Ausgangssituation

Bolivien befindet sich in einem tiefgreifenden politischen Wandlungsprozess. Die seit 2009 gültige neue Verfassung sieht umfassende Reformen vor, unter anderem im Staatsaufbau, im Sozial- und Wirtschaftssystem und bei den Rechten marginalisierter Bevölkerungsgruppen. Sie stärkt zudem die politische Partizipation der Zivilgesellschaft innerhalb eines neuen dezentralen Staatsmodells. Besondere Bedeutung in diesem Transformationsprozess hat die Förderung der sozialen Gerechtigkeit und der Selbstbestimmung der indigenen Völker. Regierung und zivilgesellschaftliche Organisationen verfügen noch nicht über alle notwendigen Fähigkeiten und Ressourcen, um in einem politisch kontroversen Kontext diesen Prozess durch neue Initiativen voranzutreiben.

Ziel

Innovative politische und gesellschaftliche Veränderungsprozesse zur Förderung von Rechtsstaat, Demokratie, Menschenrechten und guter Regierungsführung sind pilothaft umgesetzt.

Vorgehensweise

Der Innovationsfonds Bolivien finanziert einzelne Maßnahmen, die von staatlichen und nichtstaatlichen Akteuren beantragt und ausgeführt werden. Inhaltlich ist der Fonds breit angelegt. Die Themen Transparenz und Rechenschaftslegung, Staatsreform einschließlich Einbindung indigener Verwaltungsformen, Demokratie und Partizipation sowie Rechtsstaat stehen dabei im Vordergrund. Antragsteller können staatliche Institutionen auf der zentralen und dezentralen Ebene sein, wie Parlamente der Departements, Stadt- und Gemeinderäte, indigene Gebietskörperschaften oder Nichtregierungsorganisationen.

Die einzelnen Maßnahmen werden nach dem Antragsprinzip ausgewählt. Grundlage ist dabei eine öffentliche Ausschreibung. Die Auswahl erfolgt gemeinsam mit der Vizepräsidentschaft Boliviens, der deutschen Botschaft und der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ) nach festgelegten Kriterien, wie zum Beispiel innovativer Charakter und Nachhaltigkeit der Maßnahme. Das Vorhaben bietet Beratung bei der Erstellung der Projektanträge und Begleitung bei der Umsetzung der Maßnahmen an. Die Maßnahmen haben eine Laufzeit von sechs bis zwölf Monaten und werden mit bis zu 100.000 Euro finanziert. In der Regel sollen sie von den begünstigten Institutionen in Form von örtlichen Zuschüssen oder Finanzierungsverträgen eigenständig abgewickelt werden. Dabei leisten die Institutionen einen Eigenanteil von etwa 30 Prozent.

Wirkungen

Bislang fördert der Innovationsfonds zehn Maßnahmen. Zu ihnen gehören die Einsetzung des Nationalen Autonomierats, die Beratung bei der Einsetzung des Nationalen Rates Indigener Selbstverwaltungen, die Stärkung der geopolitischen Rolle Boliviens im regionalen und internationalen Kontext und die Förderung von Partizipation und sozialer Kontrolle in staatlichen Institutionen. Vier der zehn Maßnahmen sind bereits abgeschlossen.

Zu den ersten Wirkungen gehört, dass durch die Verbreitung von Informationen über Internet und soziale Netzwerke die Mitglieder des Nationalen Autonomierates und die interessierte Öffentlichkeit über die öffentlichen Finanzen und fachlichen Analysen, die im Rahmen der Neuordnung des Finanzausgleichs stattfinden, informiert sind. Die Diskussion hierzu wird auf Grundlage objektiver Informationen geführt.

50 junge Bolivianer im öffentlichen Dienst und an den Universitäten wurden zu den Themen Geopolitik und regionale Integration ausgebildet. Diese künftigen Entscheidungsträger konnten ihr Wissen in diesen Bereichen vertiefen und erweitern. Darüber hinaus liegt ein Fortbildungsprogramm vor, durch das in der Zukunft weitere Gruppen ausgebildet werden.

