Ausgangssituation
Das Königreich Marokko besitzt eine große Vielfalt an Ökosystemen, Arten und genetischen Ressourcen – wichtige Grundlagen für den Lebensunterhalt der ländlichen Bevölkerung und die wirtschaftliche Entwicklung des Landes. Die wirtschaftlichen Potenziale der Ökosystemleistungen, beispielsweise Naturprodukte, genetische Ressourcen, Wasserreinigung und -regulierung oder Erholung, werden bisher nur unzureichend oder nicht nachhaltig genutzt. Viele Ökosystemleistungen werden übernutzt oder degradiert, ihre Nutzungspotenziale durch die Auswirkungen des Klimawandels zunehmend beeinträchtigt.

Die marokkanische Regierung unternimmt große politische und strategische Anstrengungen um die Biodiversität zu erhalten, unter Berücksichtigung von Klimarisiken in der Entwicklung betroffener Sektoren einschließlich Landwirtschaft, Naturschutz und Tourismus. Den verantwortlichen staatlichen Institutionen fehlen bislang jedoch geeignete Instrumente, um die nachhaltige Nutzung von Ökosystemleistungen unter Berücksichtigung von Klimarisiken zu fördern.

Ziel
Staatliche Institutionen Marokkos haben, unter Berücksichtigung von Klimarisiken, Methoden und Instrumente zur nachhaltigen, schonenden Nutzung von Ökosystemleistungen eingeführt.

Vorgehensweise
Die Fach-, Organisations- und Politikberatung der Partnerorganisationen sowie die Capacity-Development-Maßnahmen des Vorhabens konzentrieren sich auf drei Handlungsfelder:
1.Sicherung und nachhaltige Nutzung von Ökosystemleistungen unter Berücksichtigung von Klimarisiken
2.Ausbau des regionalen Informationsmonitoring- und Beratungssystems für Klimaanpassung und das Management der Biodiversität
3.Entwicklung des rechtlichen und institutionellen Rahmens für den Mechanismus Acces and Benefit Sharing (ABS, Nagoya-Protokoll) und Berücksichtigung von Ökosystemleistungen und Klimaanpassung in nationalen Strategien und Programmen

Das Vorhaben fördert in allen Handlungsfeldern besonders die intersektorale Abstimmung und Kooperation. Es konzentriert seine Maßnahmen auf die südliche Region Souss Massa Drâa (Agadir, Ouarzazate) sowie Tadla Azilal im Mittleren Atlas (Beni Melall). Das Programm arbeitet komplementär zu anderen Maßnahmen der deutschen und multilateralen Entwicklungszusammenarbeit.

Das Vorhaben unterstützt die marokkanische Regierung bei der Umsetzung des Nagoya-Protokolls. Das Nagoya-Protokoll, ein internationales Umweltabkommen im Rahmen der UN-Konvention über biologische Vielfalt, wurde 2010 beschlossen und unter anderem von Marokko ratifiziert. Darin wurde Access and Benefit-Sharing (ABS) beschlossen – Zugang zu genetischen Ressourcen und gerechter Vorteilsausgleich – ein von der UN-Biodiversitätskonvention eingeführter Mechanismus. ABS wendet sich gegen internationale Biopiraterie. Es reguliert international den Zugang zu genetischen Ressourcen, um den gerechten Ausgleich der Vorteile für die lokale Bevölkerung (Fairtrade) zu gewährleisten, die sich aus der Nutzung dieser Ressourcen ergeben.

Wirkungen
Ein vom Vorhaben entwickeltes Capacity-Development-Programm zur Einbindung von Ökosystemleistungen und Klimaanpassung in regionalen und kommunalen Entwicklungsplänen wird zurzeit umgesetzt. Die Akteure aus den Regionalen Observatorien für Umwelt und Nachhaltige Entwicklung (OREDD), aus regionale Gebietskörperschaften und Kommunen in den Pilotregionen werden für ihre Funktionen und Aufgaben bei der Klimawandelanpassung gestärkt.

