Ausgangssituation
Die rasante weltweite Verbreitung von Informations- und Kommunikationstechnologien (IKT) führt zu tiefgreifenden Veränderungsprozessen auf gesellschaftlicher, politischer und wirtschaftlicher Ebene. Insbesondere in Schwellen- und Entwicklungsländern verzeichnen digitale Anwendungen sehr hohe Wachstumsraten. IKT ermöglichen neue Arten der Kommunikation, Kooperation, Partizipation und Meinungsbildung und führen so zu einer Neujustierung des bisherigen Verhältnisses zwischen Staat, Wirtschaft und Zivilgesellschaft.
Um das transformative Potenzial von IKT zu nutzen, müssen zunächst die Voraussetzungen geschaffen werden, wie Infrastruktur für Zugang zum Internet auch auf dem Land. Weitere Voraussetzungen sind Bildung, Alphabetisierung, Sprachkenntnisse und die Verfügbarkeit lokaler Inhalte sowie IT-Skills für Entwickler. Sind die Voraussetzungen geschaffen, ermöglichen IKT neue Geschäftsmodelle und Produktivitätssteigerungen in der Wirtschaft sowie neue Chancen in der Bildung, beispielsweise durch Massive Open Online Courses (MOOCs). In der öffentlichen Verwaltung bieten sich Chancen zur Erhöhung der Effizienz und Transparenz durch E-Government.
Demgegenüber stehen als „Schattenseiten" des digitalen Wandels die messbare digitale Kluft zwischen Industrie- und Entwicklungsländern, beziehungsweise die Kluft zwischen einzelnen Regionen und Ländern einerseits sowie ländlichen und städtischen Gebieten andererseits. Auch Themen wie Datenmissbrauch sowie Zensur und Instrumentalisierung durch autoritäre Regime stehen auf der Kehrseite der Medaille.
Die deutsche Entwicklungszusammenarbeit (EZ) ist entsprechend gefordert, mit dieser dynamischen Weiterentwicklung von IKT Schritt zu halten und sich systematisch mit Potenzialen aber auch Risiken von IKT als Mittel zur Beförderung einer nachhaltigen ökonomischen, ökologischen und sozialen Entwicklung auseinanderzusetzen. IKT ist nicht als losgelöstes Schwerpunktthema der deutschen EZ zu verstehen. Es handelt sich vielmehr um ein Methodenthema, dessen Anwendung sich vielen Sektoren wie Landwirtschaft, Gesundheit, Wirtschaftsförderung, Bildung und anderen wiederfindet.
Ziel
Das Sektorvorhaben unterstützt das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) bei seiner strategischen Positionierung zu Themen des digitalen Wandels und berät es zu neuen, angepassten beziehungsweise weiterentwickelten Ansätzen, Methoden und Instrumenten. Damit nationale und internationale Entwicklungsziele besser erreicht werden, sind Informations- und Kommunikationstechnologien für nachhaltige Entwicklung verstärkt in den Strategien und Vorhaben der deutschen EZ integriert.
Vorgehensweise
Die Aktivitäten des Sektorvorhabens sind eingebettet in relevante BMZ-Strategien und -Positionen, darunter die Bildungsstrategie und die Afrika-Politik. Dabei konzentrieren sich die Aktivitäten des Sektorvorhabens schwerpunktmäßig auf drei voneinander abhängige Handlungsfelder:
1) Themenentwicklung und Positionierung
2) Mainstreaming
3) Pilotierung von innovativen IKT-Ansätzen
Im ersten Handlungsfeld werden Wissensprodukte und Positionen für nationale und internationale Debatten, darunter der Nachfolgeprozess zum Weltgipfel zur Informationsgesellschaft (World Summit on the Information Society, WSIS) erarbeitet. Im zweiten Handlungsfeld entwickelt das Sektorvorhaben Wissensprodukte sowie Arbeitshilfen und leistet so im Rahmen seines Mainstreaming-Auftrags einen Beitrag, das IKT-Thema stärker in laufenden Vorhaben der verschiedenen EZ-Schwerpunktsektoren – zum Beispiel Governance, Gesundheit oder ländliche Entwicklung – zu verankern. Neben der Integration von IKT-Methoden in laufende Vorhaben, fokussiert das dritte Handlungsfeld sich darauf, Pilotvorhaben von innovativen IKT-Ansätzen zu entwickeln und zu erproben.
