Ausgangssituation
Die Wirtschaften der Länder Zentralamerikas sind durch Agrarexporte, weiterverarbeitendes Gewerbe und Geldtransfers von Migranten und Migrantinnen geprägt. Ein Großteil der kleinsten, kleinen und mittleren Unternehmen (KKMU) arbeitet im informellen Sektor. Die Länder sind gefordert, einen umfassenden, zukunftsfähigen Strukturwandel in die Wege zu leiten. Auch durch die Freihandelsabkommen zentralamerikanischer Länder mit den USA (DR-CAFTA, seit 2009 in Kraft) und dem Assoziierungsabkommen mit der EU (seit 2013 in Kraft) wird dies relevanter.

Obwohl in den letzten Jahren die Wachstumsraten in der Region leicht gestiegen sind, ist der Effekt auf die Beschäftigung und das Einkommen bisher gering. Im Durchschnitt lebt weiterhin mehr als die Hälfte der Bevölkerung Zentralamerikas unterhalb der Armutsschwelle. Insbesondere El Salvador, Guatemala und Honduras weisen zudem extrem hohe Unterschiede in der Einkommensverteilung auf.

Die internationale Wettbewerbsfähigkeit der Unternehmen ist gering. Veraltete Technologien, überholte Produktions- und Managementmethoden, fehlende externe Finanzierungsmöglichkeiten und der Mangel an qualifizierten Fachkräften tragen zur geringen Produktivität und mangelhaften Wettbewerbsfähigkeit der Unternehmen bei. Arbeitslosigkeit und Unterbeschäftigung, gerade unter Jugendlichen, sind sehr hoch, weil die Ausbildungsprofile oft nicht den Anforderungen der Arbeitsmärkte entsprechen. Gleichzeitig besteht in verschiedenen besonders dynamischen Sektoren großer Fachkräftemangel. Dabei bleibt gerade das unternehmerische Potenzial von Frauen aufgrund unzureichender Förderung weitgehend ungenutzt.

Ziel
Die Wettbewerbsfähigkeit von kleinsten, kleinen und mittleren Unternehmen (KKMU) und die Beschäftigungsmöglichkeiten in ausgewählten Sektoren Zentralamerikas sind verbessert.

Vorgehensweise
Mit dem Offenen Regionalfonds (ORF) wird ein neuer Mechanismus geschaffen, innovative Ideen durch einzelne Maßnahmen zu fördern. An FACILIDAD sind in der Projektlaufzeit bis 2017 Costa Rica, El Salvador, Guatemala, Honduras und Nicaragua beteiligt. Über Ideenwettbewerbe werden in den einzelnen Ländern Mittel für die Umsetzung von Einzelprojekten bereitgestellt. Folgende Projekte sind zur Teilnahme an den Ideenwettbewerben berechtigt:

Projekte, die Produkt- und/oder Prozessinnovationen anstoßen und damit die Wettbewerbsfähigkeit von KKMU verbessern
Projekte, die die Einkommens- und Beschäftigungssituation, insbesondere von Frauen und jungen Erwachsenen, verbessern
Projekte mit neuen Bildungsangeboten und/oder Arbeitsmarktdienstleistungen, die sich an der unternehmerischen Nachfrage orientieren.

Für die besten Ansätze aus den Ideenwettbewerben erarbeitet das Vorhaben gemeinsam mit den Durchführungspartnern tragfähige Konzepte für die Umsetzung und führt sie anschließend aus. Besondere Aufmerksamkeit liegt auf der Unterstützung von Partnerschaften zwischen Politik, Wirtschaft und Wissenschaft. Sie sollen zur Bildung von Allianzen und überregionalen Partnerschaften zwischen den einzelnen Sektoren beitragen.

Zielgruppen des Vorhabens sind Eigentümerinnen und Eigentümer sowie Beschäftigte von KKMU mit Wachstumspotenzial, potenzielle Existenzgründer und Existenzgründerinnen sowie Beschäftigungssuchende, vor allem Frauen und Jugendliche beziehungsweise junge Erwachsene.