Für den lokalen Öko-Tourismus wurden in der Pilotregion Souss-Massa Nachhaltigkeitsstandards entwickelt, insbesondere für Schutzgebiete sowie den Arganwald und seine Produkte. Bei marokkanischen Öko-Tourismusanbieter wurden Grundlagen für die Zertifizierung geschaffen.

Das Vorhaben trägt zur Verbesserung der regionalen Umweltgovernance bei. Für die OREDD wurde in den Pilotregionen ein Monitoringsystem für Klimaanpassung aufgebaut. Gemeinsam mit den Stakeholdern und mit allen regionalen Akteure wurden Indikatoren erarbeitet und verabschiedet: für die Bereiche Anpassung an den Klimawandel und Management der Biodiversität. Rollen und Beiträge bei der Erhebung und Bereitstellung von Klima- und Biodiversitätsdaten wurden verbindlich festgelegt.

Das Nationale Observatorium für Umwelt und Nachhaltige Entwicklung (Observatoire National de l’Environnement et du Développement Durable, ONEM) hat entschieden, diese Innovation breitenwirksam für alle 16 Regionen (Wilayas) Marokkos anzuwenden, die erhobenen Daten in die Regionalen Umweltinformationssysteme (SIRE) zu integrieren und in kommunale Planungsprozesse einzubringen.

Das Vorhaben hat, gemeinsam mit marokkanischen Partnern aus dem Wissenschafts- und Privatsektor, mit der Entwicklung des rechtlichen und institutionellen Rahmens für Access and Benefit Sharing (ABS) begonnen. Ein erster Entwurf des Gesetzes zur Umsetzung des Nagoya-Protokolls in Marokko wurde erstellt und liegt zur ersten Lesung vor. Darüber hinaus wurde eine Entwicklungspartnerschaft mit einem europäischen Kosmetikkonzern vereinbart: zur Nutzung biologischer Ressourcen Marokkos und der Verwertung für kosmetische Produkte nach dem ABS-Zertifizierungs-Mechanismus.

Mit der der marokkanischen Autobahnbehörde (Autoroute du Maroc), dem Nationalen Institut für Agrarforschung (INRA) und dem Dresdner Ingenieurbüro IPRO wurde ein Kofinanzierungsvertrag geschlossen. Auf Autobahnabschnitten, die von starken Regenfällen und Erosion bedroht sind, sollen Klimaanpassungsmaßnahmen (Erosionsschutz) durchgeführt werden.

Context
The Kingdom of Morocco is home to a great diversity of ecosystems, species and genetic resources – an important basis for the livelihoods of rural communities and the country’s economic development. The economic potential of ecosystem services such as natural products, genetic resources, water purification and regulation or recovery are currently being inadequately or unsustainably used. Many ecosystem services are being over-utilised or degraded, and their potential for use is increasingly threatened by the impacts of climate change.


The government of Morocco is making extensive political and strategic efforts to conserve biodiversity, taking into account climate risks in the development of affected sectors including agriculture, nature conservation and tourism. However, the responsible state institutions have thus far lacked appropriate instruments for promoting the sustainable use of ecosystem services while considering climate risks.
Objective
Morocco’s state institutions have introduced methods and instruments for sustainable and efficient use of ecosystem services while taking climate risks into account.


Approach
The specialist, organisational and policy advising by the partner organisations as well as the programme’s capacity development measures are focused on three areas of action:
1.Safeguarding and sustainable use of ecosystem services with consideration for climate risks
2.Expansion of regional information monitoring and advisory system for climate change adaptation and biodiversity management
3.Development of the legal and institutional framework for the access and benefit sharing mechanism (ABS, Nagoya Protocol), and consideration of ecosystem services and climate change adaptation in national strategies and programmes
Across all three areas of action, the programme is placing a particular focus on promoting cross-sector coordination and cooperation. It is concentrating its efforts on the southern region of Souss-Massa-Drâa (Agadir, Ouarzazate) as well as Tadla Azilal in the Middle Atlas (Beni Melall). The programme is working in a complementary manner to other German and multilateral development cooperation activities.


