Beschäftigungsförderung in der Entwicklungszusammenarbeit
Ausgangssituation
In den Kooperationsländern der deutschen Entwicklungszusammenarbeit sind derzeit viele Menschen arbeitslos, unterbeschäftigt oder in informellen Arbeitsverhälnissen tätig. Vor allem in Afrika sind viele Länder zudem durch Konflikte, Unsicherheit und Gewalt sowie ein hohes Bevölkerungswachstum geprägt. Betrachtet man die Bevölkerungsprognosen, benötigt Afrika pro Jahr 20 Millionen zusätzliche Arbeitsplätze, um der auf den Arbeitsmarkt strebenden jungen Bevölkerung Beschäftigungs- und Zukunftsperspektiven zu bieten.

Die Schaffung produktiver Beschäftigung und guter Arbeitsbedingungen ist eine zentrale Voraussetzung für wirtschaftliche Entwicklung, sozialen Zusammenhalt und weniger Armut. In diesen Punkten liegt deshalb der Schwerpunkt der afrikapolitischen Initiativen der Bundesregierung. Der Marshallplan mit Afrika, die Initiative „Compact with Africa" und die Sonderinitiative „Ausbildung und Beschäftigung" zielen auf die Förderung produktiver Beschäftigung und guter Arbeitsbedingungen ab. Damit leisten sie einen direkten Beitrag zur Umsetzung der Agenda 2030 mit ihrem Nachhaltigkeitsziel 8, Förderung von dauerhaftem, inklusivem und nachhaltigem Wirtschaftswachstum, sowie zu produktiver Vollbeschäftigung und menschenwürdiger Arbeit für alle.

Auch über die Initiativen hinaus werden die Partnerländer der deutschen Entwicklungszusammenarbeit bereits seit Jahren zum Thema Beschäftigungsförderung beraten. Ausgehend vom integrierten Ansatz der Beschäftigungsförderung unterstützt das Vorhaben dabei ein eng abgestimmtes, gut koordiniertes Vorgehen in den folgenden vier Bereichen:
1. Gestaltung der Wirtschaftspolitik im Hinblick auf Beschäftigungsziele
2. Schaffung von mehr und besseren Arbeitsmöglichkeiten durch die Entwicklung der Privatwirtschaft
3. Förderung einer am Arbeitsmarkt orientierten Allgemein-, Berufs- und Hochschulbildung sowie des lebenslangen Lernens
4. Förderung von Vorbereitung, Orientierung und Vermittlung auf dem Arbeitsmarkt

Ziel
Neue und weiterentwickelte Strategien und Ansätze der Beschäftigungsförderung zur Umsetzung der Agenda 2030 für nachhaltige Entwicklung werden in der deutschen und internationalen Entwicklungszusammenarbeit genutzt.

Vorgehensweise
Das Vorhaben unterstützt das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) dabei, Positionen und Orientierungen zum Thema Beschäftigungsförderung zu entwickeln und diese in nationalen und internationalen Debatten zu vertreten.
Darüber hinaus erstellt das Vorhaben konzeptionelle Ansätze für die Beschäftigungsförderung und Strategien mit Schwerpunkt auf eine bestimmte Region und entwickelt sie weiter. Dafür werden Gutachterleistungen und Forschungskooperationen genutzt sowie Erfahrungen der deutschen und internationalen Entwicklungszusammenarbeit ausgewertet.
Diese Lernerfahrungen stehen den Vorhaben der deutschen Entwicklungszusammenarbeit, anderen Gebern und internationalen Organisationen sowie der Öffentlichkeit zur Verfügung. Zugänglich sind sie in veröffentlichten Studien, in Fachgesprächen und Fortbildungen oder durch direkte Projektberatungen.
Schließlich berät das Vorhaben bei der Umsetzung und beim Nachweis von Beschäftigungswirkungen der Sonderinitiative Ausbildung und Beschäftigung des BMZ.

Wirkungen
- Mit Unterstützung des Vorhabens hat sich das BMZ zu Beschäftigungsthemen positioniert und an entsprechenden Prozessen beteiligt, so zum Beispiel zur Agenda 2030 oder am Treuhandfonds der Weltbank zu Beschäftigung, dem Jobs Umbrella Trust Fund.
- Wichtige Themen, die das Vorhaben begleitet und für die Anwendung in Projekten nutzbar gemacht hat, sind unter anderem regionale Beschäftigungsstrategien, Cluster-Analyse und -Förderung sowie die Auswirkungen der Digitalisierung auf die Zukunft der Arbeit.
- Die Bandbreite der Ansätze der Beschäftigungsförderung in der Entwicklungszusammenarbeit sind im Handbuch „Produktive Vollbeschäftigung und menschenwürdige Arbeit für alle" aufgearbeitet und in thematischen Studien veröffentlicht und zugänglich.
- Mitarbeiter*innen der Entwicklungszusammenarbeit erhalten wertvolle Hilfe und Tipps durch Handreichungen, Fachberatung und Fortbildungen.

Employment promotion in development cooperation

Context
In the partner countries of German development cooperation, many people are currently unemployed, underemployed or working in informal employment relationships. In Africa especially, many countries are also experiencing conflicts, insecurity, violence and high population growth. According to population forecasts, Africa will need 20 million additional jobs each year if it is to be able to provide employment and offer future prospects to the young people entering the job market.

Productive employment and good working conditions are critical for economic development, social cohesion and reduced poverty – which is why they constitute the focal points of the German Government’s Africa policy initiatives. The Marshall Plan with Africa, the Compact with Africa and the BMZ Special Initiative on Training and Job Creation all aim to promote productive employment and good working conditions. As such, they are contributing directly to the 2030 Agenda, and specifically to its Sustainable Development Goal 8, which sets out to promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.

Over and above these initiatives, German development cooperation has been advising its partner countries on the topic of employment promotion for many years already. Harnessing an integrated approach towards employment promotion, the project supports a closely coordinated procedure in the following four areas:

1. Designing economic policies geared to achieving employment goals
2. Creating more and improved opportunities for work through private sector development
3. Promoting opportunities for general, vocational and tertiary level education as well as life-long learning that are aligned with labour market demands
4. Preparing people for the job market, providing careers guidance and helping them find work

Objective
German and international development cooperation make use of new and enhanced employment promotion strategies and approaches to implement the 2030 Agenda for Sustainable Development.

Approach
The project helps the German Federal Ministry for Economic Cooperation and Development (BMZ) to develop its positions and strategies on the topic of employment promotion and to articulate these in national and international debates.
In addition, the project draws up and refines conceptual approaches for employment promotion and formulates strategies that focus on a particular region. To this end, the project leverages expertise and research cooperation and evaluates the experience of German and international development cooperation.
The project shares these lessons learned with German development cooperation projects, other donors and international organisations, and also the general public via published studies, technical discussions and training courses, or by means of direct project consultancy.
Finally, the project advises on the rollout of the BMZ Special Initiative on Training and Job Creation and provides proof of its impact on employment.

Results
- With the project’s support, BMZ has articulated its position on employment-related topics and participated in pertinent processes, e.g. regarding the 2030 Agenda, and the World Bank’s trust fund for employment promotion, the Jobs Umbrella Trust Fund.
- Important topics that the project has supported and adapted for use in other projects include regional employment strategies, cluster analysis and promotion, and the effects of digitalisation on the future of work.
- The range of employment promotion approaches in development cooperation are presented in the handbook ‘Full and Productive Employment and Decent Work for All’ as well as in various thematic studies.
- The project provides development cooperation practitioners with valuable tips and assistance through handouts, specialist advice and training courses.
