Ausgangssituation
Der Amazonienfonds ist der weltweit größte Finanzierungsmechanismus, um Emissionen aus Entwaldung und Degradierung von Wäldern zu reduzieren (Reducing Emissions from Deforestation and Forest Degradation, REDD+). Der Fonds wurde ins Leben gerufen, um Entwaldung einzudämmen, das Amazonasgebiet klimafreundlich zu entwickeln und die Lebensgrundlagen indigener Völker zu schützen.

Norwegen und Deutschland stellen den größten Teil des Fondskapitals zur Verfügung. Die Brasilianische Entwicklungsbank (Banco Nacional de Desenvolvimento Econômico e Social, BNDES) verwaltet den Fonds. Die Mittel richten sich danach, wie erfolgreich Brasilien Entwaldung in den Vorjahren reduziert hat.

Auch die Schweiz und die USA haben ihr Interesse bekundet, sich finanziell am Fonds zu beteiligen. Diese Entwicklungen unterstreichen, wie wichtig der Amazonasfonds für den Klimaschutz und die internationale Entwicklungszusammenarbeit ist.

Ziel
Brasilien hält nationale und internationale Verpflichtungen ein, entwickelt sich umweltfreundlicher und bekämpft die Entwaldung.

Vorgehensweise
Der Amazonienfonds arbeitet in den folgenden Bereichen, um den brasilianischen Aktionsplan zur Prävention und Kontrolle der Entwaldung im legalen Amazonasgebiet (Plano de Prevenção e Controle do Desmatamento da Amazônia Legal, PPCDAm) zu unterstützen:

Es fördert nachhaltige Anbauweisen und Wertschöpfungsketten von Waldprodukten, die nicht aus Holz sind.
Es kontrolliert die Entwaldung beispielsweise durch Projekte mit Satelliten der brasilianischen Weltraumforschungsbehörde.
Es organisiert und plant Landnutzung mit Behörden.
Es fördert Wissenschaft und Innovation zum Beispiel mit Universitätsprojekten und Start-ups.
Das Vorhaben der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH berät das Team der BNDES, um den Amazonienfonds umzusetzen. Dazu gehört die Beratung potenzieller Antragsteller*innen, Maßnahmen, um Kompetenzen zu den Projekten aufzubauen und die Auswertung abgeschlossener Projekte. Zudem unterstützt das Vorhaben Wissensmanagement, Kommunikation und Fundraising. 

The Amazon Fund is the world's largest financing mechanism for reducing emissions from deforestation and forest degradation (REDD+). The fund was created to curb deforestation, develop the Amazon in a climate-friendly way and protect the livelihoods of indigenous peoples. Norway and Germany provide the largest part of the fund’s capital. The Brazilian development bank (Banco Nacional de Desenvolvimento Econômico e Social, BNDES) manages the fund. Funding is based on how successfully Brazil has reduced deforestation in previous years. Switzerland and the USA have also expressed their interest in participating financially in the fund.
These developments underline how important the Amazon Fund is for climate protection and international development cooperation. Brazil is meeting national and international commitments, developing in a more environmentally friendly manner and combating deforestation.
The Amazon Fund works in the following areas to support the Brazilian Action Plan for the Prevention and Control of Deforestation in the Legal Amazon (Plano de Prevenção e Controle do Desmatamento da Amazônia Legal, PPCDAm):
- It promotes sustainable cultivation practices and value chains of non-wood forest products;
- It controls deforestation, for example, through projects with satellites of the Brazilian national institute for space research;
- It organises and plans land use with authorities;
- It promotes science and innovation, for example with university projects and start-ups.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH’s project advises the BNDES team in implementing the Amazon Fund. This includes advising potential applicants, capacity building measures for the projects and the evaluation of completed projects. The project also supports knowledge management, communication and fundraising.
 

Situação inicial
O Fundo Amazônia é o maior mecanismo de financiamento do mundo para a redução de emissões por desmatamento e degradação florestal (REDD+). O Fundo foi criado para conter o desmatamento, desenvolver a Amazônia de forma favorável ao clima e proteger os meios de subsistência dos povos indígenas.

A Noruega e a Alemanha fornecem a maior parte do capital aplicado e o Banco Nacional de Desenvolvimento Econômico e Social (BNDES) administra o Fundo. O financiamento é baseado no sucesso do Brasil em reduzir o desmatamento nos anos anteriores.

A Suíça e os EUA também expressaram seu interesse em participar financeiramente do Fundo. Essa expansão reforça a importância do Fundo Amazônia para a proteção climática e a cooperação internacional para o desenvolvimento.

Objetivo
O Brasil está cumprindo os compromissos nacionais e internacionais, desenvolvendo-se de forma mais amigável ao meio ambiente e combatendo o desmatamento.

Abordagem
O Fundo Amazônia trabalha nas seguintes áreas para apoiar o Plano de Prevenção e Controle do Desmatamento da Amazônia Legal (PPCDAm):

Promove práticas de cultivo sustentável e cadeias de valor de produtos florestais não madeireiros;
Controla o desmatamento, por exemplo, por meio de projetos com satélites do Instituto Nacional de Pesquisas Espaciais do Brasil;
Organiza e planeja o uso da terra com as autoridades;.
Promove a ciência e a inovação, por exemplo, com projetos universitários e startups.
O projeto da Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH assessora a equipe do BNDES na implementação do Fundo Amazônia. Isso inclui o aconselhamento de potenciais candidatos, realização de capacitações para os projetos e a avaliação de projetos concluídos. O projeto também apoia a gestão do conhecimento, a comunicação e a captação de recursos.
