Ausgangssituation
Peru erlebt seit über zehn Jahren einen bedeutenden Wirtschaftsaufschwung. Der damit einhergehende wachsende Wohlstand kommt allerdings nicht allen Bevölkerungsgruppen und Regionen gleichermaßen zugute. Zeitgleich nehmen Umweltprobleme im Land zu. Ressourcenverbrauchende und nicht nachhaltige Produktionsformen führen an vielen Orten zur Degradierung von Ökosystemen. Der Wald leidet besonders unter dem Raubbau. Der Klimawandel verschärft die Auswirkungen.
Peru setzte sich deshalb ehrgeizige Ziele zum Schutz und zur nachhaltigen Nutzung der natürlichen Ressourcen. Um diese Ziele zu erreichen, müssen vor allem die politischen, institutionellen und gesetzlichen Rahmenbedingungen und die Leistungsfähigkeit für die Umsetzung gestärkt werden.
Ziel
Ausgewählte Ziele Perus zur nachhaltigen Nutzung der Ökosysteme, zum Biodiversitätserhalt, zur Treibhausgasminderung und zur Anpassung an den Klimawandel werden erreicht.
Vorgehensweise
Das Vorhaben stärkt vor allem die Steuerungs- und Umsetzungsfähigkeiten des Umwelt- und des Forstmanagementsystems und unterstützt eine effektivere Zusammenarbeit zwischen nationalen und subnationalen staatlichen wie nichtstaatlichen Institutionen. Beraten werden dazu das Umweltministerium und seine nachgeordneten Behörden für Umweltgenehmigung, Umweltüberwachung und Schutzgebietsmanagement sowie das Agrarministerium mit seiner nachgeordneten Forstbehörde. Das Vorhaben arbeitet außerdem mit dem Wirtschafts- und Finanzministerium, dem nationalen Rat für Wissenschaft und Technologie und dem Produktionsministerium zusammen. Maßnahmen werden vor allem in den Regionen Ucayali, Amazonas und San Martin umgesetzt.
Einige Maßnahmen des Programms werden mit Unterstützung der Consultingfirma GITEC umgesetzt. Zur Verbesserung des Umweltmanagements arbeitet das Vorhaben eng mit der deutschen UVP-Gesellschaft zusammen, einer deutschen Wissensplattform für Umweltvorsorge. Eine Kooperation zum Biohandel wird vom Schweizer Staatssekretariat für Wirtschaft kofinanziert. Um die legale, nachhaltige Forstwirtschaft zu stärken, arbeitet das Vorhaben über eine Kofinanzierung mit der holländischen SustainableTrade Initiative (IDH) zusammen sowie mit dem deutschen Dienstleister für Importförderung (IPD).
Wirkungen
Die Voraussetzungen für ein effizientes Umweltmanagement sind verbessert. Das Vorhaben hat dazu das Umweltministerium bei der Erstellung nationaler Planungsinstrumente begleitet: beispielsweise der Umweltagenda 2015/16, der Klimawandelstrategie und der Klima- und Waldstrategie.
Die erste OECD-Umweltprüfung sprach Peru Mitte 2016 Empfehlungen für die weitere Verbesserung seines Umweltmanagements aus. Das Vorhaben begleitete die Durchführung dieser Prüfung.
Die neue Umweltgenehmigungsbehörde kann seit Januar 2015 große Umweltverträglichkeitsprüfungen abnehmen. Die Akteure des Umweltmanagementsystems haben Kompetenzen geklärt, Umweltgenehmigungs- und Überwachungsverfahren standardisiert und vereinfacht sowie die Beteiligungsverfahren der Zivilgesellschaft geregelt.
Die neue Forstbehörde bietet die institutionellen Voraussetzungen für ein effizienteres Waldmanagement und damit eine bessere, nachhaltige Nutzung von Ökosystemen. Mit den Durchführungsbestimmungen für das Forstgesetz und der Durchführung des Konsultationsprozesses indigener Völker trat das neue Forstgesetz in Kraft.
