Kontext:
Der Rakhine-Staat ist durch anhaltende Konflikte geprägt. Diese fordern zivile Opfer und haben die Vertreibung von mehr als einer Million Rohingyas in die Nachbarländer zur Folge. Im Rakhine-Staat selbst leben mehr als 200.000 Vertriebene.
Der Rakhine-Staat gehört zu den am wenigsten entwickelten Regionen Myanmars und verfügt nur über eine begrenzte Infrastruktur. Seine soziale und wirtschaftliche Entwicklung wird durch die anhaltenden Sicherheitsprobleme behindert. Daher sind die Armuts- und Arbeitslosenquoten hier erheblich höher als in anderen Regionen. Die lokale Wirtschaft ist traditionell von Landwirtschaft, Fischerei und kleinen Handelsbetrieben geprägt. Sie wird jedoch gegenwärtig durch Konflikte und Vertreibung stark beeinträchtigt.
Ziel:
Die soziale und wirtschaftliche Teilhabe vulnerabler Bevölkerungsgruppen im Norden und im Zentrum des Rakhine-Staates ist verbessert.
Vorgehensweise:
Das Projekt arbeitet mit mehr als 20 nationalen und internationalen Durchführungspartnern zusammen. Es organisiert gemeinsame Aktivitäten für ethnische Minderheiten wie die Rohingyas, mit besonderem Schwerpunkt auf Frauen. Dabei zielt das Projekt darauf ab, die soziale und wirtschaftliche Situation dieser Bevölkerungsgruppen zu verbessern. Zu den Maßnahmen gehören:
- Non-formale Qualifizierungsmaßnahmen in marktrelevanten Berufen bereitstellen und Unterstützung bei der Geschäftsentwicklung leisten;
- auf Naturgefahren reagieren, indem Notfallmaßnahmen eingeführt und die Menschen nach Katastrophen bei der Wiedererlangung ihrer Lebensgrundlagen unterstützt werden;
- ein Inkubationsprogramm für lokale Nichtregierungsorganisationen (NRO) unterstützen, die Zugang zu den vulnerabelsten Gemeinschaften haben.
 

Context
Rakhine State has been marred with ongoing conflicts, resulting in civilian casualties and the displacement of over one million Rohingyas to neighbouring countries. Within Rakhine State itself, more than 200,000 people remain displaced.
Being one of the least developed regions in Myanmar, infrastructure in Rakhine State is limited and ongoing security concerns are hindering social and economic development. Thus, compared to other regions, poverty and unemployment rates are significantly higher. Agriculture, fishing, and small-scale trade have traditionally shaped the local economy, but are now severely affected by conflict and displacement.

Objective
The social and economic participation of vulnerable population groups in northern and central Rakhine State is improved.

Approach
The project intervenes with over 20 national and international implementing partners. Through joint activities for ethnic minorities, such as the Rohingyas, and with a particular focus on women, the project aims to improve the social and economic situation of these groups. Interventions include:
- Providing non-formal skills training in market-relevant trades and offering business development support;
- Responding to natural hazards by setting up emergency response measures and supporting people in regaining their livelihoods in the event of disasters;
Supporting an incubation programme for local non-governmental organisations (NGOs), which have access to the most vulnerable communities
