Ausgangssituation
Ecuador ist ein megadiverses Land, das heißt, die Artenvielfalt ist hier besonders groß. Doch es besitzt fragile Ökosysteme – Wälder, Moore, Feuchtgebiete und Mangroven –, die durch Übernutzung, Verschmutzung und Landnutzungsänderung bedroht sind. Der Klimawandel beschleunigt den Verlust an Biodiversität. Ecuador ist sich dessen bewusst: Die Verfassung von 2008 gewährt der Natur Rechte und erklärt den „sumak kawsay" oder das sogenannte „Gute Leben" als grundlegendes Prinzip für die Entwicklung der ecuadorianischen Gesellschaft. Der Staat hat damit Verantwortung für die nachhaltige Nutzung und den Erhalt der Natur übernommen.
Ziel
Die Bevölkerung diverser fragiler Ökosysteme setzt Modelle zum Erhalt und zur nachhaltigen Nutzung der Biodiversität um und beachtet dabei die Auswirkungen des Klimawandels.
Vorgehensweise
Das Vorhaben „Klimawandel, Biodiversität und nachhaltige Entwicklung" (ProCamBío – Programa Cambio Climático, Biodiversidad y Desarrollo Sostenible) unterstützt Entscheidungsträger und Institutionen relevanter Sektoren auf nationaler, regionaler und lokaler Ebene dabei, Strategien zur nachhaltigen Nutzung und Inwertsetzung der Biodiversität zu erstellen und umzusetzen. Es trägt so zu einer besseren Koordination und Kommunikation zwischen den unterschiedlichen staatlichen Behörden und der Zivilgesellschaft bei. Die vier Handlungsfelder von ProCamBío sind:
Systeme nachhaltiger Produktion: ProCamBío unterstützt seine Partner in der Formulierung von politischen Leitlinien, die Einfluss auf Biodiversität und Agrobiodiversität haben. Auf lokaler Ebene werden Produzentengruppen und indigene Gemeinden zur Umsetzung nachhaltiger und klimaresilienter Produktionsmethoden beraten. Dieses Handlungsfeld wird von der Consulting COMO durchgeführt.
Anreizmodelle: ProCamBío entwickelt gemeinsam mit strategischen Akteuren aus Staat und Wirtschaft ökonomische Anreize oder auch Dienstleistungen, die eine freiwillige Verpflichtung von Landwirten und indigenen Gemeinden zum Erhalt der Ökosysteme – der tropischen Wälder, Moore, Mangrovenwälder und anderer – bewirken sollen.
Modelle für Kontrolle und Monitoring: ProCamBío berät seine Partner bei der Entwicklung partizipativer Kontrollsysteme und begleitet deren Anwendung. Auf lokaler Ebene werden Gemeinden und Schulen für die Folgen des Verlusts der Biodiversität und den Schaden durch illegale Vermarktung von Pflanzen und Tieren sensibilisiert.
Minderung und Anpassung an den Klimawandel: ProCamBío unterstützt dezentrale Regierungseinheiten bei der Integration des Klimawandels in die regionale und lokale Entwicklungsplanung. In ausgewählten Ökosystemen leistet ProCamBío Unterstützung bei der Umsetzung der Klimawandelstrategie auf lokaler und nationaler Ebene. In Kooperation mit dem globalen Vorhaben REDD Early Movers berät das Programm bei der Entwicklung eines gesetzlichen Rahmens zur Reduktion von Treibhausgas-Emissionen aus Entwaldung und Schädigung von Wäldern.
Wirkungen
Die Schaffung von Dialogräumen unterschiedlicher Akteure in Planungsworkshops und Fortbildungen hat neue Kommunikationsebenen zwischen Partnern entstehen lassen. Es gibt innovative Initiativen für kontinuierliche Austauschprozesse in spezifischen Handlungsfeldern. Derzeit entstehen etwa Süd-Süd-Kooperationen zu den Themen „Anreizsysteme für nachhaltige Nutzung und Schutz der Biodiversität" und „Transparenz in der Wertschöpfungskette legales Holz".

Context
Ecuador is one of the world’s megadiverse countries, meaning it has a high degree of biodiversity. However, it has fragile ecosystems, including forests, moorland, wetlands and mangroves, which are threatened by overuse, pollution and changes in land use. Climate change is accelerating the rate of biodiversity loss. Ecuador is aware of this fact. Its 2008 constitution grants rights to the natural world, while establishing the ‘Sumak Kawsay’ or ‘good life’ as a fundamental principle for the development of Ecuadorian society. As such, the state has assumed responsibility for the sustainable use and conservation of nature.
Objective
People living in the different fragile ecosystems apply models for the conservation and sustainable use of biodiversity, while taking into account the effects of climate change.
Approach
The Climate, biodiversity and sustainable development programme (ProCamBío – Programa Cambio Climático, Biodiversidad y Desarrollo Sostenible) supports decision-makers and institutions in relevant sectors, at the national, regional and local levels, in developing and executing strategies for the sustainable use and valorisation of biodiversity. In this way, it contributes to improved coordination and communication between the various state authorities and civil society. The programme’s four areas of activity are:
Sustainable production systems: ProCamBío supports its partners in formulating policies that will influence biodiversity and agro-biodiversity. At the local level, it advises producer groups and indigenous communities on the use of sustainable, climate-resilient production systems. Activities in this area are carried out by the consulting firm COMO.
