Ausgangssituation
Wasser ist in Tunesien eine knappe, bereits heute stark übernutzte Ressource. Steigender Wasserbedarf sowie die Auswirkungen des Klimawandels könnten zukünftig vermehrt zu Nutzungskonflikten führen. Gleichzeitig ist die Entwicklung der ländlichen Regionen stark von der Landwirtschaft und damit von dieser Ressource abhängig. 80 Prozent des Wassersverbrauchs in Tunesien werden von der Bewässerungslandwirtschaft verursacht. Tunesien muss sich folglich mit Fragen der gerechten und effizienten Nutzung seiner knappen Wasserressourcen auseinandersetzen, unter Berücksichtigung der ländlichen Entwicklungsziele.

Ziel
In den Pilotregionen sind partizipative Planungs- und Steuerungsmechanismen für ein integriertes Wasserressourcenmanagement umgesetzt, gemeinsam mit Vertretern des Landwirtschaftsministeriums und Wassernutzern sowie unter Beachtung einer nachhaltigen Wassernutzung.

Vorgehensweise
Das Projekt umfasst drei Arbeitsbereiche:

Die Abteilung für Planung und hydraulisches Gleichgewicht (BPEH) im Landwirtschaftsministerium wird unterstützt, ihre Rolle als Regulierer für integriertes Wasserressourcenmanagement wirkungsvoll wahrzunehmen.
In der Pilotregion Kairouan wird, mit Beteiligung aller Stakeholder und unter Berücksichtigung der lokalen Erfahrungen, ein kontinuierlicher Dialog über das Thema Wasser initiiert. Gemeinsam mit der Zielgruppe, den Wasserbetreibern, verschiedenen Wassernutzergruppen und den regionalen Vertretungen des Landwirtschaftsministeriums werden Investitions- und Bewirtschaftunspläne partizipativ erarbeitet, umgesetzt und evaluiert.
Aufbauend auf diesen Erfahrungen wird die Entwicklung der nationalen Strategie „Wasser 2050" unterstützt.
 

 

Project description (EN)

Context
Water is already a scarce and over-used resource in Tunisia. The rising demand, combined with the effects of climate change, could lead to more conflicts over use of water resources in the future. At the same time, the development of rural areas is highly dependent on agriculture and therefore on water. Irrigation farming accounts for 80% of the country’s water consumption. It is therefore crucial that Tunisia explores issues of equitable and efficient use of its scarce water resources, taking rural development goals into account.

Objective
Working in conjunction with representatives of the Ministry of Agriculture and water users, participatory planning and steering mechanisms for integrated water resource management have been implemented in the pilot regions. Emphasis has been place on ensuring water use is sustainable.
Approach
The project comprises three areas of work:

The Planning and Hydraulic Balance Department (BPEH) at the Ministry of Agriculture receives support in effectively carrying out its role as regulator for integrated water resource management.
A continuous dialogue on water is being launched in the pilot region of Kairouan. All stakeholders are involved and local experience is incorporated. Working in conjunction with the target group, the water operators, various groups of water users and the regional offices of the Ministry of Agriculture, investment and management plans are developed, implemented and evaluated.
Building on this experience, support is provided in the development of the national Water 2050 strategy.
