Projektbeschreibung (DE)
Ausgangssituation
Im zentralen Teil der Eje Neovolcánico, der am dichtesten besiedelten Region Mexikos, leben annähernd 30 Millionen Menschen. Die großen Städte, Mexiko-Stadt, Toluca und Cuernavaca, bilden die in eine Hochgebirgslandschaft eingebettete Megalopolis, in der 36 föderale und mehr als 100 bundesstaatliche Schutzgebiete liegen. Die Schutzgebiete sowie die angrenzenden Naturräume sind durch legale und illegale Siedlungen, legalen und illegalen Holzeinschlag, intensive Landnutzung sowie Übernutzung der Böden bedroht. Die Schutzgebiete werden so zunehmend zersplittert, die natürlichen Ressourcen degradiert. Darüber hinaus zählen die temperierten Wälder der Region zu den am stärksten vom Klimawandel betroffenen Ökosystemen des Landes. Wichtige Umweltdienstleistungen, vor allem zur Trinkwasserversorgung in der Region, werden dadurch gefährdet.
Eine verbesserte Koordination zwischen den Regierungsebenen und den einzelnen Sektoren soll durch abgestimmte Politiken, Strategien und Programme dazu beitragen, die Biodiversität in der Region zu erhalten.
Ziel
Behörden, Nichtregierungsorganisationen und Bewohner der Region verbessern den Erhalt der Biodiversität und der Umweltdienstleistungen im Grüngürtel der Megalopolis und der zentralen Region der Eje Neovolcánico.
Vorgehensweise
Im Auftrag des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) unterstützt die GIZ die föderalen und bundesstaatlichen Akteure des Umweltsektors in Mexiko dabei, ihre Politiken zum regionalen Biodiversitätserhalt besser zu koordinieren. Schutzgebietsbehörden sowie weitere föderale und bundesstaatliche Behörden werden dabei begleitet, Abstimmungsprozesse durchzuführen und zu verbessern. Technische Beratungsgremien unterstützen bei spezifischen Aufgabenstellungen wie Umweltbildung oder Schutzgebietsmanagement. Mit Beteiligung der Zivilgesellschaft erarbeiten die Gremien Empfehlungen zu Themen wie nachhaltige Nutzung natürlicher Ressourcen, Schutzgebietsmanagement und Umweltmonitoring. Die Personal- und Organisationsebenen der beteiligten Behörden werden bei partizipativer Planung, Umsetzung von Projekten und Wirkungsmonitoring gestärkt.
Um bestehende Förderprogramme besser planen, durchführen und überwachen zu können, werden Informationen gebündelt, systematisiert und zugänglich gemacht. Verfahren werden abgestimmt und Standards erarbeitet – so können Informationen, die von unterschiedlichen Akteuren gesammelt werden, leichter ausgetauscht und gemeinsam genutzt werden. Ziel ist es, ein Informationsportal mit Wissen über Schutzgebiete und Biodiversität zu entwickeln.
Die Aktivitäten zum Biodiversitätserhalt und zur nachhaltigen Nutzung natürlicher Ressourcen werden – mit Beteiligung der verschiedenen Akteure und der betroffenen Bevölkerung – entworfen und umgesetzt, die Schutzgebietsverwaltungen und weitere relevante Behörden bei der Erarbeitung von Kriterien und Richtlinien zur wirkungsorientierten Evaluierung durchgeführter Maßnahmen unterstützt. Wirkung und Wirtschaftlichkeit der Förderprogramme werden dadurch verbessert.
Die Maßnahmen zur nachhaltigen Nutzung natürlicher Ressourcen werden vom Consulting-Konsortium GfA Consulting Group-IUCN (International Union for Conservation of Nature) unterstützt.
Wirkungen
Capacity Development: In mehreren, teils längerfristigen, berufsbegleitenden Fortbildungen wurden Leistungsfähigkeit und die Kompetenzen der nationalen Schutzgebietsbehörde CONANP und anderer maßgeblicher Akteure in der Region gestärkt. Die Wirksamkeit zeigt sich beispielsweise in verbesserten Jahresarbeitsplänen von 16 Schutzgebieten.
Wissensmanagement: Die Einführung eines Georeferenzsystems für die digitale Registrierung von Informationen – beispielsweise zu Waldbränden, Schädlingen oder illegalem Holzeinschlag in Schutzgebieten – hat die Sammlung und Auswertung dieser Informationen durch Parkranger deutlich verbessert. Das System wird in Zukunft mit einem öffentlich zugänglichen nationalen Informationssystem zu Umweltdaten verknüpft und lokal und regional als Grundlage für Entscheidungsfindungen oder Kosten-Nutzen-Analysen dienen.