Incentive models: Together with strategic state and private-sector actors, ProCamBío is developing economic incentives and services, which should encourage farmers and indigenous communities to make voluntary commitments for the preservation of ecosystems, including tropical forests, moorland, mangroves and others.
Control and monitoring models: ProCamBío advises its partners on the development of participatory control systems, and provide support for their application. At the local level, it is promoting awareness in schools and communities about the consequences of biodiversity loss and the damage caused by the illegal trade in flora and fauna.
Mitigation and adaptation to climate change: ProCamBío supports decentralised government bodies with the integration of climate change into regional and local development planning. In a number of specific ecosystems, ProCamBio is supporting the local and national implementation of the National Plan on Climate Change. In cooperation with the global project REDD Early Movers, the programme is providing advice on developing a legal framework to promote the reduction of greenhouse gases caused by deforestation and forest degradation.
Results
By creating the space for dialogue between different actors in planning workshops and training courses, the programme has opened up new channels of communication between the partners. Innovative initiatives have been launched, that support sustained processes of exchange in specific areas of activity. For instance, South-South cooperation arrangements are currently emerging to address ‘incentive systems for the sustainable use and protection of biodiversity’ and ‘transparency in the value chains for legal wood’.

Situación de partida
Ecuador es un país megadiverso, lo cual significa que su diversidad de especies es especialmente vasta. Sin embargo, el país posee ecosistemas frágiles – bosques, pantanos, humedales y manglares – que se ven amenazados por la sobreexplotación, la contaminación y los cambios en el uso de la tierra. El cambio climático acelera la pérdida de la biodiversidad. Ecuador ha cobrado conciencia de este hecho: la Constitución de 2008 otorga derechos a la naturaleza y declara que el llamado "buen vivir" (en kichwa: "sumak kawsay") es el principio fundamental para el desarrollo de la sociedad ecuatoriana. De esta forma, el Estado ha asumido la responsabilidad por el uso sostenible y la conservación de la naturaleza.
Objetivo
La población de diversos ecosistemas frágiles implementa modelos para la conservación y el uso sostenible de la biodiversidad, tomando en cuenta para ello las repercusiones del cambio climático.
Procedimiento
El Programa Cambio Climático, Biodiversidad y Desarrollo Sostenible (ProCamBio) apoya a las instancias de decisión, así como a las instituciones de sectores relevantes a nivel nacional, regional y local, en la elaboración e implementación de estrategias para el uso sostenible y la puesta en valor de la biodiversidad. De este modo, contribuye a una mejor coordinación y comunicación entre las distintas autoridades del Estado y la sociedad civil. ProCamBio comprende los siguientes cuatro campos de acción:
Sistemas de producción sostenible: ProCamBio apoya a sus contrapartes en la formulación de pautas políticas que ejerzan influencia sobre la diversidad biológica y la agrobiodiversidad. A nivel local, se asesora a grupos de productores y comunidades indígenas para la aplicación de métodos de producción sostenibles y resilientes frente al clima. La responsabilidad por este campo de acción ha sido asignada a la empresa consultora COMO.
Modelos de incentivos: En colaboración con actores estratégicos del Estado y del sector privado, ProCamBio desarrolla incentivos económicos y servicios que aspiran a generar un compromiso voluntario por parte de agricultores y comunidades indígenas para la conservación de los ecosistemas (bosques tropicales, pantanos, manglares y otros).
Modelos de control y seguimiento: ProCamBio asesora a sus contrapartes en el desarrollo de sistemas participativos de control y les brinda apoyo en su aplicación. A nivel local, se sensibiliza a los municipios y las escuelas sobre las repercusiones de la pérdida de la biodiversidad y el daño que causa a esta última la comercialización ilegal de especies de flora y fauna.
Mitigación y adaptación al cambio climático: ProCamBio apoya a las unidades gubernamentales descentralizadas para integrar el cambio climático en la planificación del desarrollo regional y local. En ecosistemas seleccionados, ProCamBio brinda respaldo en la implementación de la estrategia para hacer frente al cambio climático a nivel local y nacional. En cooperación con el programa mundial REDD Early Movers, el programa ofrece asesoramiento para el desarrollo de un marco jurídico dirigido a reducir las emisiones de gases de efecto invernadero provenientes de la deforestación y depredación de los bosques.
Resultados
Al crear espacios de diálogo para distintos actores en talleres de planificación y eventos de capacitación, se han generado nuevos niveles de comunicación entre distintos socios. Se han puesto en marcha iniciativas innovadoras para procesos continuos de intercambio en campos de acción específicos. Actualmente, por ejemplo, han surgido cooperaciones Sur-Sur en los temas "sistemas de incentivos para el uso sostenible y la protección de la biodiversidad" y "transparencia en la cadena de valor de la madera de origen legal".
