Entwickelte Küstenregionen, vernachlässigtes Hinterland
Gravierende Unterschiede in der wirtschaftlichen Entwicklung und im Lebensstandard der Bevölkerung zwischen den tunesischen Regionen gelten als Hauptursache der Revolution von 2011. Während sich wirtschaftliche Aktivitäten auf die Wachstumszone um Tunis und die Küstenregionen konzentrieren, ist das Wirtschaftswachstum im Hinterland, im ländlichen Süden und in den Regionen Nord-West und Zentral-West, gering. So erreicht die Arbeitslosenrate im Hinterland durchschnittlich 23%, während sie in Tunis 15% und im Küstengürtel nur 10% beträgt.
In der im September 2014 veröffentlichten nationalen Strategie für Wirtschaftsentwicklung und Investitionsförderung bildet das Thema der ausgeglichenen regionalen Entwicklung eine der vier zentralen Säulen. Die Strategie stellt fest, dass zentralisierte Entscheidungsgewalt in Tunis, zentrale Planungslogik, mangelnde Koordination der Sektorministerien in den Regionen und ungenügende Infrastruktur in den Regionen die Hauptursachen der unausgewogenen Entwicklung sind. Die Regierung schlägt vor, künftig die Entwicklung und Umsetzung von Regionalentwicklungsplänen den einzelnen Regionen zu überantworten.
In der neuen Verfassung vom Januar 2014 werden weitere Grundsteine für eine zukünftige Regionalentwicklung gelegt: Die Regionen sollen ebenso wie Kommunen über ein direkt gewähltes Vertretungsorgan verfügen, das im Rahmen eigener regionaler Zuständigkeiten und Ressurcenausstattung Selbstverwaltungsrechte genießen wird.

Vorgehensweise
Ziel des Vorhabens ist es, die institutionellen Voraussetzungen für eine effektive und partizipative Regionalentwicklung in Tunesien zu verbessern. Dazu berät das Vorhaben auf nationaler Ebene sowie regional in den sieben besonders benachteiligten Gouvernoraten des Nord-Westens und Zentral-Westens:
• Auf nationaler Ebene unterstützt das Vorhaben Ministerien bei der Entwicklung von Gesetzen, Förderprogrammen und Verwaltungsverfahren, die der Regionalentwicklung dienen und sich an der in der neuen Verfassung vorgesehenen tiefgreifenden Dezentralisierung des Landes orientieren.
• Auf regionaler Ebene wendet sich das Vorhaben an Regionalräte, regionale Entwicklungsagenturen und Regionalverwaltungen, um sie für ihre Aufgaben im Bereich der Regionalentwicklung zu stärken. Formate guter regionaler Regierungsführung werden erprobt, Dialoge zur Regionalplanung und -entwicklung angestoßen sowie Instrumente der Regionalentwicklung in Kooperation mit zivilgesellschaftlichen, privatwirtschaftlichen und kommunalen Akteuren verbessert.




Wirkung – Was bisher erreicht wurde
Wichtigster Beitrag der deutschen Zusammenarbeit bislang ist die Entwicklung und Einführung einer neuen Art der Regionalplanung in ausgewählten Gouvernoraten (aufgrund ihrer ursprünglich umweltpolitischen Herkunft „(„Plans Régionaux de l’Environnement et du Développement Durable"/ PREDD genannt). Diese Form nachrevolutionärer Planung:

• ist beteiligungsorientiert und nicht wie bisher zentralstaatlich vorgegeben (Einbeziehung von staatlichen, unternehmerischen und zivilgesellschaftlichen Akteuren in einer Vielzahl von Workshops und Foren);
• ist direkt an den Bedarfen der Regionen orientiert;
• baut auf einer Situationsanalyse durch tunesische Spezialisten auf, die auch nach den Ursachen bisher ausgebliebener Entwicklungserfolge fragen;
• ist in dezentraler Verantwortung initiiert und gesteuert (statt wie bislang aus Tunis);
• ist wachstumsförderlich und armutsmindernd durch die mittel- bis langfristige Schaffung von Einkommens- und Beschäftigungsmöglichkeiten.