Pilotprojekt mit Goethe-Institut „Digitale Wege zum Wissen"
Im Rahmen des Projekts „Digitale Wege zum Wissen" werden lokal angepasste digitale und zielgruppengerechte Lernangebote (Fokus: naturwissenschaftliche Themen) für Lerner/-innen des formalen und informellen Bildungssystems in Südafrika im Alter von 13 bis 16 Jahren entwickelt werden. Hauptzielgruppe sind Mädchen und junge Frauen aus sozial benachteiligten Bevölkerungsschichten/-gruppen in urbanen Gebieten, die bislang nur unzureichenden Zugang zu Bildung haben. Die Bildungsangebote sollen dabei insb. Interesse an naturwissenschaftlichen und technischen Themen wecken. Partnereinrichtungen des formellen und informellen Bildungssektors sowie Strukturen aus urbanen Zentren sollen als Multiplikatoren für Distribution und Zugang zu den Lerninhalten fungieren. Maßnahmen im Rahmen des Projekts umfassen u.a. die Konzeption, Entwicklung, Produktion und Verbreitung von qualitativ hochwertigen Lerninhalten (über Hackathons, Innovationskonferenz o.ä.), Qualifizierungsmaßnahmen für lokale Content-Entwickler, Multiplikatoren und Bildungsanbieter. Nach einer Pilotphase in Südafrika sollen Partner, Inhalte und Formate in anderen afrikanischen Ländern definiert werden, um entsprechende Plattformen und Lernanwendungen für weitere Länder anzupassen bzw. zu entwickeln (z.B. Kenia, Nigeria, Tansania). 30 Botschafterinnen aus verschiedenen Townships werden als Co-Kreatoren bei der Entwicklung des Konzepts eingebunden.

Context
The rapid global spread of information and communication technology (ICT) is resulting in far-reaching change at a social, political and economic level. The growth rate for digital applications is particularly high in emerging economies and developing countries. ICT enables new types of communication, cooperation, participation and opinion-forming, thereby leading to a realignment of existing relationships between government, the private sector and civil society.
To exploit the transformational potential of ICT, the necessary preconditions must first be established, such as the infrastructure for internet access, even in rural areas. Other prerequisites include education, literacy, language skills, the availability of local content and also IT skills for developers. Once these preconditions have been established, ICT can support new business models, help increase productivity in the private sector and open up new educational opportunities, for example through massive open online courses (MOOCs). In public administration, e-government offers opportunities to increase efficiency and transparency.
In contrast, the downside to the digital revolution is the quantifiable digital divide between industrialised and developing countries, a divide between individual regions and countries and also between rural and urban areas. Other negative factors include data misuse and also censorship and manipulation by authoritarian regimes.
German development cooperation must therefore keep pace with the dynamic development of ICT and systematically address both the potential and the risks of ICT as a means of promoting sustainable economic, ecological and social development. ICT should not be viewed as a separate priority area for German development cooperation. Instead, it is a methodological area that can be applied to many sectors including agriculture, health, economic development and education.
Objective
The sector project supports the German Federal Ministry for Economic Cooperation and Development in its strategic positioning on subjects relating to the digital revolution, and advises it on new, modified and enhanced approaches, methods and tools. In order for national and international development objectives to be better achieved, information and communication technology that supports sustainable development is being increasingly integrated into German development cooperation strategies and projects.
Approach
The sector project's activities are embedded in the relevant strategies and position papers of the German Federal Ministry for Economic Cooperation and Development, including its education strategy and policy on Africa. Project activities focus on three interdependent areas of activity:
1) Thematic development and positioning
2) Mainstreaming
3) Piloting innovative ICT approaches
The first area of activity involves preparing knowledge products and positions for national and international debate, including the follow-on process to the World Summit on the Information Society (WSIS). In the second area of activity, the sector project is developing knowledge products and tools, thereby helping as part of its mainstreaming mandate to embed ICT more firmly in ongoing projects and programmes in various priority sectors of German development work, such as governance, health and rural development. In addition to integrating ICT methods into ongoing projects and programmes, the third area of activity focuses on developing and testing innovative ICT approaches.