Wirkungen
Aus den ersten beiden Ideenwettbewerben 2013 und 2014 wurden insgesamt 22, zumeist regionale Projektvorschläge ausgewählt. Sie werden seit Oktober 2013 umgesetzt. Im März 2015 hat der dritte Ideenwettbewerb begonnen. Die sich in der Durchführung befindenden Projekte haben bislang folgende Ergebnisse erzielt: 64 Unternehmen mit 101 Beschäftigten (inklusive Unternehmensgründer) wurden gegründet. Darüber hinaus konnten 434 Frauen und junge Menschen erfolgreich in einen Arbeitsplatz vermittelt werden. 21 neue Ausbildungsangebote und Arbeitsmarktdienstleitungen sind entwickelt worden. Von diesen sind 6 bereits institutionalisiert und werden ohne GIZ-Unterstützung angeboten. 2 neue Finanzprodukte zur Innovationsförderung und zur verbesserten Förderung von Existenzgründungen wurden eingeführt.

Context
The economies of the countries of Central America are dominated by agricultural exports, manufacturing and processing industries, and migrant worker remittances to their home countries. The majority of the region’s micro, small and medium-sized enterprises (MSMEs) operate in the informal sector. The countries need to introduce comprehensive and sustainable structural changes. These changes are particularly relevant in the light of the free trade agreements between the Central American countries and the USA (DR-CAFTA), which came into effect in 2009, and the European Union Central American Association Agreement (EU-CAAA) of 2013.

Although regional growth rates have accelerated slightly in recent years, this has had little impact on employment and income levels. On average, more than half of the people of Central America continue to live below the poverty line. Particularly in Guatemala, Honduras and El Salvador there is still a large gap between rich and poor.

Central American enterprises are not very competitive internationally. Outmoded technologies and dated production and management methods, a shortage of external financing possibilities and a lack of experts and qualified personnel, contribute to their low productivity and competiveness. Unemployment and underemployment are widespread, especially among the youth, because the available training does not correspond to needs of the job market. At the same time, in some of the most dynamic sectors there is a marked shortage of experts, and the entrepreneurial potential of women remains untapped for lack of support and encouragement.

Objective
In selected sectors in Central America, MSMEs have become more competitive, and there are greater opportunities for employment.

Approach
The open regional fund (ORF) is a new mechanism for promoting innovative ideas through individual measures. Guatemala, Honduras, El Salvador, Nicaragua and Costa Rica are all taking part in FACILIDAD for the full term of the project until 2017. Contests for good ideas for individual projects are being held in each country, the winners of which will receive assistance to realise their ideas. Projects are entitled to participate in the ideas competition if they:

trigger product or process innovations, thereby improving the competitiveness of MSMEs
increase incomes and employment opportunities, especially for women and young adults
introduce new demand-driven training and services that respond to the needs of enterprises.

The project works with its partners to develop viable implementation strategies for the best ideas from the contests, and then carry them out. It is pays particular attention to support for partnerships between politics, industry and the academic world. Such partnerships should lead to the formation of alliances and supra-regional partnerships across the various sectors.

The project target groups are owners and employees of MSMEs with growth potential, potential business start-ups, and job-seekers, particularly the youth and young adults.

Results achieved so far
In the first two ideas competitions, which took place in 2013 and 2014, 22 proposals were selected, mainly for regional projects. Their implementation began in October 2013. March 2015 saw the start of a third ideas competition.To date, the projects now being implemented have achieved the following results: 64 enterprises have been created with 101 employees (including the founders of the businesses). In addition, over 430 women and young people have successfully been placed in work. 21 new training courses and employment services have been developed, of which six have already become established and are now available without support from GIZ. Two financial products have been introduced to promote innovation and entrepreneurship.