The programme is supporting the Moroccan government in the implementation of the Nagoya Protocol, which is an international environmental agreement that was concluded within the context of the UN Convention on Biological Diversity and has been ratified by Morocco among others. Access and benefit sharing (ABS) was decided upon within the Nagoya Protocol – access to genetic resources and the fair equitable sharing of their benefits – a mechanism introduced by the UN Convention on Biological Diversity. ABS is aimed at addressing international biopiracy. It provides international regulations on access to genetic resources in order to ensure fair sharing of benefits arising from the use of these resources for the local communities (Fair Trade).
Results
As part of the project, a capacity development programme was developed on incorporating ecosystem services and climate change adaptation into regional and municipal development plans and is currently being implemented. Those involved in the Regional Observatories for Environment and Sustainable Development (OREDD) from the regional authorities and municipalities in the pilot regions are receiving support to strengthen their roles and responsibilities related to climate change adaptation.


Sustainability standards were developed for local ecotourism in the Souss-Massa pilot region, particularly for protected areas as well as the argan forest and its products. The basic groundwork for certification was created among Moroccan ecotourism providers.
The programme is helping to improve regional environmental governance. A monitoring system for climate change adaptation was established for the OREDD in the pilot regions. In cooperation with the stakeholders and all regional actors, indicators on climate change adaptation and biodiversity management were developed and agreed upon. Obligations were laid down regarding roles and responsibilities for the collection and provisioning of climate and biodiversity data.


The National Observatory for the Environment and Sustainable Development (Observatoire National de l’Environnement et du Développement Durable, ONEM) has decided to broadly apply this innovation across all of Morocco’s 16 regions (wilayas), to integrate all the collected data into the regional environmental information system (SIRE), and to incorporate this into municipal planning processes.
Along with its Moroccan partners from the academic and private sectors, the programme has begun developing the legal and institutional framework for access and benefit sharing (ABS). An initial draft of the legislation for implementing the Nagoya Protocol in Morocco has been drafted and made available for the first reading. In addition, a development partnership was agreed upon with a European cosmetic company on the use of Morocco’s biological resources and their exploitation for cosmetics in accordance with the ABS certification mechanism.

A cofinancing agreement has been concluded with Morocco’s highway authority (Autoroute du Maroc), the national institute for agricultural research (INRA) and the Dresden-based engineering company IPRO. Climate change adaptation measures (erosion protection) should be implemented along stretches of the highway that are threatened by heavy rainfall and erosion.

Situation initiale
Le royaume du Maroc possède une grande diversité d’écosystèmes, d’espèces et de ressources génétiques qui sont importantes pour la subsistance de la population rurale et le développement économique du pays. Jusqu’à présent, les potentiels économiques des services écosystémiques (p. ex. produits naturels, ressources génétiques, épuration et régulation des eaux ou détente) n’étaient pas pleinement exploités ou l’étaient de manière non durable. Un grand nombre de services écosystémiques sont surexploités ou dégradés et les effets des changements climatiques font peser une menace croissante sur leurs potentiels d’utilisation.

Le gouvernement marocain consent de grands efforts politiques et stratégiques pour conserver la biodiversité en tenant compte des risques climatiques pesant sur le développement des secteurs concernés, y compris l’agriculture, la protection de la nature et le tourisme. Toutefois, les institutions étatiques responsables ne disposent pas à ce jour d’instruments appropriés pour promouvoir l’utilisation durable des services écosystémiques en tenant compte des risques climatiques.

Objectif
Les institutions publiques du Maroc ont introduit des méthodes et des instruments assurant une utilisation raisonnée et durable des services écosystémiques en tenant compte des risques climatiques.

