Ausgangssituation
Das Kofi Annan International Peacekeeping Training Centre (KAIPTC) ist eines von nur drei durch die Westafrikanische Wirtschaftsgemeinschaft (ECOWAS) anerkannten Trainingsfachzentren der ECOWAS in Westafrika. Im Rahmen der Afrikanischen Friedens- und Sicherheitsarchitektur bildet das KAIPTC ziviles Personal, Polizei und Militär in Krisenprävention, Konfliktbearbeitung und Wiederaufbau aus und bereitet sie auf ihre Aufgaben in regionalen und kontinentalen Einsätzen vor, beispielsweise in Friedens- und Wahlbeobachtungsmissionen.

Seit seiner Gründung 2004 wird das KAIPTC von der Bundesrepublik Deutschland unterstützt; seit 2006 durch das Kooperationsprojekt mit der GIZ vor Ort.

Unterstützt von der GIZ, hat das KAIPTC einen Strategieplan entwickelt, mit dem es sein Bestehen langfristig sichern und seine Stellung als Institution stärken will.

Seither hat das KAIPTC sein Trainingsangebot nachfrageorientiert weiterentwickelt, seine regionale Kooperation mit relevanten Partnern ausgebaut und seine Organisationsstruktur und -prozesse verbessert. Diese Schritte haben das Zentrum deutlich wettbewerbsfähiger gemacht. Der aktuelle Strategieplan wurde für den Zeitraum 2014 bis 2018 entwickelt und baut auf diesen Erfolgen auf.

Ziel
Das KAIPTC steuert sein Trainingsangebot im Einklang mit dem aktuellen Strategieplan (2014–2018).

Vorgehensweise
Das Vorhaben kombiniert finanzielle Unterstützung mit Prozess-, Management- und Organisationsberatung. Folgende Schwerpunkte stehen im Zentrum der Zusammenarbeit:

1. Fortführung des Organisationsentwicklungsprozesses: Er ermöglicht dem Zentrum, effizienter und effektiver zu arbeiten. Es kann sich so im Markt der afrikanischen Peacekeeping-Trainingszentren gegenüber Wettbewerbern besser positionieren.

2. Weiterentwicklung und Integration des Learning-Management-Systems (LMS): Mit Hilfe einer Alumni-Plattform, einer Datenbank, E-Learning-Angeboten, Kursmanagement sowie Monitoring und Evaluierung werden interne Prozesse und die externe Kommunikation des Zentrums verbessert. Die Beratungsleistungen zum LMS werden in Kooperation mit einem externen Consulting Unternehmen erbracht.

3. Systematischer Aufbau von Beziehungen mit relevanten Partnern wie ECOWAS, Afrikanische Union und Vereinte Nationen

4. Entwicklung eines Kursportfolio-Managementsystems: Das Vorhaben unterstützt das KAIPTC dabei, sein Angebot noch stärker und marktorientierter am Bedarf der Abnehmerorganisationen auszurichten.

Wirkung
Mit Unterstützung durch das Vorhaben konnte das KAIPTC seine Kooperation mit Abnehmerorganisationen, wie ECOWAS, der Afrikanischen Union und den Vereinten Nationen ausbauen und verbessern. Seither werden deutlich mehr am KAIPTC ausgebildete zivile Experten in Friedensmissionen eingesetzt. Ein Beispiel ist der Trainingskurs „Entwaffnung, Demobilisierung und Reintegration": Die Vereinten Nationen und die Afrikanische Union wurden von Beginn an in die Entwicklung, Durchführung und Überprüfung des Kurses eingebunden. Beide Organisationen haben deshalb eine genaue Vorstellung davon, was der Kurs beinhaltet, und sie haben das KAIPTC in der Zusammenarbeit als kompetenten Partner kennengelernt. In der Folge schicken sie mehr Auszubildende in KAIPTC-Kurse und übernehmen auch die Kursgebühren.

Auch auf den akuten Bedarf an Kräften für die Friedensmission der Vereinten Nationen in Mali hat das KAIPTC reagiert: Mit Unterstützung durch das GIZ-Projekt hat das KAIPTC einen Trainingskurs für Menschenrechte entwickelt und in sein reguläres Kursprogramm aufgenommen.

