Ausgangssituation
Die wichtigste Trinkwasserquelle Dhakas ist das Grundwasser. Diese Ressource ist durch übermäßige Entnahme und die Auswirkungen des Klimawandels bedroht. Damit steht die Versorgungssicherheit, vor allem für vulnerable und marginalisierte Bevölkerungsgruppen, auf dem Spiel. Hinzu kommt eine starke Verschmutzung der Flüsse rund um Dhaka aus städtischen und industriellen Quellen. Diese ist vor allem auf rasche Verstädterung, ungeplante Baumaßnahmen ohne Öffentlichkeitsbeteiligung, schnelles industrielles Wachstum und die unzureichende Fähigkeit und Zusammenarbeit der Behörden zur Überwachung der Wasserqualität und Durchsetzung von Umweltvorschriften zurückzuführen. Das Problem wird durch fehlende Anreize und Fähigkeiten zur Entwicklung und Umsetzung von Verschmutzungsreduktionsstrategien in der Wirtschaft verschärft.
Um langfristig eine sichere, umweltfreundliche Trinkwasserversorgung zu gewährleisten, arbeitet die Regierung an der Umstellung der städtischen Wasserversorgung von Grundwasser auf Oberflächenwasser. Geplant ist, Wasser aus dem Fluss Meghna außerhalb Dhakas zu entnehmen und in die Trinkwasseraufbereitungsanlage Saidabad III zu leiten. Entscheidend für den Erfolg dieser Initiative ist die Sicherung der Wasserqualität.
Ziel
Die institutionellen und technischen Grundlagen zur Sicherung der Wasserqualität im Fluss Meghna sind bei den beteiligten Akteuren in Bangladesch verbessert.
Vorgehensweise
Zu den Projektaktivitäten zählen:
• Einrichtung eines Koordinierungsprozesses für Maßnahmen zum Schutz der Wasserqualität im Einklang mit dem Gesamtplan für den Fluss Meghna;
• Aufbau eines integrierten Wasserqualitäts-Überwachungssystems, um die zur Aufrechterhaltung einer angemessenen Wasserqualität und zur Gewährleistung einer sicheren Wasserversorgung erforderlichen institutionellen Kapazitäten zu verbessern;
• Ausbau der Fähigkeiten von Großindustrie und Klein- und Mittelbetrieben zur Minimierung der Wasserverschmutzung.

Context
Dhaka's primary source of drinking water is groundwater. This resource is at risk due to overextraction and climate change effects. This puts supply security at risk, particularly for vulnerable and marginalised communities. In addition, the rivers surrounding Dhaka are subject to significant pollution from urban and industrial sources. The main contributing factors to this are rapid urbanization, unplanned construction without public consultation, swift industrial growth and insufficient capacity and collaboration among authorities to monitor water quality and enforce environmental regulations. The problem is exacerbated by the lack of incentives and capabilities in industries to develop and execute pollution reduction strategies.
To ensure a safe, environmentally friendly drinking-water supply in the long term, the Bangladesh government is working to transition the city's water supply from groundwater to surface water. This plan involves sourcing water from the Meghna River, located outside Dhaka, and then channeling it to the Saidabad III drinking water treatment facility. Ensuring the water quality is a crucial aspect for the success of this initiative.

The institutional and technical foundations to ensure water quality in the Meghna River have been improved among the actors involved in Bangladesh.

The project activities include:
• Establishing a coordination process to align measures to protect the quality of water in line with the Meghna River master plan.
• Setting up an integrated water quality monitoring system to improve the institutional capabilities required to maintain suitable water quality and ensure safe water supply.
• Enhancing the capacities of large-scale industries and SMEs to minimise water pollution.