Démarche
L’action fournit des services de conseil de type technique, organisationnel et politique aux organisations partenaires et réalise des mesures de renforcement des capacités de l’action qui se concentrent sur trois domaines :
1.préservation et utilisation durable des services écosystémiques prenant en compte les risques climatiques ;
2.extension du système régional de suivi des informations et de conseil pour l’adaptation aux changements climatiques et la gestion de la biodiversité ;
3.développement d’un cadre juridique et institutionnel pour le mécanisme d’accès et de partage des avantages (APA, protocole de Nagoya) et prise en compte des services écosystémiques et de l’adaptation aux changements climatiques dans les stratégies et programmes nationaux.

Dans tous les domaines, l’action promeut particulièrement la concertation et la coopération intersectorielles. Elle concentre ses activités sur la région méridionale Souss-Massa-Drâa (Agadir, Ouarzazate) et Tadla Azilal dans le Moyen Atlas (Beni Mellal). Ce programme vient en complément d’autres mesures de la coopération allemande et multilatérale au développement.

L’action aide le gouvernement marocain à mettre en œuvre le protocole de Nagoya. Le protocole de Nagoya (qui a été ratifié par le Maroc) est un accord international sur l’environnement adopté en 2010 dans le cadre de la Convention des Nations Unies sur la diversité biologique et entré en vigueur en 2014. Il prévoit l’accès aux ressources génétiques et le partage équitable des avantages (APA), un mécanisme introduit par la convention des Nations unies sur la diversité biologique. L’APA vise à lutter contre la biopiraterie internationale. Le protocole régule, au niveau international, l’accès aux ressources génétiques pour assurer à la population locale une compensation équitable (commerce équitable) pour les avantages résultant de l’utilisation de ces ressources.

Résultats
Un programme qui a été mis au point par l’action est actuellement appliqué dans le but de renforcer les capacités nécessaires pour intégrer les services écosystémiques et l’adaptation aux changements climatiques dans les plans de développement régionaux et communaux. Ce renforcement permet aux acteurs des Observatoires Régionaux de l’Environnement et du Développement Durable (OREDD), des collectivités territoriales régionales et des communes des régions pilotes de mieux remplir leurs fonctions et leurs missions en rapport avec l’adaptation aux changements climatiques.

Dans la région pilote Souss-Massa, des normes de durabilité ont été définies pour l’écotourisme local, notamment en ce qui concerne les zones protégées, la forêt d’arganiers et ses produits. Des règles de certification ont été fixées pour les opérateurs marocains en écotourisme.

L’action contribue à l’amélioration de la gouvernance environnementale dans la région. Dans les régions pilotes, un système de suivi pour l’adaptation aux changements climatiques a été mis en place pour les OREDD. Avec les parties prenantes et tous les acteurs régionaux, des indicateurs ont été définis et adoptés en commun pour l’adaptation aux changements climatiques et la gestion de la biodiversité. La participation des différentes parties lors de la collecte et de la fourniture des données sur le climat et la biodiversité a été fixée de manière juridiquement contraignante.

L’Observatoire National de l’Environnement du Maroc (ONEM) a décidé de diffuser largement cette innovation dans les 16 régions (wilayas) du Maroc et d’intégrer les données collectées dans les Systèmes d’Information Régionaux sur l’Environnement (SIRE) et dans les processus de planification communaux.

Avec ses partenaires marocains du monde scientifique et du secteur privé, l’action a commencé à poser le cadre juridique et institutionnel régissant l’accès et le partage des avantages (APA). Un avant-projet de loi de mise en œuvre du protocole de Nagoya au Maroc a été rédigé et est prêt à passer en première lecture. En outre, un partenariat pour le développement a été conclu avec un groupe cosmétique européen pour l’utilisation des ressources biologiques du Maroc et leur valorisation pour des produits cosmétiques selon le mécanisme de certification APA.

Une convention de cofinancement a été conclue avec la Société nationale des autoroutes du Maroc (ADM), l’Institut national de la recherche agronomique (INRA) et la société d’ingénierie IPRO de Dresde. En effet, des travaux d’adaptation aux changements climatiques (lutte contre l’érosion) vont être réalisés sur les sections d’autoroutes exposées à de fortes précipitations et à l’érosion.