Förderung nachhaltiger Praktiken: Durch Pilotversuche mit nachhaltiger Viehzucht in Schutzgebieten und angrenzenden Gebieten erkennen lokale Schutzgebietsbehörden inzwischen die Chancen für den Erhalt und die Wiederherstellung der Biodiversität. Sie begreifen das Thema nicht länger als Bedrohung. Staatliche Anreizzahlungen sollen die nachhaltigen Praktiken fördern.
Verbesserte interinstitutionelle Kooperation: Das Vorhaben hat zur verstärkten Zusammenarbeit der nationalen Schutzgebietsbehörde CONANP mit den bundesstaatlichen Umweltbehörden in der Region beigetragen. So wird beispielsweise ein gemeinsamer Aktionsplan zum Schutz bedrohter Arten umgesetzt.

Context
Nearly 30 million people live in the central part of the Trans-Mexican Volcanic Belt, the most densely populated region in Mexico. The major cities of Mexico City, Toluca and Cuernavaca make up a megalopolis, which is situated in a high-altitude landscape encompassing 36 federal and over 100 state nature reserves. These protected areas and their neighbouring natural zones are under threat from legal and illegal settlements, legal and illegal logging, intensive land use and overexploitation of the soil. The protected areas are thus becoming increasingly fragmented and the natural resources more and more degraded. In addition, the temperate forests of the region are among the ecosystems most severely affected by climate change in Mexico. This puts key environmental services at risk, in particular those that supply the region’s drinking water.
Improved coordination between the different levels of government and individual sectors using cohesive policies, strategies and programmes is to help maintain biodiversity in the region.
Objective
Public authorities, non-governmental organisations and the inhabitants of the region improve the conservation of biodiversity and environmental services in the green belt of the megalopolis and the central region of the Trans-Mexican Volcanic Belt.
Approach
GIZ is working on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) to support federal and state actors in Mexico’s environmental sector in improving the coordination of their policies to conserve biodiversity at regional level. The project assists conservation area authorities and other federal and state institutions to engage in and to improve coordination processes. Technical advisory bodies provide support in specific areas, such as environmental education and the management of protected areas. With the participation of civil society, they prepare recommendations on issues such as the sustainable use of natural resources, the management of protected areas and environmental monitoring. Moreover, the project strengthens the human resources and organisational capacities of the authorities with regard to participatory planning, project implementation and results monitoring.
To improve the planning, implementation and monitoring of existing funding programmes, the project collates information and makes it available in a systematic form. It coordinates procedures and develops standards to facilitate the exchange and joint use of data collected from various stakeholders. The aim is to set up an information portal providing knowledge about protected areas and biodiversity.
The activities targeting biodiversity conservation and the sustainable use of natural resources are designed and implemented with the participation of the different actors and the affected population. The administrations of the protected areas and other relevant authorities receive assistance in drawing up criteria and guidelines for the results-oriented evaluation of the measures conducted. This improves the impact and economic efficiency of the funding programmes.
The consulting consortium GfA Consulting Group-IUCN (International Union for Conservation of Nature) is supporting the measures geared to the sustainable use of natural resources.
Results
Capacity development: The performance capacity and expertise of the National Commission of Natural Protected Areas (CONANP) and other key actors in the region have been strengthened in several on-the-job training courses, some of them long-term. Improved annual work plans for 16 protected areas are an example of the effectiveness of these training activities.
Knowledge management: The introduction of a georeferenced system for the digital registration of information, for instance pertaining to forest fires, pests and illegal logging in protected areas, has significantly improved the collection and evaluation of this information by park rangers. The system will in future be linked with a publicly accessible national information system for environmental data and will serve as a basis for decision-making and cost-benefit analyses at local and regional level.
Promotion of sustainable practices: Local conservation area authorities are now recognising opportunities to maintain and restore biodiversity thanks to pilot projects for sustainable livestock breeding in protected areas and neighbouring regions. They no longer view this as a threat. Government incentive payments are designed to encourage sustainable practices.
Improved interinstitutional cooperation: The project has helped to strengthen cooperation between CONANP and state environmental authorities in the region. For instance, a joint action plan for protecting endangered species is being implemented.

