Ausgangssituation
Als Teil des Sahels gehört der Tschad zu den am stärksten von Dürre bedrohten Regionen weltweit. Unter der letzten Dürrekatastrophe im Juni 2012 litten circa 1,6 Millionen Menschen. 2009 waren 2,4 Millionen Menschen von der anhaltenden Trockenheit betroffen. Die bestehenden Risiken gewinnen aufgrund des Klimawandels noch an Dramatik. Es fällt tendenziell mehr Niederschlag in kürzeren, sich verschiebenden Zeiträumen. Das hat zur Folge, dass weniger Wasser ins Grundwasser gelangt und mehr oberflächlich abläuft, was zu Überschwemmungen und Erosion führt. Die Vegetationsperiode könnte sich vor diesem Hintergrund wegen Trockenheit und Hitze um 20 Prozent verringern.
Bei einem Bevölkerungswachstum von 3,6 Prozent wird der Druck auf die natürlichen Ressourcen immer größer. Besonders im Osten des Tschads wird der Nutzungsdruck durch den Zuzug von Rückkehrern aus Libyen und Flüchtlingen aus dem Sudan nochmals erhöht. Dadurch werden die natürlichen Ressourcen zunehmend degradiert. Schon heute leben etwa 80 Prozent der Bevölkerung des Ost-Tschads auf kleinen Parzellen von Subsistenzlandwirtschaft. Diese erwirtschaftet nicht nur geringe Erntemengen, sondern ist auch extrem klimasensibel. Vorkehrungen und Maßnahmen landwirtschaftliche Flächen sichern zu helfen, etwa indem der Oberflächenwasserabfluss eingedämmt und damit die Erosionen kontrolliert werden, sind entweder nicht bekannt oder werden aus Geldmangel gar nicht oder kaum umgesetzt.
Ziel
Die Resilienz der Bevölkerung gegenüber zukünftigen Katastrophen und Klimaschwankungen ist erhöht.
Vorgehensweise
Das Vorhaben verbindet die physische Rehabilitierung der von den Überschwemmungen 2012 betroffenen Gebiete mit katastrophenpräventiven und einkommensschaffenden Maßnahmen. Das Vorhaben ist in fünf aufeinander aufbauende Handlungsfelder unterteilt:
1.Risikomanagement: In einem kooperativen und partizipativen Prozess wird eine regionale Risikokartierung für die Region entwickelt. Darauf aufbauend wird dann die Anfälligkeit (Vulnerabilität) gegenüber diesen Klimaeffekten und den daraus folgenden Bedrohungslagen, und somit den Katastrophenrisiken, ermittelt (Vulnerabilitätsanalyse).
2.Katastrophenmanagement: Die Kompetenzen der lokalen und regionalen Strukturen werden hinsichtlich des Managements von bereits eingetretenen Katastrophen gestärkt.
3.Technische Anpassungsmaßnahmen: Um dem Verlust von Ackerfläche und der Degradierung des Bodens entgegenzuwirken, werden Erosionsschutzmaßnahmen geplant und mithilfe der örtlichen Bevölkerung umgesetzt.
4.Professionalisierung von Kleinbauern: Kleinbauern und -bäuerinnen werden in innovativen Produktions-, Verarbeitungs- und Vermarktungstechniken geschult und damit in die Lage versetzt, Produktions- und Einkommenssteigerungen zu erzielen.
5.Stärkung der Basisorganisationen: Die organisatorische Leistungsfähigkeit von Produzentinnen und Produzenten sowie zivilgesellschaftlichen Organisationen wird verbessert.
Das Projekt wird in der im Osten des Tschads gelegenen Region Sila umgesetzt und durch die EU mitfinanziert.
Wirkungen
Die Stärkung der Leistungsfähigkeit (Capacity Development) der beteiligten Akteure ist ein wichtiger Prozess innerhalb des Vorhabens, der von diesen getragen werden muss. Zudem müssen die Beteiligten eigenverantwortlich handeln und sich aktiv einsetzen, um die angestrebten Ziele zu erreichen. Die strukturbildende Wirkung des Vorhabens liegt darin, die Institutionen zu stärken, das Know-how der Beteiligten zu erhöhen sowie ihr Zusammenspiel zu steigern.

Context
Communities in the Sila region of Chad have little resilience to drought and flooding due to the extreme pressure on traditional, inappropriate land use systems. This pressure is the result of the high population growth rate and the unregulated influx of refugees over the years. Furthermore, the Government offers local and regional institutions little assistance in dealing with the impacts of disasters and reconstructing affected areas. The population is not prepared for the ever more frequent drastic droughts and floods and cannot rely on government support in its efforts to cope with these. It is largely dependent on external support.
Objective
Communities in the Sila region of Chad are more resilient to drought and flooding. This is reflected, among other things, in:
gender-sensitive risk mapping for 30 municipalities in the river basin area of the Sila region,
significantly larger areas of cropland and pasture and a considerable increase in the number of usable (or rehabilitated) waterholes,
confirmation from the majority of women that they benefit from 60 per cent of the new wells and waterholes.
Approach
The project combines the rehabilitation of areas affected by flooding in 2012 with disaster prevention measures. This improves the population’s resilience to future disasters and climate fluctuation and paves the way for sustainable development.
Partner and project staff initially undergo technical and methodological training to prepare them for the work on site. The project is then rolled out throughout the region, starting with risk assessment in the municipalities. On this basis, individual measures to prevent and prepare for disasters are developed and implemented in work packages. The planned measures focus on three areas of activity:
1.Capacity development of government bodies with respect to the management of drought and flood risks
2.Supporting municipalities and regional and local authorities in the planning, implementation and monitoring of disaster risk management measures
3.Creating disaster-resilient living conditions for communities in the region
The project promotes the capacity development of people, organisations and groups to enable them to sustainably shape their own development and adapt in response to changing conditions. A key element of the project is the structural strengthening of committees and administrative bodies in terms of both organisation and cooperation. Those taking part in human capacity development measures (change agents) also benefit at an individual level through professional and personal advancement.
The project’s structure-building approach must be actively supported and embraced by all stakeholders (ownership) if institutional strengthening, capacity development and greater interaction of all stakeholders are to be achieved.
