Ausgangssituation
Für eine wirksame und effiziente Politik bedarf es einer leistungsfähigen Verwaltung. Doch in Senegal ist die Steuerungsfähigkeit der Ministerien für Finanzen, Wirtschaft, Industrie, Arbeit, Berufsbildung, öffentlichen Dienst, Energien und Hochschulbildung nicht ausreichend, um mit den vorhandenen Ressourcen die angestrebten politischen Ziele zu erreichen. Die mangelnde Steuerungsfähigkeit hängt damit zusammen, dass die übergeordneten politischen Entwicklungsziele (PSE), branchenspezifische Zielsetzungen, bereitgestellten Haushaltsmittel sowie die eigenen Ressourcensteuerung durch die Verwaltung nicht gut genug verknüpft sind. Das wichtigste Entwicklungsziel Senegals ist, bis zum Jahr 2035 das Niveau eines Schwellenlandes zu erreichen.

Ziel
Die Ministerien für Finanzen, Wirtschaft, Industrie, Arbeit, Berufsbildung, öffentlichen Dienst, Energien und Hochschulbildung steuern öffentliche Politik effizienter, koordinierter und ergebnisorientierter.

Vorgehensweise
Das Vorhaben berät die senegalesische Regierung in Fach-, Prozess- und Organisationsfragen. Es fördert sowohl die Kompetenzen von Personen also auch die von Organisation und der Gesellschaft entlang des Politikzyklus. In diesem Zyklus plant die Regierung zunächst die politischen Ziele, entwickelt ein entsprechendes Programm, stellt das Budget bereit und setzt die Pläne anschließend um. Dabei fokussiert sich das Vorhaben auf Prozesse und Instrumente der Verwaltungssteuerung, insbesondere auf Monitoring und Management.

Das Vorhaben schafft damit die Voraussetzungen, um die Umsetzung der politischen Programme zu kontrollieren und darüber zu berichten. Die Partnerministerien legen die Grundlagen, um die Prozesse für Planung, Programmierung, Budgetierung und Monitoring (PPBS ) besser zu koordinieren. Zudem fördern sie die Managementkompetenzen der Planungseinheiten.

 

Context
Meaningful and efficient policy requires effective public administration. In Senegal, though, the ministries for finance, economy, industry, labour, vocational education and training, public service, energy and higher education do not have sufficient steering capacity to achieve their policy goals with the available resources. The insufficient steering capacity can be traced to the fact that the overarching development policy objectives (PSE), industry-specific objectives, the available budget funds and the administration’s resource control are not sufficiently linked. Senegal’s most important development objective is to become an emerging economy by the year 2035.

Objective
The ministries for finance, economy, industry, labour, vocational education and training, public service, energy and higher education steer public policy in a more efficient, coordinated and results-oriented manner.

Approach
The project supports the Senegalese Government with technical, process-related and organisational advice. It promotes the skills of individuals, organisations and society throughout the political cycle, during which the government first sets policy goals, develops a corresponding programme and allocates the budget before finally implementing the plans. The project concentrates on processes and instruments for administrative steering, particularly for monitoring and management.

In doing so, the project is creating the necessary conditions for controlling and reporting on the implementation of political programmes. The partner ministries are laying the foundations to better coordinate planning, programming, budgeting and monitoring processes (PPBS). They are also promoting management skills within the planning units.
 

Situation initiale
Une politique efficace et efficiente exige une administration performante. Or, au Sénégal, la capacité de pilotage des ministères concernés (Finances, Économie, Industrie, Travail, Formation professionnelle, Service public, Énergies et Enseignement supérieur) n’est pas suffisante pour atteindre les objectifs politiques recherchés avec les ressources disponibles. La carence de capacité de pilotage s’explique par l’insuffisance des liens entre les objectifs politiques globaux en termes de développement (PSE), les objectifs sectoriels spécifiques, les fonds budgétaires mis à disposition et le pilotage des ressources propres de la part de l’administration. Le Sénégal s’est fixé comme objectif de développement majeur d’atteindre le niveau d’un pays émergent d’ici à 2035.

Objectif
Les ministères concernés (Finances, Économie, Industrie, Travail, Formation professionnelle, Service public, Énergies et Enseignement supérieur) pilotent les politiques publiques d’une façon plus efficace, mieux coordonnée et davantage axée sur les résultats.

Approche
Le projet conseille le gouvernement sénégalais sur les questions techniques, de processus et organisationnelles. Il promeut les compétences des individus, de même que celles des organisations et de la société sur l’ensemble du cycle politique. Au cours de ce cycle, le gouvernement fixe tout d’abord les objectifs politiques, puis il élabore un programme en conséquence avant de débloquer le budget et de mettre en œuvre les plans définis. Le projet, quant à lui, se concentre sur les processus et les instruments de pilotage administratif, notamment en matière de suivi et de gestion.

Le projet crée ainsi les conditions préalables permettant le contrôle et la communication de la mise en œuvre des programmes politiques. Les ministères partenaires jettent les fondations d’une meilleure coordination des processus de planification, de programmation, de budgétisation et de suivi (PPBS). Par ailleurs, ils améliorent les compétences de gestion des unités de planification.
