Ausgangssituation

Das Vorhaben „Plattform für globale Post-2015 Partnerschaften" ist mit dem Aufbau und der Koordinierung einer nationalen Plattform zur Stärkung von Multi-Akteurs-Partnerschaften (MAP) beauftragt. MAP gelten als wichtiges Implementierungsinstrument der Agenda 2030 und den darin enthaltenen 17 Zielen für nachhaltige Entwicklung (Sustainable Development Goals – SDGs), die im September 2015 von Generalversammlung der Vereinten Nationen in New York beschlossen wurde. Als zentraler Teil der Globalen Partnerschaft finden MAP auch explizite Erwähnung als Unterziel von SDG 17.
In MAP sollen durch die Zusammenarbeit von Akteuren aus Politik, Zivilgesellschaft, Wissenschaft und Privatwirtschaft Synergien geschaffen und Potentiale zur Erreichung der SDGs freigesetzt werden. Bereits im Rahmen des Zukunftscharta-Prozesses, der ein zentraler Teil der nationalen Vorbereitung auf die Umsetzung der Agenda 2030 ist, wurde jedoch deutlich, dass bestehende MAP bisher nicht durchweg erfolgreich gewesen sind. Obwohl es bereits viele Erfahrungen auf der Basis bestehender Partnerschaften gibt, fehlt es an einer systematischen Aufarbeitung. Dialoginitiativen sowie Unterstützungs- und Beratungsleistungen für den Auf- und Ausbau von MAP sind oftmals unzusammenhängend und vielen potenziell interessierten Akteuren unbekannt. Es fehlt an Orientierung und einer rahmengebenden Struktur für bestehende und neue MAP.

Unser Lösungsansatz

Die Plattform soll diese Lücke schließen, indem sie informiert und gleichzeitig MAP als vielversprechende Kooperationsform zur Umsetzung der internationalen Entwicklungsziele aktiv fördert. Dies soll durch den Aufbau eines Netzwerks zum gemeinsamen Lernen und Wissensaustausch sowie durch die gezielte Kapazitätsentwicklung global agierender MAP – bestehender sowie sich neu etablierender – sowie der jeweiligen Kooperationspartner erreicht werden. Die Plattform soll in erster Linie Angebote für Gestalter von MAP in Deutschland bereitstellen. Perspektivisch soll darüber hinaus aber auch die globale Vernetzung von MAP erleichtert und eine Anknüpfung zum internationalen Erfahrungsaustausch ermöglicht werden. Die Plattform hat zum Ziel Akteure im Bereich MAP zu vernetzen, zu qualifizieren und in einen ergebnisorientierten Dialog zu bringen. Sie soll weiterhin Stakeholder und andere Interessierte informieren sowie das im Prozess gesammelte Wissen öffentlich verfügbar machen. Für den konzeptionellen Ansatz des Vorhabens ist es dabei zentral, dass die relevanten Stakeholder im Zuge eines möglichst inklusiven Prozesses in das Plattform-Projekt einbezogen werden. Die aktive Zusammenarbeit der verschiedenen Partner soll Vertrauen schaffen, zu einem besseren Verständnis von Multi-Stakeholder-Prozessen beitragen und die nachhaltigen Etablierung der Plattform unterstützen.

 

Background

The project "Platform for 2030 Agenda Partnerships" is commissioned with the creation and coordination of a national platform to strengthen multi-stakeholder partnerships. These partnerships are considered an important means of implementation of the 2030 Agenda and the 17 Sustainable Development Goals (SDGs), adopted by the United Nations General Assembly in September 2015 in New York. As a central piece of the global partnership, MSPs are also explicitly referenced within the SDG 17 targets.
Through the collaboration of stakeholders from government, civil society, academia, and the private sector, MSPs are to engender synergies and mobilize capacities to achieve the SDGs. However it already became clear during the Charter for the Future (Zukunftscharta) process, a central component of Germany’s 2030 Agenda implementation preparation, that existing MSPs were not consistently successful. Despite that numerous experiences of existing partnerships exist, there is a lack of systematic processing of this information. Dialogue initiatives as well as support and coaching opportunities for the organization and development of MSPs are often fragmented and unknown to potentially interested stakeholders. Therefore, guidance and a framework structure for existing and new MSPs are missing.

Our Approach

The platform serves to close this gap by providing information on and for MSPs, while simultaneously promoting MSPs as promising modes of cooperation for the implementation of international development goals. This is to be achieved through the development of a peer learning network as well as capacity development for existing and new global MSPs and their stakeholders. First and foremost, the platform is to provide services for the developers of MSPs in Germany. In the future, the platform could also serve to facilitate global networking and learning exchange with other MSP worldwide. The goal of the platform is to link and support stakeholders within in the MSP field, as well as to bring them into a results-oriented dialog. Furthermore, the platform will inform publicly and make available the knowledge acquired within the above-mentioned processes. Central to the conceptual approach of the project is the inclusion of relevant stakeholders in the process. The collaboration between the various partners is to build trust, contribute to a better understanding of multi-stakeholder processes, and support the sustainable establishment of the platform.