Mit dem Aufbau des Rates der indigenen Selbstverwaltung sind die indigenen Gemeinden in der Lage, ihre Belange und Interessen gegenüber der nationalen Regierung vorzubringen und die Entwicklung des plurinationalen Staates, der den unterschiedlichen Völkern und Ethnien das Recht auf Selbstbestimmung einräumt, weiter zu entwickeln.

Mit der Maßnahme Partizipation und soziale Kontrolle haben insgesamt 35 Kommunal- und Departementsregierungen ihre Transparenz erhöht. Kampagnen für mehr Transparenz sind auf der Verwaltungsebene etabliert worden. Digitale Plattformen informieren die Bevölkerung über die Finanzen und Jugendliche engagieren sich in Netzwerken für mehr Transparenz.
 

Context

Bolivia is undergoing a process of fundamental political change. The new constitution, which was adopted in 2009, provides for comprehensive reform in areas such as state-building, the social and economic system and the rights of marginalised population groups. It also strengthens the political participation of civil society within a new decentralised model of governance. The promotion of social justice and the self-determination of indigenous peoples are accorded particular importance in this transformation process. The government and civil society organisations do not yet have all the capacities and resources they require to press ahead with this process in a politically charged environment by means of new initiatives.

Objective

Innovative political and social change processes designed to promote the rule of law, democracy, human rights and good governance are implemented on a pilot basis.

Approach

The Bolivia innovation fund finances individual measures that are applied for and implemented by governmental and non-governmental actors. The fund covers a wide variety of areas and focuses in particular on the issues of transparency and accountability, government reform including the integration of indigenous administrative structures, democracy, participation and the rule of law. State institutions at the national and local level, such as departmental parliaments, local and municipal councils, indigenous authorities and non-governmental organisations are eligible to apply for support.

Individual measures are selected from the applications received on the basis of a public invitation to tender. The selection is made jointly by the Office of the Vice President of Bolivia, the German Embassy and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in accordance with predetermined criteria, such as the innovative nature and sustainability of the measure. The project offers advice on drafting applications and provides support in the implementation of measures. The measures have a term of six to twelve months and are granted funding of up to EUR 100,000. They are usually implemented independently by the beneficiary institutions in the form of local subsidies or financing agreements. The institutions contribute around 30 per cent of the funding themselves.

Results

The innovation fund has promoted ten measures to date. These include support for the establishment of the national autonomy council, advice on the setting up of the national council of indigenous self-governing bodies, strengthening the geopolitical role of Bolivia in a regional and international context, and promoting participation and social oversight within state institutions. Of these ten measures, four have already been completed.

One of the initial project results is that it enables the members of the national autonomy council and interested members of the public to learn about public finances and technical analyses carried out as part of the realignment of the financial equalisation system through information disseminated via both the internet and social networks. Discussions relating to this realignment can now take place based on objective information.

Fifty young Bolivians in public service and at universities have been given training on the topics of geopolitics and regional integration, thereby enabling these future decision-makers to consolidate and expand their knowledge in these areas. In addition, a training programme is now in place and will benefit more groups in future.

The establishment of the council of indigenous self-governing bodies provides indigenous communities with a platform on which to express their concerns and interests to the national government and to push ahead with the development of the plurinational state which grants different peoples and ethnic groups the right to self-determination.

Thanks to the participation and social oversight measure, a total of 35 municipal and departmental governments have enhanced their transparency. Campaigns for greater transparency have been set up at administrative level. Digital platforms provide the public with financial information while young people are joining networks and actively calling for greater transparency.

