Ausgangssituation

In Mauretanien sind die Folgen des Klimawandels bereits zu spüren. Temperaturerhöhungen, Dürren, aber auch die zunehmenden Starkregen führen dazu, dass die Agrar-, Wald- und Weideökosysteme verstärkt degradiert werden. Dies wirkt sich negativ auf die Ernährungssicherheit der ländlichen Bevölkerung aus und erhöht das Konfliktpotenzial zwischen den verschiedenen Gruppen, die die natürlichen Ressourcen nutzen.

Allgemeine politische und strategische Orientierungen für die Anpassung an den Klimawandel liegen vor. Jedoch sind die staatlichen Institutionen noch unzureichend auf die Risiken und Herausforderungen des Klimawandels vorbereitet. Spezifische Maßnahmen für die Anpassung an den Klimawandel werden im ländlichen Raum bisher kaum umgesetzt.

Die Anpassung an den Klimawandel im ländlichen Raum ist verbessert.

Vorgehensweise

Das Vorhaben unterstützt das Umweltministerium und die anderen Partnerministerien und -institutionen, um das Thema Anpassung an den Klimawandel überall stärker in nationale Strategie- und Planungsprozesse zu integrieren. Das Umweltministerium soll dafür sorgen, dass der Prozess der nationalen Anpassungsplanung inklusiv initiiert, gestaltet und umgesetzt werden kann. Für die Koordinierung des Prozesses wird ein intersektorales Komitee eingerichtet und mandatiert. Auf der Grundlage einer Situationsanalyse entwickeln die beteiligten staatlichen und nichtstaatlichen Akteure einen politischen Handlungsplan für die nationale Anpassungsplanung sowie sektorale Aktionspläne. Darauf aufbauend unterstützt das Vorhaben Maßnahmen, wie das Thema Anpassung an den Klimawandel in ausgewählte Strategien und/oder Programme mit Bezug zur ländlichen Entwicklung integriert werden kann.

Damit die Anpassungsmaßnahmen in den südlichen Schwerpunktregionen Assaba und Brakna umgesetzt werden können, werden zunächst kontextspezifische und gendersensible Verwundbarkeitsanalysen (Vulnerabilitätsanalysen) durch das Consultingunternehmen adelphi consult GmbH erstellt. Auf deren Grundlage werden Optionen entwickelt, wie eine angepasste klimasensible Bewirtschaftung der natürlichen Ressourcen erfolgen kann, und entsprechende Beratungskonzepte entwickelt. Die Partnerorganisationen werden befähigt, die Beratungskonzepte anzuwenden und führen pilothafte Maßnahmen durch, die die klimatische Vulnerabilität von besonders betroffenen Bevölkerungsgruppen, wie Kleinbauern und -bäuerinnen oder Viehhaltern, verringern. Parallel werden zielgruppenspezifische Sensibilisierungskampagnen durchgeführt, um die lokale Bevölkerung besser über die Risiken des Klimawandels für die Ernährungssicherung zu informieren, ebenso darüber, welche Möglichkeiten sie haben, sich daran anzupassen.

Um das breit angelegte Know-how zum Thema Klimawandel und ländliche Entwicklung zu fördern, unterstützt das Vorhaben eine Berufsbildungsinstitution dabei, ein Ausbildungsmodul zu entwickeln. Daneben werden Fortbildungs- und Sensibilisierungsmaßnahmen für Fach- und Führungskräfte von Sektorministerien und weiteren beteiligten Akteuren, beispielsweise dem Parlament oder zivilgesellschaftlichen Strukturen, durchgeführt. Das Ausbildungsmodul wird in die Lehrpläne der Berufsbildungsinstitution integriert und das Lehrpersonal zur Durchführung qualifiziert. Es wird zudem für die Weiterbildung von Mitarbeiterinnen und Mitarbeitern der staatlichen Partnerinstitutionen angepasst.

Das Vorhaben wird durch die Europäische Union (EU) mitfinanziert. In Kooperation mit dem Landesbüro Mauretanien des United Nations Development Programme (UNDP) wird das EU-finanzierte Programm „Globale Allianz gegen den Klimawandel Mauretanien" umgesetzt.

Context

In Mauritania, the impacts of climate change are already being felt. Higher temperatures, droughts and increasingly heavy rainfall aggravate the ongoing degradation of agricultural, forest and pasture ecosystems. This has a negative effect on the rural population’s food security and increases the potential for conflict among the different groups using the natural resources.

There are already some general political and strategic orientations on climate change adaptation, but government institutions continue to be insufficiently prepared for the risks and challenges associated with climate change. In rural areas, very few specific climate change adaptation measures have been implemented so far.

Objective

The adaptation to climate change in rural areas is improved.

Approach

The project is supporting the Ministry of Environment and Sustainable Development and the other partner ministries and institutions in integrating the issue of climate change adaptation more comprehensively into the national strategy and planning processes. The Ministry of Environment and Sustainable Development is in charge of ensuring that the National Adaptation Plan process is initiated, structured and implemented in an inclusive manner. An intersectoral committee is being established to coordinate this process. Based on a situational analysis, the participating governmental and non-governmental actors are developing a road map for the National Adaptation Plan process as well as sectoral action plans. Building on this, the project is supporting activities that focus on how the issue of climate change adaptation can be integrated into selected strategies and/or programmes related to rural development.

