Ausgangssituation:
Migration ist ein weltweites Phänomen, welches sämtliche Kooperationsländer der deutschen Entwicklungszusammenarbeit (EZ) auf unterschiedliche Art und Weise betrifft. Der Großteil dieser Länder sind gleichzeitig Herkunfts-, Transit- und Aufnahmeländer von Migrant*innen. Neben der langfristigen grenzüberschreitenden (sowohl freiwilligen als auch unfreiwilligen) Migration nehmen temporäre Migrationsformen und Binnenmigration eine zunehmend wichtige Rolle in der internationalen Debatte ein.
Laut den Vereinten Nationen leben 2019 272 Millionen Menschen außerhalb ihres Herkunftslandes. Migration stellt die Herkunftsländer vor große Herausforderungen, zum Beispiel durch die Abwanderung Hochqualifizierter (Brain Drain) oder Landflucht. Gleichzeitig bietet sie auch Chancen für die Entwicklung in Form von Transfer von Kapital, Wissen und Fähigkeiten. Entwicklungspolitisch wünschenswert ist ein dreifacher Gewinn (Triple-Win-Ansatz) für Herkunfts- und Aufnahmeländer sowie Migrant*innen.
Die nationale und internationale Debatte zu Migration ist von politisch unterschiedlichen Interessen geprägt. Stehen in der innen- und außenpolitischen Diskussion in erster Linie sicherheitsrelevante Themen wie Grenzschutz, Rückführungen und Asylfragen im Vordergrund, so werden entwicklungspolitische Interessen wie die Ermöglichung des Dreifach-Gewinns in der öffentlichen und politischen Debatte oft nachrangig behandelt. Um diese Debatte ausgewogen zu gestalten, hat sich das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) mit einem entwicklungsorientierten Migrationsansatz national und international positioniert. In diesem Zusammenhang hat die deutsche Bundesregierung bereits Ende 2016 eine Strategie für Migration und Entwicklung vorgelegt, jedoch gibt es hierzu bisher noch keine ressortübergreifende Strategie oder BMZ-Sektorstrategie.

Ziel:
Das BMZ hat sich als relevanter Akteur im Themenfeld Migration national und international mit entwicklungsorientierten Beiträgen sichtbar positioniert.

Vorgehensweise:
Das Vorhaben arbeitet ohne regionalen Schwerpunkt in drei Handlungsfeldern: (1) Aufarbeitung entwicklungsorientierter Beiträge zu internationalen migrationspolitischen Prozessen, (2) Aufarbeitung entwicklungsorientierter Beiträge zu migrationspolitischen Prozessen in Deutschland und Europa und (3) Aufbereitung von Lernerfahrungen aus Migrationsvorhaben für die Portfolio- und Politikgestaltung.
Die Themen sind entwicklungsorientierte Arbeitsmigration, Rückkehr und Reintegration, EU-Migrationspolitik und Begleitung der deutschen Ratspräsidentschaft, Geldtransfers von Migrant*innen (Remittances), Migrationspolitikberatung, Gemischte Wanderungsbewegungen (Mixed Migration) und Vertreibung.
Das Vorhaben stärkt die Positionierung des BMZ mit entwicklungsorientierten Ansätzen in deutschen, europäischen und internationalen migrationspolitischen Prozessen und Entscheidungen. Dadurch können Entwicklungsinteressen der internationalen Gemeinschaft (Herkunfts-, Transit- und Aufnahmeländer) besser in migrationspolitischen Entscheidungen berücksichtigt und deren entwicklungsbezogene Auswirkungen besser antizipiert und reflektiert werden.
Das Vorhaben fördert Politikkohärenz und unterstützt das BMZ in seiner Öffentlichkeitsarbeit und Kommunikation im Themenfeld Migration und Entwicklung. Das Vorhaben dient dem BMZ als Denkfabrik, da es sich mit relevanten Diskursen und Konzepten auseinandersetzt. Es nimmt die Rolle eines Scharniers zwischen der operativen Ebene von Migrationsvorhaben und der Politikgestaltung durch das BMZ ein. Das Vorhaben kommuniziert Lernerfahrungen und Konzepte, ordnet sie in den entwicklungs- und migrationspolitischen Kontext ein und bereitet sie für die entwicklungsorientierte Positionierung des BMZ auf.




 

Context:
Migration is a global phenomenon that concerns all partner countries of German development cooperation in different ways. The majority of these countries are simultaneously countries of origin, transit and destination for migrants. In addition to long term cross-border migration (both voluntary and involuntary), temporary forms of migration and internal migration are playing an increasingly important role in the international debate.
According to United Nations statistics for 2019, 272 million people live outside of their country of origin. Migration poses great challenges to countries of origin, for example through the loss of highly qualified workers (brain drain) or rural exodus. At the same time, migration also offers opportunities for development through the transfer of capital, knowledge and skills. From a development policy viewpoint, a triple-win approach for countries of origin, host countries and migrants is desirable.
The national and international debate on migration is characterised by different political interests. With domestic and foreign policy discussions primarily focusing on security-related issues, such as border control, repatriation and asylum, development policy interests such as creating a triple win are often assigned a lower priority in public and political debate. With a view to achieving a balance in this debate, the German Federal Ministry for Economic Cooperation and Development (BMZ) has positioned itself at national and international level with a development-oriented approach to migration. Although the German government presented a strategy for migration and development at the end of 2016, no cross-ministerial strategy or BMZ sector strategy has yet been established in this respect.

Objective:
BMZ has visibly positioned itself as a relevant stakeholder in the area of migration at national and international level with development-oriented contributions.

Approach:
The project works without a regional focus in three fields of activity: (1) preparing development-oriented contributions on international migration policy processes, (2) preparing development-oriented contributions on migration policy processes in Germany and Europe and (3) addressing lessons learned from migration projects for the purpose of portfolio design and policy-making.
The issues concerned are development-oriented labour migration, return and reintegration, EU migration policy and support for the German EU Council Presidency, cash transfers from migrants (remittances), migration policy advice, mixed migration and displacement.
The project helps BMZ to position itself with development-oriented approaches in German, European and international migration policy processes and decisions. As a result, migration policy decisions can take better account of the development interests of the international community (countries of origin, transit and destination), while more effectively anticipating and reflecting the effects on development.
The project promotes policy coherence and supports BMZ in its public relations work and communication in the area of migration and development. The project acts as a think tank for BMZ, as it engages with relevant discourse and concepts. It acts as a linchpin between the operational level of migration projects and the policy-making of BMZ. The project communicates lessons learned and strategies, classifies them in the development and migration policy context and feeds them into the development-oriented positioning of BMZ.