Situación de partida
En la parte central del Eje Neovolcánico, la región más densamente poblada de México, viven alrededor de 30 millones de personas. Las grandes ciudades, como la Ciudad de México, Toluca y Cuernavaca, conforman una megalópolis localizada en un paraje montañoso, la cual alberga más de un centenar de áreas naturales protegidas estatales y 36 federales. Estas áreas protegidas, al igual que los espacios naturales circundantes, se ven amenazadas por asentamientos humanos tanto legales como ilegales, la tala legal e ilegal de madera, el uso intensivo de la tierra y la depredación de los suelos. Ello resulta en la creciente fragmentación de las áreas protegidas y la degradación de los recursos naturales. Aparte de ello, los bosques templados de esta región constituyen uno de los ecosistemas del país más afectados por el cambio climático. Esta situación pone en peligro importantes servicios ambientales, sobre todo aquellos que aseguran el abastecimiento de agua potable de la región.
A través de una mayor coordinación entre los niveles de gobierno y los distintos sectores, estableciendo políticas, estrategias y programas concertados, se contribuirá a la conservación de la biodiversidad en la región.
Objetivo
Las autoridades, las organizaciones no gubernamentales y los habitantes de la región mejoran la conservación de la biodiversidad y los servicios ambientales en el cinturón verde de la megalópolis y en la región central del Eje Neovolcánico.
Enfoque
Por encargo del Ministerio Federal de Cooperación Económica y Desarrollo (BMZ) de Alemania, la GIZ apoya a los actores federales y estatales del sector mexicano del medio ambiente con miras a lograr una mayor coordinación entre sus políticas de conservación de la biodiversidad a nivel regional. Las autoridades participantes a cargo de las áreas naturales protegidas, así como otras autoridades federales y estatales, reciben apoyo para llevar a cabo procesos de concertación y mejorarlos. Para ello reciben ayuda de órganos consultivos técnicos en ámbitos específicos, como la educación ambiental o la gestión de áreas protegidas. Con participación de la sociedad civil, los órganos consultivos formulan recomendaciones sobre temas tales como el uso sostenible de recursos naturales, la gestión de áreas protegidas o el seguimiento medioambiental. Además, se fortalece a las autoridades involucradas a nivel de su personal y estructura organizativa en temas como la planificación participativa, la implementación de proyectos y el seguimiento de resultados.
A fin de poder planificar, ejecutar y controlar mejor los programas de fomento existentes, se centraliza y sistematiza la información existente, facilitando también el acceso a ella. Se coordinan los procedimientos y se determinan estándares, para así simplificar el intercambio y el uso compartido de los datos recopilados por distintos actores. El objetivo consiste en crear un portal de información que provea acceso a conocimientos sobre las áreas protegidas y la biodiversidad.
Las actividades para la conservación de la biodiversidad y el uso sostenible de los recursos naturales se diseñan e implementan con la participación de los diversos actores y los grupos de población afectados. Asimismo, las administraciones de las áreas naturales protegidas y otras autoridades pertinentes reciben apoyo para la formulación de criterios y directrices aplicables a la evaluación basada en resultados de las medidas ejecutadas. De esta forma, se logra mejorar los resultados y la eficiencia económica de los programas de fomento.
El consorcio consultivo formado por la empresa alemana GfA Consulting Group y la UICN (Unión Internacional para la Conservación de la Naturaleza) apoya las medidas destinadas al uso sostenible de los recursos naturales.
Resultados
Desarrollo de capacidades: La Comisión Nacional de Áreas Naturales Protegidas (CONANP) y otros actores principales han mejorado su eficiencia y sus competencias gracias a diversos cursos de capacitación en el puesto de trabajo, algunos de los cuales han sido de larga duración. La eficacia de esta formación se ve reflejada, por ejemplo, en los programas anuales de trabajo mejorados de 16 áreas protegidas.
Gestión del conocimiento: La introducción de un sistema de georeferenciación que posibilita el registro digital de la información –relativa a, por ejemplo, incendios forestales, plagas o la tala ilegal de madera en áreas protegidas– ha mejorado notablemente la recopilación y evaluación de esta información por parte de los guardas forestales. En el futuro, este sistema se vinculará a otro sistema nacional de información medioambiental de acceso público y servirá, a nivel local y regional, como base para la toma de decisiones y análisis de costo-beneficio.
Fomento de prácticas sostenibles: Gracias a proyectos piloto de ganadería sostenible que se han puesto en marcha en áreas protegidas y espacios circundantes, las autoridades locales a cargo de las áreas protegidas ya reconocen las posibilidades existentes para conservar y restaurar la biodiversidad, y han dejado de percibir esta cuestión como una amenaza. Mediante ayudas económicas estatales se busca incentivar las prácticas sostenibles.
Cooperación interinstitucional mejorada: El proyecto ha reforzado la cooperación entre la CONANP y las autoridades federales ambientales de cada región. Ejemplo de ello es la puesta en marcha de un plan de acción conjunto destinado a proteger especies amenazadas.
