Ausgangssituation: Aufgrund der Wirtschafts- und Sicherheitslage haben bis Dezember 2024 mehr als 7,89 Millionen Menschen Venezuela verlassen. Die Mehrheit hält sich in Lateinamerika und der Karibik auf. Die Hauptzielländer sind Kolumbien, Peru und Ecuador.
Die hohe Anzahl an Menschen auf der Flucht, ständig wechselnden Migrationsströme, die wirtschaftlichen Gegebenheiten und die Lage in den aufnehmenden Gemeinden sind für die drei Länder erhebliche Herausforderungen. Sie setzen sich dafür ein, den Geflüchteten Bildung und Gesundheitsleistungen bereitzustellen, ihren Aufenthaltsstatus zu regeln, sie in die Wirtschaft zu integrieren sowie sie vor Menschenhandel, Gewalt und Ausbeutung zu schützen. Viele Gemeinden, die Menschen auf der Flucht aufnehmen, befinden sich in Hauptstädten und Grenzregionen mit schwierigen Bedingungen. Die Bevölkerung lebt teils in prekären Verhältnissen.

Ziel: Staatliche und zivilgesellschaftliche Handlungsträger in den Grenzregionen und entlang der Migrationsrouten Kolumbiens, Ecuadors und Perus sind besser in der Lage, die hohe Anzahl an Menschen aus Venezuela und Kolumbien sozialverträglich und in Arbeit zu integrieren.

Vorgehensweise: Das Programm arbeitet international, regional und lokal mit öffentlichen Partnern, der Privatwirtschaft und der Zivilgesellschaft der drei Länder zusammen. Unter anderem durch Beratung, Finanzierungen, und Technologie-Transfer engagiert es sich für einen regulierten Aufenthaltsstatus, die sozioökonomische Integration, ein friedliches Zusammenleben und Schutz. In Abstimmung mit den staatlichen Partnern und privaten Unternehmen fördert das Programm die Schaffung von Arbeitsplätzen. Es unterstützt zudem Start-ups und Kleinstunternehmen, zum Beispiel durch Zugang zu finanziellen Dienstleistungen wie Mikrokredite. Ferner setzt das Programm mit staatlichen und privaten Organisationen Berufsbildungsprogramme um, die sich an Menschen auf der Flucht sowie die schutzbedürftige lokale Bevölkerung richten.
 

Context: By December 2024, more than 7.89 million people had left Venezuela due to the economic and security situation. The majority are living in Latin America and the Caribbean. The main destination countries are Colombia, Peru and Ecuador.
The high number of displaced people, constantly changing migration flows, the economic conditions, and the situation in the host communities are significant challenges for the three countries. They are committed to providing refugees with education and health care services, handling their residence status, integrating them into the economy and protecting them from human trafficking, violence and exploitation. Many communities that take in displaced people are located in capital cities and border regions where conditions are difficult. Some of the population live under precarious circumstances.

Objective: State and civil society actors in the border regions and along the migration routes of Colombia, Ecuador and Peru are in a better position to integrate the high numbers of people from Venezuela and Colombia in a socially responsible manner and into work.

Approach: The programme works internationally, regionally and locally with public partners, the private sector and civil society in the three countries. It is committed to pursuing regulated residence status, socio-economic integration, peaceful coexistence and protection through counselling, financing and technology transfer, among other things. The programme promotes job creation in coordination with state partners and private companies. It also supports start-ups and micro-enterprises, for example by providing access to financial services such as microloans. In addition, the programme works with state and private organisations to implement vocational training programmes aimed at displaced people and the local population in need of protection.
 

Situación de partida: Debido a la situación económica y de seguridad, más de 7,89 millones de personas han abandonado Venezuela hasta diciembre de 2024. La mayoría permanece en América Latina y el Caribe. Los principales países de destino son Colombia, el Perú y el Ecuador. El gran número de personas desplazadas, los flujos migratorios en constante cambio, las condiciones económicas y la situación en las comunidades de acogida suponen desafíos considerables para los tres países. Con todo, estos interceden para proporcionar educación y servicios sanitarios a las personas desplazadas, regular su estatus de residencia, integrarlas en la economía y protegerlas de la trata de personas, la violencia y la explotación. Muchas comunidades que acogen personas desplazadas se encuentran en las capitales y regiones fronterizas en circunstancias difíciles.

Objetivo: Los actores estatales y de la sociedad civil en las zonas fronterizas y a lo largo de las rutas migratorias de Colombia, del Ecuador y del Perú están mejor capacitados para integrar, en condiciones socialmente aceptables y disponiendo de un empleo, al elevado número de personas procedentes de Venezuela y Colombia.

Procedimiento: El programa colabora a escala internacional, regional y local con contrapartes del sector público, privado y de la sociedad civil de los tres países. Mediante medidas de asesoramiento, financiamiento y transferencia de tecnología, entre otras, el programa se implica para lograr un estatus de residencia regulado, la integración socioeconómica, una convivencia pacífica y protección. En coordinación con las contrapartes estatales y las empresas privadas, el programa fomenta la creación de puestos de trabajo. Además, ayuda a empresas emergentes y microempresas, por ejemplo, facilitando el acceso a servicios financieros como microcréditos. Asimismo, implementa junto con organizaciones estatales y privadas, programas de formación profesional dirigidos a personas desplazadas y a la población local vulnerable.
