Ausgangssituation

Ruanda ist bestrebt, bis 2020 von der Subsistenzwirtschaft zu einer Wissens- und Dienstleistungsgesellschaft überzugehen. Dafür ist ein zunehmender Einsatz von Informations- und Kommunikationstechnologien (IKT) erforderlich. Um dies zu erreichen, ist es einerseits notwendig, das Ministerium für IKT und seine Implementierungsagentur RISA institutionell und personell zu stärken. Beides sind die zuständigen Schlüsselinstitutionen. Andererseits unterstützt das „Center for Digital Transformation: Africa" die Partner bei der Entwicklung und Implementierung von digitalen Lösungen. Das neue Projekt „Digitale Lösungen für nachhaltige Entwicklung" (Englisch: „Digital Solutions for Sustainable Development", DSSD) unterstützt hierfür die ruandischen Partner-Institutionen bei der Umsetzung des Smart Rwanda Masterplans (2016-2020) und seiner Projekte.

Ziel

Ruanda nimmt in Afrika eine führende Rolle bei der Entwicklung und Umsetzung von SDG-relevanten digitalen Lösungen (SDG: Sustainable Development Goals, deutsch: Ziele nachhaltiger Entwicklung), sogenannten Smart Solutions, ein.

Geflüchtete erhalten durch das Koombook, einer virtuellen Bibliothek, Zugang zu Büchern und Wissen.

Vorgehensweise

Digitale Lösungen werden in Zusammenarbeit mit der internationalen Privatwirtschaft, Forschungseinrichtungen und der Zivilgesellschaft entwickelt und vom Digitalzentrum unterstützt und verwaltet. Die fachlich zuständigen Ministerien werden bei der Umsetzung der entwickelten Lösungen finanziell unterstützt. Darüber hinaus findet die Skalierung von entwickelten digitalen Lösungen in anderen afrikanischen Ländern statt. Partner der Zusammenarbeit sind afrikanische Organisationen und Netzwerke, zum Beispiel das Smart Africa Sekretariat und das SDG Center for Africa.

Das landesweite Online-Stellenportal hilft den Einwohnern Ruandas bei der Arbeitssuche. Unterstützt wird das neue Portal durch das EcoEmploi-Programm der GIZ.

Das Digitalzentrum übernimmt eine Brückenfunktion zwischen deutschen und europäischen Unternehmen sowie Forschungseinrichtungen und potenziellen ruandischen Partnern. In Ruanda werden die Strukturen und Kapazitäten geschaffen, digitale Lösungen zu entwickeln, umzusetzen und zu verbreiten – im Land selbst und in ganz Afrika. Dies steht in einem engen Zusammenhang mit den Zielen der nachhaltigen Entwicklung.
 

Context

Rwanda is committed to making the transition from subsistence agriculture to a knowledge and service-based society by 2020. This requires increasing use of information and communication technology (ICT). To achieve this, it is necessary to strengthen both the institutional and human resources of the Ministry of ICT and Innovation and its implementing authority RISA. Both are key institutions in this context. At the same time, the Center for Digital Transformation Africa supports partners in developing and implementing digital solutions. With this in mind, the new project Digital Solutions for Sustainable Development (DSSD) is supporting Rwandan partner institutions in implementing the Smart Rwanda Master Plan (2016-2020) and its projects.

Objective

Approach

Digital solutions are being developed in collaboration with the international private sector, research institutions and civil society, and are supported and managed by the Center for Digital Transformation. The relevant ministries receive financial support in implementing the developed solutions. The developed digital solutions are also being scaled up in other African countries. Collaboration partners include African organisations and networks such as the Smart Africa Secretariat and the SDG Center for Africa.

The Center for Digital Transformation acts as a bridge between German and European companies, research institutions and potential Rwandan partners. In Rwanda, structures and capacities are being created to develop, implement and disseminate digital solutions – in the country itself and throughout Africa. This is closely linked to the sustainable development goals.