Die regionalen Entwicklungspläne wurden auch in der Diskussion zwischen verschiedenen Ministerien berücksichtigt und haben mit konkreten Projektvorschlägen Eingang in das nationale Strategiedokument für die Wirtschaftsentwicklung und Investitionsförderung von Oktober 2014 („Investir en Tunisie: start-up democracy") gefunden.

Ein Beispiel aus der Praxis
Auf Anregung des Vorhabens wurde eine Arbeitsgruppe mit Vertretern des Innen- sowie Wirtschafts- und Finanzministeriums ins Leben gerufen, um die besonderen Anforderungen der Regionalentwicklung an die zukünftige Dezentralisierung der öffentlichen Verwaltung Tunesiens zu formulieren: Welche Ebene wird zukünftig über regionale Entwicklungspläne und Infrastrukturprojekte entscheiden? In welchem Umfang können Bürgerinnen und Bürger dabei mitentscheiden? Wie kann ein Finanzausgleich zu Gunsten der vernachlässigten Regionen aussehen? Welche Rolle wird den Kommunen zukommen?

Die Arbeitsgruppe wird von deutschen und tunesischen Experten begleitet. Im Rahmen einer Studienreise nach Deutschland konnte das Funktionieren von Regionalplanung und Regionalentwicklung in einem dezentralisierten Land verdeutlicht werden.

A developed coastline, a lagging behind hinterland
The major differences between Tunisian regions in terms of economic development and standard of living of the population are viewed as the root cause for the revolution of 2011. While economic activities are concentrated within the growth zone around Tunis and the coastal regions, economic growth remains modest in the hinterland, in southern rural areas, and in the north-western and center-western rural areas. Unemployment rate has averaged 23% in remote areas, against 15% in Tunis and only 10% on the coastline.
The national strategy for economic development and investment promotion, published in September 2014, is based on the principle of balanced regional development, one of its four central pillars. According to the strategy, the main reasons for this uneven development lie in the centralization of decision-making power in Tunis, the logic of central planning, the lack of coordination between sectorial ministries in the regions and the inadequate infrastructures in the regions. It proposes to refer, in the future, the regional development and implementation plans to the relevant regions.
The new constitution of January 2014 lays the ground for future regional development: As it is the case for municipalities, regions must now have a representative body that is elected directly, with self-management rights within the context of its regional task assignments and resources allocated.

Approach
The project goal is to improve the institutional conditions for an effective and inclusive regional development in Tunisia. To this end, the project provides its advices at the national and regional levels in seven governorates of the northwest and west-central Tunisia which are particularly lagging behind:
• At the national level, the project supports ministries in the development of laws, administrative procedures and promotion programs for regional development with a focus on extensive decentralization of the country, as provided by the new constitution.
• At the regional level, the project targets regional councils, regional development agencies and regional administrations, in order to strengthen their capabilities in the field of regional development. Appropriate regional governance formats are tested, the dialogue on planning regional development is initiated and regional development tools are improved in cooperation with civil society, the private sector and municipalities.

Outcome – What has been done so far?

So far, the most important contribution of the German cooperation is the development and introduction of a new type of regional planning in selected governorates (called "Regional Plans of Environmental and Sustainable Development" / PREDD, as they emanated from the environmental policy). This form of post-revolution planning:


• focuses on participation and is not, as was the case before, dictated by the central government (involvement of state actors, private sector and civil society in a number of workshops and forums);
• focuses directly on the needs of the regions;
• is based on an analysis of the situation by Tunisian experts, who also question the causes of the lack of development to date;
• is initiated and controlled in a decentralized manner (and not, as before, steered from Tunis);
• promotes growth and reduces poverty by creating medium and long-term income and employment.


Regional development plans were also taken into account in interdepartmental discussions as well as in the national strategic document for economic development and investment promotion of 2014 ("Investing in Tunisia: start-up democracy ").

A concrete example

Upon proposal from the project, a working group comprising representatives of the Ministries of Interior, Economy and Finance was set up, with the task of formulating the specific requirements for regional development with regard to the future decentralization of public administration in Tunisia: What authority will now decide on regional development and infrastructure projects plans? To what extent can citizens participate in decision making? How could financial compensation be made for lagging behind areas? What will be the role of municipalities?
The working group is supported by German and Tunisian experts. As part of a study tour in Germany, regional planning and regional development in a decentralized country were clarified.

