Ausgangssituation
Namibia leidet unter einer starken Verbuschung von Farmland. Betroffen sind derzeit bis zu 45 Millionen Hektar landwirtschaftliche Nutzfläche in 9 von 14 politischen Regionen. Das entspricht mehr als 50 Prozent der Fläche des Landes. Verbuschung schränkt Biodiversität und Grundwasserbildung stark ein und vermindert die Tragfähigkeit von Weideland um bis zu zwei Drittel. Die Folge sind wirtschaftliche Verluste von jährlich über 100 Millionen Euro aufgrund verringerter Fleischproduktion.
Durch die Verbuschung ist gleichzeitig eine Ressource an Biomasse von geschätzten 200 Millionen Tonnen entstanden. Initiativen zur Bekämpfung der Verbuschung schaffen neue Möglichkeiten für die namibische Wirtschaft, die vorhandene Biomasse für Stromerzeugung oder andere Wertschöpfungsprozesse zu nutzen.
Auf diese Weise ermöglicht die Entbuschung erhöhte landwirtschaftliche Produktion, wirtschaftliches Wachstum, neue Arbeitsplätze und eine verbesserte, nachhaltige Energieversorgung, ohne mit der Nahrungsmittelproduktion zu konkurrieren.
Ziel
Namibia verfügt über ein nationales Programm für die Entbuschung. Es ermöglicht eine signifikante Ausweitung von Aktivitäten zur wirksamem Bekämpfung der Verbuschung. Akteure des öffentlichen und privaten Sektors unterstützen das nationale Programm.
Vorgehensweise
Um Biomasse wirtschaftlich und ökologisch nachhaltig nutzen zu können, sollen Möglichkeiten der Wertschöpfung des Buschmaterials ermittelt und entwickelt werden. Maßnahmen umfassen die Durchführung von Förderprogrammen sowie die Verbesserung der Rahmenbedingungen. Zentrale Aktivitäten des Programms sind unter anderem:
• Entwicklung von Ansätzen, die die gewinnbringende Nutzung von Buschmaterial in der Stromerzeugung und in anderen Wertschöpfungsketten fördern
• Aufbau von institutionellen Ressourcen und Leistungsfähigkeit sowie Wissen zur erfolgreichen Entwicklung eines nationalen Entbuschungsprogramms
• Verbesserung gesetzlicher und institutioneller Rahmenbedingungen für großmaßstäbliche Entbuschungsprogramme
Der Umfang der Verbuschung in Namibia erfordert umfangreiche, ausbaufähige Nutzungskonzepte. Die Nachfrage nach Biomasse auf den nationalen und internationalen Märkten ist vielfältig. Anfragen kommen unter anderem aus den folgenden Sektoren:
• Landwirtschaftssektor, der Buschmaterial als Futtermittel für Rinder und Wild sowie als Düngemittel für den Pflanzenbau verwenden kann;
• Bausektor, für die Herstellung ökologisch verträglicher Baumaterialen wie Spanplatten und Holzverkleidung;
• Energiesektor, der allein durch den Umfang seiner Nachfrage als Anstoß für groß angelegte Entbuschungsaktivitäten dienen kann. Buschmaterial kann Feuerholz in privaten Haushalten und fossile Brennstoffe wie Öl und Kohle in industriellen Heizkesseln und Kraftwerken ersetzen.
Das Programm will Wirkungen in mehreren Bereichen erzielen:
• Wiederherstellung landwirtschaftlicher Nutzfläche und Weideland mit signifikant höherer Tragfähigkeit und Produktivität
• Schaffung von Arbeitsplätzen, insbesondere in ländlichen Gebieten mit geringem Angebot alternativer Beschäftigungsmöglichkeiten
• Lokale Wortschöpfung auf Grundlage lokal verfügbarer natürlichen Ressourcen mit Entwicklungspotenzial für den KMU-Sektor
• Verbesserung des Selbstversorgungsgrades mit Energie bei gleichzeitigem Ersatz von importierten fossilen Brennstoffen durch erneuerbare und CO2-neutrale Energieträger
Project description (EN)
Context
Namibia is affected by bush encroachment on a massive scale. The phenomenon currently affects up to 45 million hectares of farmland in 9 of the country’s 14 regions. That amounts to more than 50% of Namibia’s land area. Bush encroachment severely reduces biodiversity and the formation of groundwater. It lowers the productivity and livestock capacity of pasture land by up to two thirds.
Meanwhile, the bush encroachment process has developed into a huge biomass resource, estimated at about 200 million tonnes. Measures to repel bush encroachment are creating new opportunities for the Namibian economy through the use of this resource for electricity generation and value chain development in other sectors. The process of bush clearance therefore offers the potential to increase agricultural productivity, economic growth, employment and the energy supply, without competing with food production.
Objective
Namibia has a national programme for bush clearance which supports the large-scale expansion of effective activities to fight bush encroachment. The programme is supported by public- and private-sector stakeholders.
Approach
In order to use the bush biomass in economically viable and environmentally sustainable ways, it is important to identify and develop opportunities for adding value to the biomass. Programme activities will focus on support measures, and on efforts to create an enabling environment. Key approaches at the programme level include:
• developing strategies for the profitable use of biomass for electricity generation as well as in agricultural and industrial value chains
• enhancing know-how and institutional capacities for the successful development of a national bush clearance programme
• improving the legal and institutional framework for large-scale bush clearance programmes.
The scale of bush encroachment in Namibia calls for extensive and expandable exploitation strategies. There is extensive, diverse demand for biomass on both domestic and international markets, with interest shown by, among others:
• the agricultural sector, which can use biomass as feed for cattle or wild animals, or as fertiliser for crop production
• the construction industry, where biomass is used to produce sustainable building materials, such as chipboard or wood panels
• the energy sector, whose especially large demand is sufficient to trigger large scale bush clearance programmes. Bush material can be used to substitute firewood in private households, and fossil fuels such as coal or oil in industrial boilers and power plants.