Mit Unterstützung der GIZ hat das KAIPTC eine Gender Policy ausgearbeitet und verabschiedet: Frauen werden jetzt gezielt zur Teilnahme angeworben und gefördert, Genderthemen wurden in die Curricula aller Kurse integriert. In der Region ist das KAIPTC derzeit das einzige Trainingsfachzentrum der ECOWAS, das eine Gender Policy verabschiedet hat.

Entlang des entwickelten Monitoring- und Evaluierungssystems setzt das KAIPTC seine Arbeit nun auf Basis wirkungsorientierter Arbeitspläne um und evaluiert sie vierteljährlich. Auch die KAIPTC-eigenen Mitarbeiter werden regelmäßig geschult.

Mit dem neuen Learning-Management-System laufen jetzt alle wichtigen Prozesse am KAIPTC (wie Datenverwaltung, Kursmanagement und Netzwerkpflege mit den Alumni) webbasiert und damit einheitlich und einfacher.

Die von der GIZ unterstützte Organisationsentwicklung, gemeinsame Planungstreffen und Kongresse mit der ECOWAS-Kommission und anderen Akteuren haben die Marktposition des KAIPTC erheblich verbessert. Das KAIPTC hat sich zu einem zentralen Mittler innerhalb der Afrikanischen Friedens- und Sicherheitsarchitektur entwickelt.
 

Context
The Kofi Annan International Peacekeeping Training Centre (KAIPTC) is one of only three training centres of excellence in West Africa recognised by the Economic Community of West African States, ECOWAS. As part of the African Peace and Security Architecture, KAIPTC provides training for civilian, police and military personnel in areas of conflict prevention, conflict management and resolution, preparing them for their duties in regional and continental operations, such as Peace Support Operations (PSO) and Election Observation Missions.


KAIPTC has received German support since it was established in 2004. Since 2006, this has involved a regional cooperation project with GIZ, with whose assistance the Centre has developed a strategic plan to ensure its long-term sustainability while strengthening its position as an institution.
During this time KAIPTC has continued to develop its training portfolio in a demand-oriented manner. It has expanded its regional cooperation with relevant partners and strengthened its organisational structure and processes. These steps have significantly increased the Centre’s competitiveness. The current strategic plan for 2014-2018 builds on these successes.


Objective
KAIPTC steers its training course portfolio in accordance with the current strategic plan (2014-2018).
Approach
The project combines financial support with process, management and organisational advice. The cooperation focuses on the following areas:
1.Continuation of the Organisation Development process: this enables KAIPTC to work more efficiently and effectively, and to position itself better in the African market for peacekeeping training.
2.Further development and integration of the Learning Management System: using an alumni platform, a database, e-learning activities, course management and monitoring and evaluation, the project is improving the Centre’s internal processes and external communications. Advice in this area is also provided by an external consulting company.
3.Systematic development of relations with relevant partners, such as ECOWAS, the African Union (AU) and the United Nations (UN).
4.Development of a course portfolio management system: the project supports KAIPTC in orienting its training course portfolio more closely to the needs of its client organisations.
Results
With the support of the project, KAIPTC has been able to expand and improve its cooperation with various client organisations, including ECOWAS, the African Union and the United Nations. Since then, the number of civilian experts deployed in PSOs who were trained at the Centre has increased significantly. One example is the course ‘Disarmament, Demobilisation and Reintegration’, in the development, implementation and reviewing of which, both the UN and the AU were involved from the outset. Consequently, both organisations are very familiar with the content of the course, and they have come to see KAIPTC as a competent partner. They therefore send more trainees to KAIPTC courses, and cover the course fees.


KAIPTC has also responded to the current need for experts for the UN PSO in Mali. With GIZ support it has developed a training course on human rights, which is now part of its standard portfolio.
The Centre has developed and adopted a Gender Policy, according to which women are now specifically targeted for participation in KAIPTC courses. Gender issues are also being integrated into the curricula of all courses. KAIPTC is currently the only specialised training centre for ECOWAS to have such a Gender Policy.


In line with the Monitoring and Evaluation system now in place, KAIPTC now carries out its activities according to results-oriented work plans, which it evaluates on a quarterly basis. KAIPTC’s own staff also regularly undergo training.
Thanks to the new Learning Management System, all the important processes at KAIPTC, such as data management, course administration and alumni networking, are now web-based and have been standardised and simplified.

The Organisation Development supported by GIZ, and the joint planning meetings and conferences held with ECOWAS and other actors have substantially improved KAIPTC’s market position. KAIPTC has now developed into a key intermediary within the African Peace and Security Architecture.
