Hintergrund:
Die EASF ist der regionale Beitrag Ostafrikas zum Aufbau der kontinentweiten multidimensionalen ASF und damit ein wesentlicher Bestandteil der Afrikanischen Friedens- und Sicherheitsarchitektur (African Peace and Security Architecture - APSA). Die Mitgliedsländer von EASF umfassen Äthiopien, Burundi, Djibouti, Kenia, Komoren, Ruanda, Seychellen, Somalia, Sudan und Uganda.

Ziel:
Die Voraussetzungen für multidimensionale Friedenseinsätze der Eastern Africa Standby Force (EASF) im Rahmen der African Standby Force (ASF) sind geschaffen.

Umsetzung:
Im GIZ/ EASF Handlungsfeld „Kooperation mit der Afrikanischen Union (AU), Regionalorganisationen, Mitgliedsstaaten und zivilgesellschaftlichen Organisationen" wird eine intensivere Zusammenarbeit mit der AU und anderen Regionalorganisationen sowie die Positionierung von EASF als attraktiver Partner für Friedensmissionen unterstützt.
Das Handlungsfeld „Stärkung der EASF Managementkapazitäten" zielt auf die Einführung allgemeinverbindlicher Regeln für das Personalmanagement sowie die Anwendung von wirkungsorientierten Planungs-, Monitorings- und Evaluierungsprozessen, um so die Effizienz und Transparenz von EASF zu erhöhen. Mit dem Aufbau eines Peace Fund wird ein Beitrag zur finanziellen Nachhaltigkeit von EASF geleistet.
Im Rahmen des Handlungsfelds „Förderung der zivilen Komponente" wird die Verfügbarkeit von qualifizierten zivilen Fachkräften für multidimensionale Friedensmissionen sichergestellt. Dies geschieht durch die Weiterentwicklung des Trainingssystems sowie den Aufbau einer Datenbank ziviler Experten (roster).


 

Background:
The Eastern Africa Standby Force (EASF) is the regional contribution of Eastern Africa to the establishment of a continental multidimensional African Standby Force (ASF) and thus constitutes an essential element of the African Peace and Security Architecture (APSA). EASF member states include Burundi, Comoros, Djibouti, Ethiopia, Kenya, Rwanda, Seychelles, Somalia, Sudan, and Uganda.

Aim:
The preconditions for multidimensional peace missions of the EASF in the framework of the African Standby Force (ASF) is in place.

Implementation:
Within the GIZ/ EASF sphere of activity "Cooperation with the African Union (AU), regional organizations, EASF member states, and civil society", the project supports a strengthened relationship with the said entities as well as the positioning of EASF as an attractive partner for peace missions.
The sphere of activity "Strengthening of EASF Management Capacities" aims at the introduction of generally applicable regulations for human resource management and the implementation of impact-oriented planning, monitoring and evaluation processes in order to enhance the efficiency and transparency of EASF.
The sphere of activity "Strengthening the EASF Civilian Component" aims at ensuring the availability of qualified civilian experts for multidimensional peace support operations. This is being achieved through the optimization of the EASF training system as well as the development of a roster for human resource management of civilian experts.
