Marokko hat sich zum Ziel gesetzt, seinen Verkehr klimafreundlich und zukunftsfähig zu gestalten. Mit etwa 30 Prozent der gesamten CO2-Emissionen und 38 Prozent des Endenergieverbrauchs des Landes erfordert der Verkehr entschlossenes Handeln. Angesichts steigender Wirtschaftsleistung und zunehmender Verstädterung ist besonders der Anstieg des Straßenverkehrs eine große Herausforderung. Die Zahl der Fahrzeuge auf Marokkos Straßen hat sich zwischen 2006 und 2018 mehr als verdoppelt. Sie wird auch zukünftig weiter stark ansteigen. Damit einher gehen besonders für die Menschen in den Städten zunehmende Luftverschmutzung, Staus, Lärm und eine beeinträchtigte Lebensqualität.

Ziel
Die Voraussetzungen, um Mobilität in Marokko klimafreundlich und langfristig zu gestalten, sind im Land und der Pilotstadt Agadir verbessert.

Das Vorhaben arbeitet mit dem marokkanischen Ministerium für Energiewende und nachhaltige Entwicklung (Ministère de la Transition Energétique et du Développement Durable, MTEDD) sowie der Stadt Agadir zusammen.

Mit dem Ministerium entwickelt das Vorhaben Politiken und Richtlinien, die Themen wie die Integration von verschiedenen Verkehrsmitteln, Elektromobilität, Digitalisierung und barrierefreie Mobilität abdecken.

Parallel dazu erstellt es mit der Stadt Agadir Entwicklungspläne und setzt Pilotprojekte um. Hierzu gehören unter anderem Maßnahmen, um den Rad- und Fußverkehr zu fördern sowie innovative Mobilitätskonzepte, die sie am Campus der Universität Ibn Zohr entwickeln. Gleichzeitig unterstützt das Vorhaben die barrierefreie und inklusive Ausrichtung des lokalen Mobilitätssystems, etwa durch die Erarbeitung von Richtlinien und Aktionsplänen. Zudem fördert es den internationalen Dialog zu innovativer, klimafreundlicher und sozial gerechter Mobilität und bietet Schulungen unter anderem für politische Entscheidungsträger*innen und städtische Angestellte an. Die gewonnenen Lernerfahrungen stellt das Vorhaben auch anderen Städten in Marokko und international zur Verfügung. 

Morocco has set itself the goal of decarbonising its transport system and making it more sustainable. The transport sector is responsible for approximately 30 per cent of total CO2 emissions in the country and accounts for 38 per cent of Morocco’s total final energy consumption. Decisive action is therefore required. The increase in road traffic resulting from the country’s rising economic output and growing urbanisation represents a particular challenge. Between 2006 and 2018, the number of vehicles on Morocco’s roads more than doubled and this figure will continue to rise sharply in the future. For people living in cities in particular, this means increasing air pollution, congestion and noise, not to mention reduced quality of life.

Objective
Throughout the country and in the pilot city of Agadir, the conditions for sustainable, low-carbon mobility in Morocco have improved.

The project works with Morocco’s Ministry of Energy Transition and Sustainable Development (Ministère de la Transition Energétique et du Développement Durable, MTEDD) and the city of Agadir.

In collaboration with the Ministry, the project develops policies and guidelines on the integration of different modes of transport, electric mobility, digitalisation and accessible mobility, amongst other things.

At the same time, it works with the city of Agadir on the drafting of development plans and implementation of pilot projects, including initiatives to promote cycling and walking as well as innovative mobility concepts on the campus of the University of Ibn Zohr. The project also supports a more accessible and inclusive design of the local mobility system, through the development of guidelines and action plans for example. It also promotes international dialogue on innovative, low-carbon and socially equitable mobility, and offers training for political decision-makers and municipal employees, among others. Lessons learned from the project are also made available to other cities in Morocco and around the world. 

Le Maroc s’est fixé l’objectif de rendre ses transports plus respectueux du climat et viables à long terme. Représentant près de 30 % des émissions totales de CO2 et 38 % de la consommation d’énergie finale du pays, le secteur des transports requiert des actions résolues. Vu la croissance de la performance économique et de l’urbanisation, la hausse du trafic routier est un défi majeur. Le nombre de véhicules en circulation au Maroc a plus que doublé entre 2006 et 2018 et augmentera encore beaucoup à l’avenir. Les conséquences, notamment pour les citadin·e·s, sont une augmentation de la pollution de l’air, des bouchons, des nuisances sonores et une détérioration de la qualité de vie.

Objective
Les conditions nécessaires à une mobilité respectueuse du climat et durable se sont améliorées dans le pays et dans la ville pilote d’Agadir.

Le projet coopère avec le ministère marocain de la Transition énergétique et du Développement durable (MTEDD) ainsi qu’avec la ville d’Agadir.

Le projet développe, avec le ministère, des politiques et des directives couvrant des thématiques telles que l’intégration de différents moyens de transport, l’électromobilité, la numérisation et la mobilité accessible à tou·te·s.

En coopération avec la ville d’Agadir, il conçoit des plans de développement et met en œuvre des projets pilotes : p. ex. des actions destinées à promouvoir les déplacements à vélo et à pied ou des concepts de mobilité innovants, développés sur le campus de l’Université Ibn Zohr. Dans le même temps, le projet soutient l’accessibilité et l’inclusivité du système local de mobilité, p. ex. en établissant des directives et des plans d’action. De plus, il encourage le dialogue international pour une mobilité innovante, respectueuse du climat et socialement équitable et offre des formations, notamment pour les décideur·euse·s politiques et les agent·e·s municipaux·ales. Le projet met les enseignements et acquis de l’expérience à la disposition d’autres villes, au Maroc et à l’international.
