Ausgangssituation
Indonesien verfügt über einen reichhaltigen Bestand biologisch diverser tropischer Wälder. Allerdings zeigen illegale Abholzung, Waldbrände und nicht nachhaltige Praktiken negative Auswirkungen auf die Wälder und tragen ferner zum indonesischen Ausstoß von Treibhausgasen bei. Aus diesem Grund spielen Indonesiens Wälder eine große Rolle dabei, die immer massiver werdenden Auswirkungen des Klimawandels zu mindern.
Die indonesische Regierung hat aus diesem Grund zugesagt, die CO2-Bilanz bis 2030 um 29 Prozent zu reduzieren. In jüngster Zeit hat die Machtübertragung an die zahlreichen Regionen und Provinzen Indonesiens zu positiven Veränderungen in politischen Prozessen mit forstwirtschaftlichem Bezug und bei den institutionellen Gegebenheiten geführt. Eine unzureichende Handlungsfähigkeit und fehlende Ressourcen halten diesen Prozess jedoch auf. Hierin liegt die Herausforderung, die das Vorhaben „Wald- und Klimaschutz (FORCLIME)" und das Ministerium für Umwelt und Forstwirtschaft gemeinsam lösen wollen.
Ziel
Die indonesische Forstwirtschaft stößt weniger Treibhausgase aus. Schwache ländliche Gemeinden im östlichen Indonesien erzielen einen besseren Lebensunterhalt.
Vorgehensweise
FORCLIME verfolgt einen mehrstufigen Ansatz, um landesweit sowie innerhalb der Provinzen und Bezirke die erforderlichen politischen Positionen zu entwickeln.
Für das landesweite Vorgehen arbeitet FORCLIME mit dem Ministerium für Umwelt und Forstwirtschaft zusammen, um gesetzliche und politikbezogene Institutionsreformen zu entwickeln und umzusetzen. Vor Ort werden diese direkt angewendet. Innerhalb der Provinzen werden dabei auch Fragen angegangen, die den Umweltschutz, die nachhaltige Waldbewirtschaftung und Emissionsreduzierungen betreffen sowie darauf abzielen, die Lebensqualität der Gemeinschaften zu verbessern. Die relevanten Stellen vor Ort (das heißt die Öffentliche Verwaltung für die Wälder, Universitäten und Zentren zur beruflichen Aus- und Weiterbildung) erhalten Weiterbildungen zu Planungsprozessen, Konfliktlösung und einer Waldbewirtschaftung auf kommunaler Basis.
Weltweit unterstützt FORCLIME verschiedene internationale Forst- und Umweltinitiativen und -mechanismen (das heißt: gerechter Vorteilsausgleich (Access and Benefit Sharing,ABS), Reduzierung von Emissionen aus der Entwaldung und Degradierung von Waldbeständen (Reducing Emission from Deforestation and Forest Degradation, REDD+)), um lokale Entscheidungsträger zu schaffen, die internationale Konzepte umsetzen können.
FORCLIME unterstützt es, Biodiversitätserhalt, Klimaschutz, nachhaltige wirtschaftliche Entwicklung sowie Aus- und Weiterbildung der erforderlichen Arbeitskräfte vollständig einzubeziehen und verfolgt dabei das Konzept der waldbasierten Bioökonomie.

Context
Indonesia has a wealth of biologically diverse tropical forests. However, illegal logging, forest fires and unsustainable practices negatively impact these and contribute significantly to Indonesia’s greenhouse gas (GHG) emissions. Indonesia’s forests are thus vitally important to mitigate the escalating effects of climate change.
For this reason, the Indonesian Government has vowed to reduce its carbon footprint by 29 per cent by 2030. In recent years, the devolution of power to Indonesia’s various regions and provinces has resulted in positive changes to forestry-related policies and institutional frameworks. However, insufficient capacities and resources are hampering this process. This is the challenge that the Forests and Climate Change Programme (FORCLIME) and the Ministry of Environment and Forestry collaboratively aim to resolve.
Objective
The Indonesian forestry sector emits less GHG. The livelihoods of poor rural communities across eastern Indonesia are improved.
Approach
FORCLIME pursues a multilevel approach to develop relevant policies at national, provincial and district levels.
At national level, FORCLIME works with the Ministry of Environment and Forestry designing and implementing legal, policy-related and institutional reforms. These reforms are applied out in the field and provincial levels, which also tackle issues in conservation, sustainable forest management, emissions reductions and aim to improve the quality of life of local communities. Relevant local institutions (i.e. forest administrations, universities, training centres) are being trained in planning procedures, conflict resolution and community-based forest management.
Internationally, FORCLIME supports various international forestry and environmental initiatives and mechanisms (i.e. Access and Benefit Sharing mechanism (ABS), Reducing Emission from Deforestation and Forest Degradation (REDD+)) to create local decision-makers capable of implementing international concepts.
FORCLIME supports the full integration of biodiversity conservation, climate-change mitigation, sustainable economic and human-resource development following the concept of a forest-based bioeconomy.
