Ausgangssituation
2015 bekräftigte Namibia, dass es Armut mindern und dazu beitragen will, die Agenda 2030 der Vereinten Nationen umzusetzen. Strukturelle Defizite dabei, Politik zu gestalten sowie nachhaltige, das heißt wirtschaftliche, klimafreundliche und gleichzeitig sozial gerechte, Entwicklung zu finanzieren und zu überwachen hindern das Land jedoch daran, die Ziele der Agenda 2030 zu realisieren.

Ziel
Die Instrumente und Prozesse, um Politik inklusiv zu gestalten sowie nachhaltige Entwicklung zu finanzieren und zu kontrollieren, sind verbessert.

Vorgehensweise
Das Projekt agiert in drei Handlungsfeldern:
1. Politik zusammenhängend gestalten
Das Projekt unterstützt die Nationale Planungskommission (National Planning Commission, NPC) und sein Sekretariat, ihre Instrumente und Prozesse zu verbessern, damit sie nationale Prioritäten der Agenda 2030 in ihre Planung und Budgetierung aufnehmen. Dafür hat Namibia die Entwicklungsfinanzierung bewertet, die eine evidenzbasierte Abstimmung zwischen der Planung und Finanzierung der nationalen Agenda 2030 gewährleisten soll.
2. Steuerverwaltung reformieren
Ziel ist es, die Einrichtung einer halbautonomen Steuerbehörde, der Namibia Revenue Authority (NamRA), vorzubereiten. Dies wird es Namibia ermöglichen, eigene Mittel zur Finanzierung der nationalen Umsetzung der Agenda 2030 zu erwirtschaften. Durch die NamRA lassen sich freie Stellen in der neuen Struktur besetzen und eine angemessene Dokumentation der wichtigsten Steuerreformen sicherstellen.
3. Umsetzung der Agenda 2030 begleiten
Das Projekt unterstützt das Statistikamt Namibia (Namibia Statistics Agency, NSA) in ihrer koordinierenden Rolle als Datensammler. Dies schafft die Voraussetzungen, um ein nationales Überwachungs- und Überprüfungssystems zur Agenda 2030 einzuführen. Damit wird auch sichergestellt, dass Vereinbarungen mit Datenlieferanten im Land getroffen werden und somit korrekte und überprüfbare Informationen leicht verfügbar sind.

In 2015, Namibia reaffirmed its commitment to reducing poverty and contributing to implementation of the United Nations 2030 Agenda. However, structural deficits in shaping policy and financing and monitoring sustainable (cost-effective, climate-friendly and socially just) development are preventing the country from achieving the goals of the 2030 Agenda.

Objective
The instruments and processes for shaping inclusive policies and financing and monitoring sustainable development have been improved.

Approach
The project operates in three fields of activity:
1. Making policies coherent
The project supports the National Planning Commission (NPC) and its secretariat in improving their tools and processes so that they incorporate national 2030 Agenda priorities into their planning and budgeting. Namibia has evaluated development financing to ensure evidence-based alignment between the planning and financing of the national 2030 Agenda.
2. Reforming tax administration
The aim is to prepare to set up a semi-autonomous tax authority, the Namibia Revenue Authority (NamRA). This will allow Namibia to generate its own funds to finance national implementation of the 2030 Agenda. NamRA allows vacancies to be filled in the new structure and ensures appropriate documentation of the most important tax reforms.
3. Implementing the 2030 Agenda
The project supports the Namibia Statistics Agency (NSA) with its coordinating role as a data gatherer. This creates the necessary conditions for implementing a national monitoring and review system for the 2030 Agenda. It also ensures that agreements are made with data suppliers in the country and that correct, verifiable information is thus easily accessible.