Öffentliche Investitionen zum Biodiversitätserhalt stiegen in drei Regionen um 20 Prozent. Leitlinien zur Mobilisierung entsprechender Mittel machten dies möglich. Durch die Akkreditierung beim Green Climate Fund der Vereinten Nationen hat Peru Zugang zu zusätzlichen internationalen Mitteln. Anreize für private Investoren bieten neue Kreditlinien für Forstplantagen und Agroforstsystemen der Agrarbank. Unternehmer können für biodiversitätsfreundliche Geschäftsideen außerdem verschiedene Fördermittel beantragen.
Forschungsprogramme, Netzwerke sowie Forschungs- und Innovationscluster sorgen für Innovationen in der nachhaltigen Nutzung der biologischen Vielfalt, vor allem bei Holz, einheimischem Kakao, Sacha-Inchi-Nüssen und Heilpflanzen.
Zur Verbesserung des Schutzes der biologischen Vielfalt wurde das Biosphärenreservat Gran Pajatén eingerichtet, das 2015 von der UNESCO anerkannt wurde. Die Schutzgebietsbehörde ist dabei, schrittweise eine Finanzierungslücke zu schließen. Die Eigenfinanzierung des nationalen Schutzgebietssystems hat sich deshalb seit 2014 um fast ein Drittel erhöht.

Context
Peru has undergone significant economic expansion in the last ten years. Average annual growth of 6.4% is leading to increasing prosperity and lower national debt.
While the economy continues to grow, environmental problems and social conflicts are also becoming more prevalent in the country. The extractive and agricultural industries continue to be dependent on resource-intensive and unsustainable forms of production. This is leading to the degradation of ecosystems and, in some cases, the erosion of livelihoods. The situation is further exacerbated by natural disasters and the effects of climate change. The forest ecosystem, so important for the conservation of biodiversity and climate protection, has been particularly badly affected by overexploitation.
The destruction of resources and the environment is intensified, among other things, by the poor implementation of environmental regulations. Because the decentralisation process in Peru is still in its infancy, institutional responsibilities for the implementation of policies have, in many cases, not yet been fully established or put in place, or the relevant institutions have not yet been set up.
The sustainable use of resources can help conserve biodiversity and counteract the effects of climate change, which makes an important contribution to the conservation of environmental resources worldwide and to rural development in Peru.
Objective
Selected national and subnational environmental objectives have been achieved in Peru. These relate to the sustainable use of ecosystems, the conservation of biodiversity and the capacity to reduce greenhouse gases and adapt to climate change.
Approach
The ProAmbiente programme advises the relevant governmental partners on the implementation of environmental policy management systems using a multi-level approach. The aims are to improve the steering capabilities of the authorities responsible for the respective environmental or forest management system and to promote joint, network-based knowledge and innovation arrangements on all political levels.
The programme supports the integrated use of environmental policy instruments.
The main fields of action are:

Results achieved so far
The new programme builds on the impacts of, and experience gained from, two previous projects.
Sustainable Rural Development (PDRS). This project focused on helping the Ministry of Environment, the national conservation area authority, the Ministry of Agriculture, the Ministry of Finance and four regional governments in the north of Peru to perform their duties more effectively with regard to environmental and resource protection.
Thanks to the advice provided by the project, planning mechanisms and innovative methods for managing natural resources are now used, and institutions work together to coordinate resource management issues.
The regional governments have increased their expertise in the field of managing natural resources. The national system for the management of conservation areas has been improved and extended to the subnational level. Competitiveness has improved in rural areas and innovative niche products which stem from high biodiversity are proving successful on the national and international market. The number of producer associations has increased, strengthening the position of small farmers.
Support in Establishing the Ministry of Environment in Peru. With the help of this project, the Ministry of Environment adopted the National Environmental Action Plan, developed selected environmental instruments and initiated programmes – for instance, the introduction of strategic environmental assessments, the draft ordinance making it mandatory to pay compensation for environmental damage, programmes for waste management and air pollution control and the introduction of minimum environmental requirements and standards for informal mining. The project also advised the Ministry of Environment on the establishment of a subordinate authority responsible for the approval of large-scale environmental impact assessments.

