Ausgangssituation

Marokko ist ein wirtschaftlicher Motor auf dem afrikanischen Kontinent. Politische Stabilität, Infrastrukturinvestitionen und die Wirtschaftsstrategie des Landes haben zu Wachstum und einer breit aufgestellten Wirtschaft beigetragen. Branchen wie die Automobilindustrie und IT erhalten Investitionen und erschließen neue Geschäftsfelder.

Gleichzeitig gibt es zahlreiche Unterbeschäftigte und informelle Beschäftigungsverhältnisse. Zudem drängt jährlich eine hohe Anzahl von Jugendlichen neu auf den Arbeitsmarkt. Einerseits gibt es nicht genügend Arbeitsplätze für die Arbeitssuchenden. Andererseits haben Unternehmen häufig Probleme, geeignetes Personal zu finden, da viele Menschen auf dem Arbeitsmarkt nicht über eine ausreichende praktische Ausbildung verfügen.

Ziel

Partnerschaften mit marokkanischen und internationalen Firmen führen zu mehr Arbeitsplätzen und einem größeren Firmenwachstum

Vorgehensweise

Das Projekt fördert Wachstum und Beschäftigung in marokkanischen sowie internationalen Firmen und ist in folgenden Bereichen aktiv:
§ Es verbessert die Voraussetzungen für Investitionen in Marokko. Dabei geht es vor allem um die Rahmenbedingungen, die konkrete Investitionsvorhaben von einem oder mehreren Unternehmen behindern oder blockieren.
§ Es fördert den marokkanischen Mittelstand in ausgewählten Branchen und arbeitet dafür mit Industriezonen zusammen.
§ Es bietet Fortbildungen für Unternehmen an, damit sie leichter qualifizierte Mitarbeiter*innen finden.
§ Es unterstützt die Netzwerkbildung und den Dialog zwischen öffentlichen und privatwirtschaftlichen Partnern.
§ Das Projekt erleichtert die Suche nach möglichen Kooperationspartnerschaften zwischen europäischen und marokkanischen Unternehmen, um den Zugang zu internationalen Exportmärkten zu verbessern.

Das Projekt ist Teil der „Sonderinitiative Gute Beschäftigung für sozial-gerechten Wandel" des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ).
 

Context

Morocco is one of the most successful commercial locations on the African continent. The country is politically stable, invests in infrastructure and has a solid economic strategy that has led to growth and a broad-based economy. The automotive industry and IT in particular are thus able to access investments and open up new markets.

At the same time, there are many underemployed people and informal jobs. Many young people also enter the labour market every year. However, there are not enough jobs for the host of jobseekers. At the same time, companies are struggling to find suitable staff, as many people on the labour market do not have sufficient practical training

Objective

Moroccan and international companies are creating more jobs and achieving long-term growth

Approach

The project works with Moroccan and international companies and is active in the following areas:
• It offers training programmes for young people so that they can acquire the necessary skills for jobs in companies.
• It advises companies on how to implement their growth projects effectively.
• It gives Moroccan companies better access to sales markets, enabling them to increase their production capacities and employment.
• It favours cooperation with companies that contribute to a socio-ecological economic transformation.
• It enhances the role of women in companies with customised support services.
The project is part of the Special Initiative on Decent Work for a Just Transition launched by the German Federal Ministry for Economic Cooperation and Development (BMZ).
 

Situation initiale

Le Maroc est l’une des places économiques les plus performantes du continent africain. Le pays est politiquement stable, investit dans les infrastructures et s’est doté d’une stratégie économique solide qui a permis la croissance du pays et l’émergence d’un secteur privé diversifié. Cette stratégie a notamment profité à l’industrie automobile et au secteur informatique, qui ont ainsi pu bénéficier d'investissements et exploiter de nouveaux marchés.
Parallèlement, le nombre de personnes en situation de sous-emploi et le taux d’emplois informels sont élevés. Par ailleurs, chaque année, de nombreux jeunes arrivent sur le marché du travail. Or, il n’y a pas suffisamment de postes pour toutes les personnes en recherche d’emploi. Dans le même temps, les entreprises ont des difficultés à trouver du personnel correspondant à leurs besoins ; en effet, de nombreuses personnes sur le marché du travail ne disposent pas d’une formation pratique suffisante

Les entreprises marocaines et internationales créent plus d’emplois et assurent une croissance durable.

Approche

Le projet travaille en collaboration avec des entreprises marocaines et internationales et intervient dans les domaines suivants :
• Proposer des programmes de qualification pour les jeunes afin qu’il·elle·s puissent acquérir les compétences requises pour occuper des postes dans les entreprises.
• Conseiller les entreprises sur la manière de mener à bien leurs projets de croissance.
• Procurer aux entreprises marocaines un meilleur accès aux marchés afin qu’elles puissent augmenter leurs capacités de production et le nombre de leurs salarié·e·s.
• Favoriser les coopérations avec des entreprises qui contribuent à une transformation sociale et écologique du secteur économique.
• Améliorer la place des femmes dans les entreprises grâce à des offres de promotion sur mesure.

Le projet fait partie de l’Initiative spéciale « Emploi décent pour une transition juste » du ministère fédéral allemand de la Coopération économique et du Développement (BMZ).