Des régions côtières développées, un arrière-pays délaissé
Les différences majeures entre les régions tunisiennes en matière de développement économique et niveau de vie de la population passent pour les principaux motifs de la révolution de 2011. Si les activités économiques se concentrent sur la zone de croissance autour de Tunis et les régions côtières¬, la croissance économique reste faible dans l'arrière-pays, les régions rurales du sud, celles du nord-ouest et du centre-ouest. Le taux de chômage a ainsi atteint en moyenne 23% dans les régions reculées contre 15% à Tunis et seulement 10% sur la côte.
La stratégie nationale pour le développement économique et la promotion des investissements, publiée en septembre 2014, s'appuie sur le thème du développement régional équilibré comme l'un de ses quatre piliers centraux. Selon la stratégie, les principales raisons de ce développement inégal résident dans la centralisation du pouvoir décisionnel à Tunis, la logique de planification centralisée, le manque de coordination des ministères sectoriels dans les régions et l'insuffisance de l'infrastructure dans les régions. Elle propose de transférer à l'avenir le développement et la mise en œuvre des plans de développement régionaux aux régions concernées.
La nouvelle constitution de janvier 2014 pose d'autres bases pour le développement régional futur : Tout comme les communes, les régions doivent désormais disposer d'une instance représentative élue au suffrage direct, dotée de droits d'autogestion dans le cadre de ses compétences régionales et des moyens alloués.

Démarche
L'objectif du projet est d'améliorer les conditions institutionnelles pour un développement régional efficace et participatif en Tunisie. A cet effet, le projet conseille au niveau national, ainsi qu'au niveau régional, dans les sept Gouvernorats particulièrement défavorisés du nord-ouest et du centre-ouest :
• Au niveau national, le projet appuie les ministères en matière d'élaboration de lois, programmes de promotion et procédures administratives au service du développement régional et axés sur une profonde décentralisation du pays, telle que prévue par la nouvelle constitution.
• Au niveau régional, le projet s'adresse aux conseils régionaux, aux offices de développement et administrations régionales, afin de les renforcer en vue de leurs tâches dans le domaine du développement régional. Les formats de bonne gouvernance régionale sont testés, le dialogue concernant la planification et le développement régional initié et les instruments de développement régional améliorés en coopération avec les acteurs de la société civile, du secteur privé et des communes.

Résultats - Ce qui a été fait jusqu'ici
Jusqu'ici, la plus importante contribution de la coopération allemande est l'élaboration et l'introduction d'un nouveau type de planification régional dans certains Gouvernorats choisis (appelés "Plans Régionaux du Développement Durable"/ PReDD). Cette forme de planification postrévolutionnaire :

• est axée sur la participation et non plus, comme précédemment, dictée par l'État central (implication d'acteurs étatiques, du secteur privé et de la société civile dans un grand nombre d'ateliers et de forums) ;
• est axée directement sur les besoins des régions ;
• s'appuie sur une analyse de la situation par des experts tunisiens, qui interrogent également les causes de l'absence de succès de développement jusqu'ici ;
• est initiée et pilotée sous responsabilité décentralisée (et non plus, comme précédemment, depuis Tunis) ;
• favorise la croissance et réduit la pauvreté par la création à moyen et à long terme de revenus et d'emplois.

Les plans régionaux de développement ont également été pris en compte dans les discussions interministérielles et sont entrés, sous forme de propositions de projets très concrets, dans le document stratégique national pour le développement économique et la promotion de l'investissement de 2014 („Investir en Tunisie: start-up democracy").

Un exemple concret
Sur proposition du projet, un groupe de travail réunissant des représentants des ministères de l'intérieur, de l'équipement et des finances a été créé, chargé de formuler les exigences spécifiques du développement régional à l'égard de la décentralisation à venir de l'administration publique en Tunisie : Quel niveau décidera dorénavant des plans de développement régional et de projets d'infrastructure? Dans quelle mesure, les citoyens et citoyennes peuvent participer aux décisions? Comment pourrait se faire la péréquation financière en faveur des régions défavorisées? Quel sera le rôle des communes?

Le groupe de travail est accompagné par des experts allemands et tunisiens. Dans le cadre d'un voyage d'étude en Allemagne, le fonctionnement de la planification et du développement régional dans un pays décentralisé a pu être précisé.