Situación de partida
Las economías de los países de Centroamérica dependen primordialmente de exportaciones de productos agrícolas, maquilas y remesas de emigrantes. Una parte importante de las micro, pequeñas y medianas empresas (MIPYMES) operan en el sector informal. Estos países necesitan poner en marcha un cambio estructural que sea integral y sostenible. Los acuerdos de libre comercio entre los países centroamericanos y los Estados Unidos (DR-CAFTA, en vigor desde 2009) y el acuerdo de asociación con la Unión Europea (EU-CAAA, en vigor desde 2013) hacen que dicha transformación sea todavía más importante.

Aunque las tasas de crecimiento regional se han incrementado ligeramente en los últimos años, su impacto en términos de empleo e ingresos ha sido escaso hasta el momento. En promedio, más de la mitad de la población de América Central sigue viviendo por debajo del umbral de la pobreza. Particularmente en El Salvador, Guatemala y Honduras, las diferencias en la distribución de ingresos son además extremadamente altas.

La competitividad internacional de las empresas centroamericanas es escasa. Factores como tecnologías obsoletas, métodos anticuados de producción y gestión, la escasez de posibilidades de financiación externa así como la falta de expertos y personal cualificado contribuyen a la baja productividad y competitividad de las empresas. Las tasas de desempleo y subempleo son muy altas, especialmente entre los jóvenes, dado que la oferta educativa disponible a menudo no se ajusta a la demanda del mercado laboral. Al mismo tiempo, en algunos de los sectores especialmente dinámicos existe una considerable carencia de expertos, y el potencial empresarial de las mujeres se desaprovecha por falta de apoyo y estímulo.

Objetivo
En determinados sectores de América Central, las micro, pequeñas y medianas empresas (MIPYMES) han aumentado su productividad y ofrecen mejores oportunidades de empleo.

Procedimiento
El Fondo Regional Abierto (ORF por sus siglas en alemán) constituye un nuevo vehículo de promoción de ideas innovadoras a partir de medidas individuales. Costa Rica, El Salvador, Guatemala, Honduras y Nicaragua participan en FACILIDAD hasta 2017, año en el que finaliza el programa. En cada uno de los países se llevan a cabo concursos de ideas para proyectos individuales, y los ganadores reciben asistencia para hacer realidad sus ideas. Para el concurso de ideas, el programa prevé la postulación de proyectos con los siguientes enfoques:

Proyectos que generen innovaciones en productos y/o en procesos para mejorar la competitividad de las MIPYMES
Proyectos que mejoren la situación de ingreso y/o empleo, especialmente de jóvenes y mujeres
Proyectos dirigidos a incrementar la oferta educativa y/u ofrecer nuevos servicios de mercado laboral orientados a la demanda empresarial.

Conjuntamente con las contrapartes ejecutoras, el programa diseña conceptos viables para la implementación de las ideas que han ganado los concursos y luego procede a poner en marcha estos proyectos. Se presta especial atención al apoyo a la creación de colaboraciones entre las instancias políticas, el sector privado y las instituciones científicas. Dichas colaboraciones están dirigidas a impulsar la formación de alianzas y cooperaciones entre los distintos sectores a nivel suprarregional.

Los grupos destinatarios del programa son los/las propietarios(as) y empleados(as) de MIPYME con potencial de crecimiento, potenciales emprendedores y personas que buscan empleo, especialmente las mujeres y los jóvenes (es decir, adultos jóvenes).

Resultados
En los dos primeros concursos de ideas, que se celebraron en 2013 y 2014, se seleccionaron 22 propuestas de proyectos, principalmente regionales, que empezaron a implementarse en octubre de 2013. En marzo de 2015 se ha iniciado un tercer concurso de ideas.
Los proyectos en ejecución han dado hasta ahora los siguientes resultados: se han creado 64 empresas con 101 empleados (incluyendo a los emprendedores de los respectivos negocios). Adicionalmente, se ha logrado dar empleo a 434 jóvenes y mujeres. Se han desarrollado 21 nuevas ofertas de formación y se han desarrollado servicios para el mercado laboral, seis de los cuales ya se han institucionalizado y se ofrecen ahora sin el apoyo de la GIZ. Finalmente, se han establecido dos nuevos productos financieros para el fomento de la innovación y el emprendedurismo.