In order for adaptation measures to be implemented in the southern focal regions of Assaba and Brakna, the consulting company adelphi consult GmbH is firstly conducting context-specific and gender-sensitive vulnerability analyses. The results will then be used for developing options for an adapted and climate-sensitive management of natural resources and corresponding extension concepts. The partner organisations will be qualified to apply these extension concepts and will conduct pilot measures aimed at reducing the climate-related vulnerability of particularly affected population groups, such as women and men practicing small-scale farming or pastoralists. In parallel, awareness-raising campaigns tailored to specific target groups are being conducted in order to better inform the local population about the risks of climate change for food security and how they can adapt to these risks.

With a view to building up broad expertise on climate change and rural development issues, the project is helping a vocational training institution to develop a training module on the topic. In addition, training and awareness-raising activities are being conducted for technical experts and managers within sector ministries and other participating actors, such as the parliament and civil society groups. The training module is being integrated into the curricula of the vocational training institution, and the instructors are being qualified to teach it. In addition, the module is being adapted to train the staff of governmental partner institutions.

The project is co-financed by the European Union (EU). The EU-funded "Global Climate Change Alliance Program Mauritania" is being implemented in cooperation with the United Nations Development Programme (UNDP) in Mauritania.

En Mauritanie, les effets du changement climatique ont déjà commencé à se faire sentir. Les hausses de température, les sécheresses ainsi que l’augmentation de fortes pluies accentuent la tendance continuelle à la dégradation des écosystèmes agricoles, forestiers et pastoraux. Cette situation a des conséquences négatives sur la sécurité alimentaire des populations rurales et accroît le potentiel de conflit entre les différents groupes exploitant les ressources naturelles.

Il existe bien des orientations politiques et stratégiques générales en matière d’adaptation au changement climatique, mais les institutions étatiques ne sont pas encore suffisamment préparées aux risques et aux défis du changement climatique. À ce jour, des mesures spécifiques pour l’adaptation au changement climatique ne sont à peine mises en œuvre dans les zones rurales.

L’adaptation au changement climatique en milieu rural est améliorée.

Approche

Le projet apporte son soutien au Ministère de l’Environnement et du Développement Durable et aux autres ministères et institutions partenaires pour promouvoir l’intégration de l’adaptation au changement climatique dans tous les processus stratégiques et de planification nationaux. Le Ministère de l’Environnement et du Développement Durable doit veiller à ce que le processus du Plan National d’Adaptation puisse être lancé, conçu et mis en œuvre de manière inclusive. Un comité intersectoriel est instauré et mandaté pour assurer la coordination de ce processus. Partant d’une analyse de la situation, les acteurs étatiques et non étatiques concernés élaborent une feuille de route pour le Plan National d’Adaptation ainsi que des plans d’action sectoriels. Sur cette base, le projet encourage des mesures pour l’intégration du thème « adaptation au changement climatique » dans des stratégies et/ou programmes sélectionné(e)s en lien avec le développement rural.

Pour que des mesures d’adaptation puissent être mises en œuvre dans les régions prioritaires de l’Assaba et du Brakna dans le sud du pays, le bureau d’études adelphi consult GmbH appuie dans un premier temps des analyses de vulnérabilité sensibles au contexte et au genre. Ces analyses servent de base pour le développement d’options pour une gestion des ressources naturelles adaptée et sensible au climat ainsi qu’au développement d’approches de conseil correspondantes. Le projet renforce les compétences des organisations partenaires en vue d’appliquer ces approches de conseil et de réaliser des mesures pilotes réduisant la vulnérabilité climatique des populations particulièrement touchées telles que les petits agriculteurs et les petites agricultrices ou les éleveurs. Parallèlement à cela, des campagnes de sensibilisation spécifiques sont menées auprès des différents groupes cibles afin de mieux informer la population locale sur les risques du changement climatique pour la sécurité alimentaire et sur les possibilités dont elle dispose pour s’adapter à la situation.

Pour promouvoir le vaste savoir-faire existant sur le thème changement climatique en lien avec le développement rural, le projet encourage une institution de formation professionnelle dans la mise au point d’un module de formation. Des mesures de formation et de sensibilisation en faveur de cadres techniques et de décideurs des ministères sectoriels et d’autres acteurs concernés, comme le parlement ou des organisations de la société civile, sont également réalisées. Une fois mis au point, le module de formation est intégré dans les curricula de l’institution de formation professionnelle et le personnel enseignant est formé à son utilisation. Il est en outre prévu d’adapter le module en vue de la formation continue du personnel technique des institutions partenaires étatiques.

Le projet est cofinancé par l’Union Européenne (UE). Le Programme « Alliance Mondiale contre le Changement Climatique Mauritanie », financé par l’UE, est mis en œuvre en coopération avec le Programme des Nations Unies pour le Développement (PNUD) en Mauritanie.
