Nacional de Planificación y Desarrollo (SENPLADES). The focus is on the elaboration of instruments, procedures and guidelines for territorial and participatory development planning, the planning of budgets and investments, the framework for management models and capital endowment of the GADs, as well as the improvement of the coordination of multi-level cooperation processes.
In cooperation with the Consejo Nacional de Competencias (CNC), composed of delegates from SENPLADES and the federations of the three sub-national government levels on the one hand, as well as the public development bank Banco del Estado (BdE) on the other hand, the project aspires to improve the capacities of the GADs to effectively make use of public investments in coordination with other public actors (improvement of institutional absorption capacities). At the same time, public servants are qualified for the provision of public services during this process and the collaboration with BdE complements a local infrastructure project of the German development bank (KfW).
The project contributes to establish inclusive political administration mechanisms and more efficient public services on territorial levels. Moreover, it helps establishing a monitoring and evaluation system in order to improve public policies in the process of decentralization and deconcentration. It strengthens the financial and administrative capacities of the CNC and the GADs in effectively fulfilling their mandate as a means to improve public service quality, for instance, in areas such as water and waste management, public transport and irrigation systems. In the 1 million hectare Biosphere Reserve of Macizo de Cajas, the construction of a management model serves as an example for sustainable management of a highly diverse territory which applies an approach of communication and interest articulation between the relevant actors (4 provinces, 15 municipalities, 64 localities as well as civil society and the private sector) in order to generate and document best practices for the country regarding management models for sustainable development within specific territories.

Situación de partida
Sobre la base de la nueva Constitución de 2008, el Gobierno ecuatoriano se ha propuesto implementar un ambicioso plan de desarrollo, el Plan Nacional para el Buen Vivir, que busca contribuir a garantizar una provisión eficaz y eficiente de servicios básicos, reducir la pobreza, fortalecer la participación democrática de la población, modernizar la economía e impulsar un desarrollo basado en el conocimiento y la tecnología. Con el Código Orgánico de Organización Territorial, Autonomía y Descentralización (COOTAD), de 2010, el Gobierno creó un marco institucional para fortalecer las entidades territoriales. Mediante la transferencia de competencias y recursos a los nuevos Gobiernos autónomos descentralizados (GAD) se busca fortalecer la capacidad de acción de dichas entidades.
Las estrategias y capacidades, en especial de las entidades territoriales subnacionales, para implementar en todo el territorio las pretensiones de reforma están sin embargo todavía poco acuñadas y no se ajustan a las prioridades de los GAD, entre otras cosas porque a éstos no se los involucra suficientemente en los procesos de planificación. Además, los mecanismos formalmente establecidos para la participación ciudadana y la rendición de cuentas todavía no funcionan debidamente. Esto se manifiesta en la provisión deficiente de servicios públicos –agua, salud, educación y seguridad social– a la población ecuatoriana en amplias zonas del país. Las mujeres y la población indígena se ven especialmente afectadas.
Objetivo
Las administraciones a nivel subnacional implementan la política de descentralización y desconcentración de manera coordinada, orientada a los ciudadanos y transparente.
Procedimiento
La contraparte central ecuatoriana es la Secretaría Nacional de Planificación y Desarrollo (SENPLADES). Junto con ella se lleva a cabo la planificación estratégica y operativa del proyecto. Para ello se elaboran instrumentos, procedimientos y directrices para la planificación territorial y participativa del desarrollo, y se estudia la vinculación de ésta con la planificación presupuestaria y de las inversiones. Además, se analizan las condiciones marco para modelos de gestión y la dotación de fondos para los GAD así como la mejora de la coordinación de estos procesos entre los distintos niveles.
Tanto con el Consejo Nacional de Competencias (CNC) –compuesto por la SENPLADES y las asociaciones de los tres niveles comunales– como con el Banco del Estado (BdE), el proyecto trabaja para mejorar la capacidad de las entidades territoriales para utilizar eficazmente las inversiones públicas en acción conjunta con otros actores estatales (mejora de la capacidad institucional de absorción). Al mismo tiempo se cualifica a las colaboradoras y los colaboradores para la prestación de servicios públicos. La cooperación con el BdE complementa un proyecto ejecutado por el banco de desarrollo KfW Entwicklungsbank dirigido a mejorar la infraestructura local.
En la Reserva de Biósfera Macizo del Cajas, de alrededor de 1 millón de hectáreas, se fomenta un innovador modelo de gestión territorial. Se trata de desarrollar un enfoque viable para la comunicación y para la articulación de intereses entre los actores involucrados (4 provincias, 15 municipios y 64 localidades, así como la sociedad civil y actores del sector privado) y de documentar las lecciones aprendidas.
