Ausgangssituation
Die Southern African Development Community (SADC) ist ein Zusammenschluss von 15 Staaten des südlichen Afrika, die sich gemeinsam für eine politisch stabile, sozial gerechte und wirtschaftlich nachhaltige Entwicklung in der Region einsetzen. Ihr Ziel ist es, die Armut in der Region zu bekämpfen sowie für Frieden, Demokratie und Sicherheit über Ländergrenzen hinweg zu sorgen.

Arbeiteten in der Vergangenheit in jedem Land nationale SADC-Abteilungen an unterschiedlichen thematischen Schwerpunkten, beschlossen die Regierungschefs der 15 Mitgliedsländer im Jahr 2001, ein zentrales Sekretariat in Botsuana zu errichten. Seitdem arbeiten hier die Experten der Region gemeinsam an Themen der regionalen Integration: Liberalisierung des Handelsrechts, Infrastruktur, Frieden und Sicherheit, Nahrungsmittelsicherheit und Schutz natürlicher Ressourcen, soziale Entwicklung, Gender sowie Wissenschafts- und Technologieentwicklung.

Damit das Sekretariat seiner fachlichen und politischen Arbeit nachgehen kann, musste es zunächst eine Organisationsstruktur schaffen, in der jeder Mitarbeiter seine Aufgaben effizient verrichten kann. Im Auftrag des BMZ hat die GIZ das SADC-Sekretariat bei diesem internen Aufbau von Beginn an unterstützt und berät seitdem den Exekutivsekretär und seinen Führungsstab bei der strategischen Ausrichtung und inhaltlichen Gestaltung des Reformprozesses.

Ziel
Die Reformagenda und die Managementstrukturen der SADC-Institutionen werden bei der Durchführung des auf 15 Jahre angelegten regionalen Entwicklungsplans (Regional Indicative Strategic Development Plan) unterstützt.

Vorgehensweise
Im Auftrag des BMZ berät die GIZ das SADC-Sekretariat bei der Durchführung der komplexen und politisch sensiblen SADC-Reform nach der Zentralisierungsphase. Aufbauend auf eine Organisationsanalyse konzentriert sich die Unterstützung auf den Aufbau eines transparenten und erfolgsabhängigen Managements, um die regionale Integration voranzutreiben. Unter anderem werden folgende Maßnahmen unterstützt:

• Entwicklung einer geeigneten Organisationsstruktur des Sekretariats, welche sich an den von Regierungen und Staatsoberhäuptern der Mitgliedsstaaten vereinbarten inhaltlichen Prioritäten orientiert.
• Aufbau einer Verwaltungsstruktur, durch welche die Zusammenarbeit zwischen den einzelnen Direktoraten und innerhalb des Sekretariats professionell abläuft. Diese Struktur beinhaltet beispielsweise Personalmanagement und -entwicklung, Dokumentenmanagement sowie ein Berichts- und Informationssystem.
• Entwicklung eines Planungs- und Monitoringsystems, das genutzt wird, um die Durchführung des langfristigen regionalen Entwicklungsplans zu überwachen und die bisherigen Fortschritte zu analysieren.

Priorität in der derzeitigen Programmphase haben Planung, Monitoring und Evaluierung der regionalen Integrationsinitiativen. Dabei unterstützt das Programm die strategische Weiterentwicklung der SADC durch die Evaluierung der ersten fünf Durchführungsjahre des 15-jährigen SADC-Integrationsplans.

Entsprechend der SADC Windhuk-Deklaration für Geberharmonisierung, unterstützt das Programm auch die Kooperation der deutschen internationalen Zusammenarbeit mit dem SADC-Sekretariat und den Mitgliedstaaten.

Wirkung – Was bisher erreicht wurde
Durch die jahrzehntelange bilaterale Zusammenarbeit der GIZ mit vielen SADC-Mitgliedsstaaten und die dadurch entstandenen Kontakte auf nationaler und regionaler Ebene ist ein Vertrauensverhältnis entstanden, das die Zusammenarbeit der 15 Mitgliedsstaaten bei der regionalen Integration verbessert.

Die SADC hat sich bei Themen der regionalen Integration zu einem regionalen Think-Tank entwickelt. In Zusammenarbeit mit führenden Wissenschaftlern und Politikern bereiten die Fachkräfte im Sekretariat verschiedene Vorschläge für die Mitgliedsstaaten vor, um Herausforderungen – wie beispielsweise den Klimawandel – gemeinsam anzugehen. Dabei werden im Politikdialog, der von der GIZ unterstützt wird, zwischen den Ländern die verschiedenen Themen priorisiert und anschließend regionale Protokolle für die Gesetzgebung vorbereitet.
 

 

Project description (EN)

Context
The Southern African Development Community (SADC) is an alliance of 15 southern African states that cooperate in pursuit of politically stable, socially just and economically sustainable development in the region. Their objective is to reduce poverty and to secure peace, democracy and stability throughout the region.

Initially, national SADC coordination units worked in each country, focusing on different thematic priority areas. However, in 2001 the SADC Heads of States and Government decided to establish a central Secretariat in Botswana. Since then, the region’s experts have been working here to address the core themes of regional integration – trade liberalisation, infrastructure, peace and security, food security and conservation of natural resources, social development, gender, science and technology development.

To be able to perform its sector-specific and policy related activities, the Secretariat first required an organisational structure in which all staff members could perform their duties efficiently. From the outset GIZ supported the SADC Secretariat with this internal capacity building process, and it continues to advise the Executive Secretary and the senior management on the strategic orientation and design of the steering process.

Objective
The reform agenda and management structures of the SADC institutions receive support in implementing the 15-year Regional Indicative Strategic Development Plan (RISDP).

Approach
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ is advising the SADC Secretariat on the implementation of the complex and politically sensitive SADC reform following the period of centralisation. Building on an organisational analysis, this support focuses on the development of transparent, performance-based management to push forward the regional integration. Among other measures, the following activities are supported by the project:

• Development of an organisational structure for the Secretaiat, oriented toward the thematic priority areas adopted by the Heads of States and Government of the SADC Member States.
• Development of an administrative structure which supports professional interactions between individual directorates and the work of the Secretariat. This structure includes, for example, human resources management and development, a document management system, and reporting and information flows.
• Development of a planning and monitoring system that is used to organise the implementation of SADC’s long-term regional development plan and measure the progress achieved.

Results achieved so far
The decades of bilateral cooperation between GIZ and many of the SADC Member States with the resulting contacts at national and regional level have generated a spirit of trust that now improves the collective efforts of the 15 Member States toward regional integration.

SADC has developed into a regional think-tank for integration topics. In collaboration with leading researchers and policy makers, experts at the Secretariat devise a range of proposals for the Member States, which will help them to work together in addressing challenges such as climate change. In the course of a policy dialogue involving all the countries, which is supported by GIZ, these topics are prioritised and then prepared as regional protocols for legislation.
