Ausgangssituation
Digitalisierung ist zu einem zentralen Motor für die wirtschaftliche und soziale Entwicklung in Ägypten geworden, und so benötigt die Regierung ein umfassendes Ökosystem für eine erfolgreiche digitale Transformation. Das umfasst die IT-Infrastruktur, qualifizierte Menschen und einen angemessenen Rechtsrahmen.

Trotz aller Vorteile ist die Einführung eines umfassenden E-Government in Ägypten auch mit Herausforderungen verbunden. Hierzu zählen die Skepsis von Beamt*innen, die befürchten, durch Technologie ersetzt zu werden, Widerstand gegen papierlose Verfahren, geringe digitale Kompetenz von Bürger*innen wie Beamt*innen, das Fehlen politischer Vorgaben zur Regulierung der IKT und eine digitale Kluft, die bestehende Ungleichheiten verstärkt. Das Bestreben der Regierung, Innovation und Technologie durch Digitalisierung stark voranzutreiben, birgt auch die Gefahr, dass marginalisierte Gruppen, die mit diesem raschen Wandel nicht Schritt halten können, darunter Menschen mit Behinderungen, zurückgelassen werden. 

Ziel
Die Regierung Ägyptens schafft die Voraussetzungen für die digitale Transformation der öffentlichen Verwaltung mit einem stärker bürgerorientierten und innovativen Ansatz.

Vorgehensweise
Um seine Ziele zu erreichen, arbeitet das Vorhaben mit einer Vielzahl relevanter Akteure aus dem IKT-Ökosystem zusammen und folgt dabei dem Grundsatz, niemanden zurückzulassen. Mit einem facettenreichen Konzept ist das Vorhaben in folgenden Handlungsfeldern tätig:

Schaffung institutioneller und prozessualer Voraussetzungen für eine bürgerorientierte, innovative digitale Transformation durch bessere Regulierung und strategische Koordination.
Bessere Vorbereitung des Personalmanagements in der öffentlichen Verwaltung auf die digitale Transformation.
Verbesserung der Fähigkeit der öffentlichen Verwaltung, digitalisierte, nutzerorientierte öffentliche Dienstleistungen zu erbringen.
Entwicklung der institutionellen und personellen Grundlagen für Innovationsmanagement in der öffentlichen Verwaltung.

Content
As digitalisation has become a central driver for economic and social development in Egypt, the government requires a comprehensive ecosystem to succeed in the digital transformation. This includes IT infrastructure, skilled people, as well as a proper legislative framework.

Despite all its benefits, establishing a comprehensive e-government in Egypt also comes with several challenges. This includes scepticism from civil servants worried they will be replaced by technology, resistance to non-paper-based processes, low digital literacy rates in both citizens and civil servants, a lack of governing policies to regulate ICT, and a digital divide that amplifies existing inequalities. The government's ambitions to greatly advance innovation and technology through digitalisation also bears the risk of leaving behind marginalised groups, who are not equipped to keep up with this rapid transformation, including persons with disabilities.

Objective
The Government of Egypt is creating the prerequisites for the digital transformation of the public administration with a more citizen-centric and innovative approach.

Approach
To achieve its goals, the project cooperates with a wide array of relevant actors from the ICT ecosystem, while adhering to the "Leave No One Behind" (LNOB) principle. The project follows a multifaceted approach along the following dimensions:

Creating institutional and process-related perquisites for a citizen-oriented, innovative digital transformation through better regulation and strategic coordination.
Better preparing human resource management in the public administration for the digital transformation.
Improving the ability of the public administration to provide digitalised user-centric public services.
Developing the institutional and personnel foundations for innovation management in the public administration.