Situación de partida
Desde hace diez años, Perú experimenta un enorme auge económico. El crecimiento promedio anual de 6,4 por ciento trae consigo un aumento del bienestar y una reducción de la deuda nacional.
Paralelamente, aumentan los problemas ambientales y los conflictos sociales en el país. El sector industrial extractivo y la agroindustria siguen favoreciendo formas de producción no sostenibles, con un alto consumo de recursos naturales. Ello conlleva la degradación de los ecosistemas y conduce a la destrucción de las bases de subsistencia. Esta situación se ve agravada por los desastres relacionados con fenómenos naturales y por los efectos del cambio climático. El ecosistema Bosque, que constituye un elemento fundamental para la conservación de la biodiversidad y la protección del clima, se ve particularmente afectado por la sobreexplotación.
La escasa aplicación de normas ambientales es uno de los factores que propician la destrucción de los recursos naturales y del ambiente. En el aún incipiente proceso de descentralización en el Perú, las competencias institucionales para la implementación de las políticas aún no están completamente definidas o consolidadas, o bien todavía no están establecidas las instituciones competentes.
El uso sostenible de los recursos naturales permite conservar la biodiversidad y afrontar los efectos del cambio climático, y contribuye a la conservación de los bienes ambientales globales y al desarrollo rural en el Perú.
Objetivo
El Perú alcanza metas nacionales y regionales seleccionadas referidas al uso sostenible de los ecosistemas, la conservación de la biodiversidad y la capacidad de mitigación y adaptación al cambio climático.
Procedimiento
El programa ProAmbiente asesora a las contrapartes estatales relevantes en la implementación de sistemas de gestión en materia de política ambiental. Se aplica un enfoque multinivel, con el fin de de fortalecer las capacidades de conducción de los entes rectores del respectivo sistema de gestión ambiental o forestal y promover el intercambio de conocimientos y convenios de innovación en todos los niveles políticos.
El programa apoya la aplicación integral de los instrumentos de política ambiental.
Los campos de acción del programa son los siguientes:

Resultados logrados hasta la fecha
El nuevo programa se basa en las lecciones aprendidas y los resultados de dos programas precedentes.
Programa Desarrollo Rural Sostenible (PDRS). Este programa apoyó, en particular, al Ministerio del Ambiente, al Servicio Nacional de Áreas Naturales Protegidas por el Estado, al Ministerio de Agricultura y Riego, al Ministerio de Economía y Finanzas y a cuatro gobiernos regionales del norte peruano, al desempeño más eficaz de sus funciones en materia de protección del ambiente y de los recursos naturales.
Como consecuencia de la asesoría, actualmente se aplican mecanismos de planificación y métodos innovadores para la gestión de los recursos naturales y los temas relacionados con la gestión de los recursos son concertados a nivel institucional.
Los gobiernos regionales han logrado fortalecer sus capacidades de gestión de los recursos naturales. Se ha fortalecido el Sistema Nacional de Áreas Naturales Protegidas, el cual se ha extendido al nivel subnacional. Ha aumentado la competitividad en las zonas rurales y algunos productos nicho de la biodiversidad se comercializan con éxito en los mercados nacionales e internacionales. Se ha elevado el número de asociaciones de productores, lo que fortalece a los pequeños agricultores.
Fortalecimiento del Ministerio del Ambiente del Perú. Acompañado por este proyecto, el Ministerio del Ambiente aprobó el Plan Nacional de Acción Ambiental, elaboró instrumentos ambientales seleccionados e inició diversos programas; por ejemplo, la introducción de la Evaluación Ambiental Estratégica, la propuesta de reglamento para la compensación por daños ambientales, programas de gestión de residuos sólidos y mejoramiento de la calidad del aire, así como la introducción de requisitos y estándares ambientales mínimos para la minería informal. Además, el proyecto asesoró al Ministerio del Ambiente en la creación de su órgano adscrito para la aprobación de estudios de impacto ambiental (Senace).
