Ausgangssituation
Mit dem Klimawandel ist eine Vielzahl neuer Herausforderungen für die Bevölkerung Bangladeschs verbunden. Überflutungen, tropische Stürme oder anhaltende Trockenzeiten verändern die Bedingungen des täglichen Lebens, insbesondere der armen Bevölkerungsschichten. Die Regierung Bangladeschs stellt sich den Herausforderungen des Klimawandels. Schon heute verwendet sie große Anteile ihrer Haushaltsmittel für klimabezogene Ausgaben.
Unter Federführung des Umwelt- und Forstministeriums wurde Anfang 2009 eine nationale Klimastrategie mit Aktionsplan (Bangladesh Climate Change Strategy and Action Plan, BCCSAP) verabschiedet. Sie bildet den grundlegenden Rahmen für Klimaaktivitäten im Land. Über 40 mittel- und langfristige Maßnahmen werden sowohl aus einem nationalen Klimafond (Bangladesh Climate Change Trust Fund) finanziert als auch aus einem geberfinanzierten Klimafond (Bangladesh Climate Change Resilience Fund).
Bisher konnte die Qualität der finanzierten Projekte noch nicht ausreichend evaluiert werden. Das Finanzmanagement der Mittel ist noch ebenso ungenügend wie die ressortübergreifende Abstimmung und Koordinierung der Maßnahmen. Zur effizienten und wirkungsorientierten Umsetzung der Klimastrategie fehlen dem zuständigen Bangladesh Climate Change Trust (vormals Climate Change Unit) noch weitgehend Know-how, Ressourcen und Leistungsfähigkeit.
Ziel
Das Umwelt- und Forstministerium und der Bangladesh Climate Change Trust sind in der Lage, die nationale Klimastrategie zu koordinieren und finanzielle Sondermittel für den Klimawandel treuhänderisch und wirkungsorientiert umzusetzen. Die Qualität der finanzierten Projekte ist gestiegen.
Vorgehensweise
Das Vorhaben ist im Umwelt- und Forstministerium angesiedelt und unterstützt das Ministerium bei der Umsetzung der nationalen Klimastrategie samt Aktionsplan. Durch gezielte organisatorische Veränderungen sowie Aus- und Fortbildungsmaßnahmen wird der Aufbau einer effizienten institutionellen Struktur begleitet. Die Maßnahmen dieser Capacity-Development-Strategie auf Regierungsebene werden in drei Bereichen umgesetzt:
1. Das Umwelt- und Forstministerium hat das Mandat, die nationale Klimastrategie mit anderen Ministerien abzustimmen und eine Koordinierungsfunktion einzunehmen. Das Vorhaben unterstützt das Ministerium deshalb bei der Verbesserung seiner fachlichen Ressourcen und Leistungsfähigkeit sowie seiner Koordinierungskompetenzen.
2. Das Vorhaben unterstützt die Regierung Bangladeschs bei der Verbesserung seines Finanzmanagements. Ziel ist es, den direkten Zugang (Direct Access Modality) zu internationalen Klimamitteln zu ermöglichen, beispielsweise zum Anpassungsfond der Vereinten Nationen oder dem Green Climate Fund.
3. Das Fondsmanagement des Bangladesh Climate Change Trust Fund (BCCTF) soll verbessert werden. Das Vorhaben unterstützt das Umwelt- und Forstministerium bei dieser Aufgabe. Vor allem die Qualität der durchgeführten Projekte soll so erhöht werden.
In enger Abstimmung mit dem Umwelt- und Forstministerium, anderen Ministerien sowie der internationalen Gebergemeinschaft, werden Seminare, Trainings und die Teilnahme an internationalen Konferenzen organisiert. Die Entwicklung von systematischen Ansätzen, etwa zur Beurteilung der Klimavulnerabilität bestimmter Gebiete oder Situationen, wird unterstützt. Nationale und internationale Fachkräfte sind beratend tätig.

Context
Climate change presents a variety of new challenges for the people of Bangladesh. Floods, tropical storms and prolonged droughts change day-to-day living conditions, especially for the poorest groups in society. The Government of Bangladesh is responding to the challenges presented by climate change. Climate-related expenditure already accounts for a significant share of its national budget.
The Bangladesh Climate Change Strategy and Action Plan (BCCSAP) was launched at the beginning of 2009 under the supervision of the Ministry of Environment and Forests. It provides the basic framework for climate-related activities in Bangladesh. More than 40 medium-term and long-term measures are financed by both the national Bangladesh Climate Change Trust Fund and the donor-funded Bangladesh Climate Change Resilience Fund.
It has not been possible to sufficiently evaluate the quality of the funded projects so far. Shortcomings exist in both the financial management of funds and the cross-departmental harmonisation and coordination of measures. In many respects, the responsible Bangladesh Climate Change Trust (formerly Climate Change Unit) still lacks the expertise, resources and capacity required to efficiently and effectively implement the Climate Change Strategy.
Objective
The Ministry of Environment and Forests and the Bangladesh Climate Change Trust are able to coordinate the Climate Change Strategy and implement climate funds effectively and in a trust-based manner. The quality of funded projects has improved.
Approach
The Ministry of Environment and Forests is responsible for the project as part of its activities to promote the Bangladesh Climate Change Strategy and Action Plan. Systematic organisational changes and educational and training measures help build an efficient institutional structure. The measures initiated within the scope of this government-level capacity development strategy address three areas.
1. The Ministry of Environment and Forests is responsible for coordinating national climate change strategy with other ministries. The project supports the Ministry to improve its specialist resources and effectiveness as well as its coordination skills.
2. The project helps the Government of Bangladesh to improve its financial management. The aim is to enable direct access to international climate change funds, such as the United Nations Adaptation Fund and the Green Climate Fund.
3. The fund management of the Bangladesh Climate Change Trust Fund (BCCTF) is improved. The project helps the Ministry of Environment and Forests to achieve this objective with the primary aim of improving the quality of the implemented projects.
Seminars, training events and participation in international conferences are organised in close coordination with the Ministry of Environment and Forests, other ministries and the international donor community. The project promotes the development of systematic approaches that help, for example, to evaluate the vulnerability to climate change of certain areas or situations. National and international experts are involved in an advisory capacity.