Situación de partida

Bolivia está atravesando un proceso de profunda transformación política. La nueva Constitución, adoptada en 2009, prevé una reforma integral en áreas como la construcción del Estado, el sistema social y económico y los derechos de los grupos de población marginados. Además, fortalece la participación política de la sociedad civil dentro de un nuevo modelo de Estado descentralizado. En este proceso de transformación se concede especial importancia al fomento de la justicia social y a la autodeterminación de los pueblos indígenas. Sin embargo, el Gobierno y las organizaciones de la sociedad civil no cuentan todavía con las capacidades y los recursos necesarios para llevar adelante este proceso a través de nuevas iniciativas en un contexto político controvertido.

Objetivo

Se han implementado con carácter piloto procesos innovadores de cambio político y social destinados a fomentar el Estado de derecho, la democracia, los derechos humanos y la buena gobernanza.

Procedimiento

El Fondo de Innovación Bolivia financia proyectos individuales, solicitados e implementados por actores estatales y no estatales. El Fondo cubre una amplia variedad de temas, concentrándose prioritariamente en los siguientes: transparencia y rendición de cuentas; reforma del Estado, incluida la integración de formas de administración indígenas; democracia y participación, así como Estado de derecho. Pueden presentar solicitudes las instituciones estatales a nivel centralizado o descentralizado, como asambleas departamentales, consejos locales y municipales, autoridades indígenas y organizaciones no gubernamentales.

Las medidas individuales se seleccionan a partir de las solicitudes recibidas sobre la base de una licitación pública. La selección es realizada de forma conjunta con la Vicepresidencia del Estado Plurinacional de Bolivia, la Embajada de Alemania en Bolivia y la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, de acuerdo con criterios predeterminados como, por ejemplo, el carácter innovador y la sostenibilidad de la medida. El proyecto Fondo de Innovación Bolivia ofrece asesoramiento en la redacción de solicitudes y acompañamiento en la implementación de las medidas, que tienen una duración de seis a doce meses y reciben una financiación de hasta 100 000 euros. Por lo general, las medidas deberán ser tramitadas independientemente por las instituciones receptoras en forma de subsidios locales o contratos de financiamiento. Las instituciones contribuyen con un aporte propio de aproximadamente el 30 %.

Resultados

El Fondo de Innovación ha fomentado hasta la fecha diez proyectos. Entre ellos figuran el apoyo al Consejo Nacional de Autonomías, el asesoramiento en la actuación de la Coordinadora Nacional de Autonomías Indígenas Originarias Campesinas, el fortalecimiento del papel geopolítico de Bolivia en los contextos regional e internacional y el fomento de la participación y el control social en instituciones estatales. De estas diez medidas, cuatro ya han sido concluidas.

Uno de los primeros resultados obtenidos es que –mediante la difusión de información a través de Internet, también de redes sociales– los miembros del Consejo Nacional de Autonomías y la opinión pública interesada están informados sobre las finanzas públicas y los análisis técnicos que se realizan en el marco del reajuste de la nivelación financiera. Los debates al respecto tienen lugar sobre la base de información objetiva.

Cincuenta jóvenes bolivianos de ambos sexos, tanto en la administración pública como en las universidades, han recibido formación sobre los temas geopolítica e integración regional, lo que ha permitido a estas y estos futuros responsables de la toma de decisiones profundizar y ampliar sus conocimientos en estos ámbitos. Además, se ha puesto en marcha un programa de capacitación que beneficiará a más grupos en el futuro.

Gracias a la creación de la Coordinadora Nacional de Autonomías Indígenas Originarias Campesinas los municipios indígenas disponen de una plataforma para expresar sus preocupaciones e intereses al Gobierno nacional e impulsar el desarrollo del Estado plurinacional, que concede a los diferentes pueblos y grupos étnicos el derecho a la autodeterminación.

A través de la medida sobre participación y control social, un total de 35 Gobiernos municipales y departamentales han aumentado su transparencia. Se han puesto en marcha campañas para lograr una mayor transparencia a nivel administrativo. Mediante plataformas digitales, se informa a la población sobre cuestiones financieras y los y las jóvenes se comprometen en redes sociales para lograr activamente una mayor transparencia.
