Ausgangssituation
Die Textil- und Modeindustrie mit ihren großen Clustern im Punjab ist Pakistans wichtigster Zweig der verarbeitenden Industrie. Sie trägt etwa 8,5 % zum Bruttoinlandsprodukt und 54 % zu den Exporteinnahmen bei. Geschätzte 15 Millionen Menschen finden in diesem Industriezweig Beschäftigung (ca. 25% der Erwerbstätigen). Die Produktivität der Industrie ist im Vergleich zu anderen Ländern in der Region niedrig.
Es gibt wenig Initiative für grünes Wachstum. Bei der Produktion werden große Mengen an Wasser, Chemikalien und Energie verbraucht. Für die größtenteils informell Beschäftigten sind die Arbeitsbedingungen von geringer Arbeitssicherheit, niedrigen Löhnen, fehlender betrieblicher Mitbestimmung und Mangel an Dialog geprägt. Das wirtschaftliche Potential von Frauen wird kaum genutzt. Die Kontrolle über die Einhaltung der ohnehin schwachen Arbeits- Umweltgesetzgebung findet kaum statt. Der Privatsektor selbst nimmt seine Verantwortung hinsichtlich der Verbesserung der Arbeitsbedingungen und die damit verbundenen Wettbewerbspotentiale kaum wahr. Zugleich steigt die Nachfrage internationaler Einkäufer nach nachhaltig produzierten Textilien. Der Textil- und Modeindustrie Pakistans steht ein großer Modernisierungsprozess bevor, für den nachhaltige Produktion ein Erfolgsfaktor ist.
Ziel
Das vorliegende Modul arbeitet darauf hin, die Produktion der Textil- und Modeindustrie nachhaltig auszurichten, damit Produktivität und letztendlich Wettbewerbsfähigkeit und ökonomische Resilienz gesteigert werden können. Das Ziel ist, öffentliche und private Akteure bei der Erschließung von Ansätzen für das Zusammenspiel der ökonomischen, ökologischen und sozialen Dimension der Nachhaltigkeit in der Produktion in der Textil- und Modeindustrie zu unterstützen.
Vorgehensweise und Wirkungen
Der methodische Ansatz basiert auf der Nutzung von Synergien zwischen der sozialen, der ökonomischen und der ökologischen Nachhaltigkeitsdimension. Jedes Handlungsfeld umfasst daher Maßnahmen zu allem drei Nachhaltigkeitsdimensionen.
Handlungsfeld 1 hat zum Ziel, die Kooperation von staatlichen und privaten Akteuren zur Förderung der Nachhaltigkeit in der Produktion in der Textil- und Modeindustrie zu verbessern. Dazu wird das vom Vorgängervorhaben aufgebaute Textile Industry Sustainability Forum genutzt. Zur Netzwerkbildung innerhalb von Akteursgruppen werden in den Communities of Practice erfolgreiche Ansätze für nachhaltige Produktion (inkl. digitaler Technologien) verbreitet. Flankiert werden diese Maßnahmen mit der Beratung des Handelsministeriums zum APS Plus-Prozess.
Handlungsfeld 2 hat zum Ziel, die Kapazitäten der staatlichen Akteure zu stärken, die für die Einhaltung der Arbeits- und Umweltgesetzgebung in der Industrie verantwortlich sind. Mit dem Arbeitsministerium der Provinz Punjab werden Veränderungsprozesse fortgesetzt, die im Vorgängervorhaben begonnen wurden. Mit Organisationsentwicklung und der Einführung eines Qualitätsmanagementsystems wird die Leistungserbringung der Arbeitsverwaltung verbessert. Zur Stärkung des Monitorings und zur Optimierung von Verwaltungshandeln und Dienstleistungsprozessen werden digitale Managementinformationssysteme weiterentwickelt. Nachgelagerte Einheiten des Arbeitsministeriums werden dabei beraten, das Arbeitsinspektionswesen zu verbessern und Präventionsdienstleistungen auszubauen. Das Umweltministerium der Provinz Punjab und nachgeordnete Behörden werden bei der Analyse von Umweltrisiken in Produktionsprozessen und der Entwicklung von entsprechenden Handbüchern und Beratungsdienstleistungen zur Mitigation dieser Risiken beraten. Weiter wird das Umweltministerium unterstützt, neue Instrumente zum Monitoring von Ressourceneffizienz (z. B. Indikatoren oder Benchmarks für Firmen) zu entwickeln und zu pilotieren.
Handlungsfeld 3 hat zum Ziel, das Angebot an Dienstleistungen zur Stärkung nachhaltiger Produktion zu erhöhen. Unterschiedliche Anbieter*innen von Dienstleistungen werden durch Fach- und Organisationsberatung dazu befähigt, neue Angebote zur Förderung von Innovation, nachhaltiger Produktion, Diversifizierung und Steigerung der Wettbewerbsfähigkeit der Textil- und Modeindustrie zu entwickeln und umzusetzen. Dies umfasst auch die Entwicklung von Instrumenten für verbesserte Ressourceneffizienz und von Trainings zu Chemikalienmanagement. Darüber hinaus wird auch die erprobte Veränderungsmanagementmethode Dialogue for Sustainability weiterentwickelt und in die Breite getragen. Innovationswettbewerbe setzen Anreize für Unternehmen.
Project description (EN)
Background and Introduction.
The textile and garment industry with its big clusters in Punjab is Pakistan’s most important branch of the manufacturing industry. It contributes 8.5 % to the gross domestic product and 54 % of exports. Some 15 million people (around 25% of the workforce) are employed in this sector. As compared to other countries in the region, the productivity in this industry is low.
There is little initiative for green growth. Large amounts of water, chemicals and energy are consumed in production. For the largely informal workforce, working conditions are characterized by low occupational safety, low wages, lack of co-determination and lack of dialogue. The economic potential of women is hardly utilized. There is hardly any governance and enforcement regarding the already weak labour and environmental legislation. The private sector itself is hardly aware of its responsibility with respect to improving working conditions and the associated competitive potential. At the same time, demand from international buyers for sustainably produced textiles is increasing. Pakistan's textile and fashion industry faces a major modernization process in which sustainable production is a success factor.
Objective
The module presented here aims to orienting the textile and fashion industry towards sustainability to increase productivity and ultimately competitiveness and economic resilience. The aim is to support public and private actors in developing approaches to synergize the economic, environmental and social dimensions of sustainability in production in the textile and fashion industry.
Approach and Impacts
The methodological approach is based on using of synergies between the social, economic and ecological sustainability dimensions. Each output therefore comprises measures relating to all three sustainability dimensions.
Output 1 aims to improve cooperation between government and private actors to promote sustainability in production in the textile and fashion industry. The Textile Industry Sustainability Forum set up by the predecessor project will be used for this purpose. Successful approaches to sustainable production (including digital technologies) will be disseminated in the Communities of Practice to build networks within stakeholder groups. These measures are accompanied by advisory services rendered to the Ministry of Commerce with regards to the GSP Plus process.
Output 2 aims to strengthen the capacities of state actors responsible for compliance with labor and environmental legislation in the industry. With the Labour and Human Resource Department of the Punjab, change processes initiated in the previous project are being continued. Organizational development and the introduction of a quality management system will improve the service delivery of the labour administration. Digital management information systems are being further developed to strengthen monitoring and optimize administrative action and service delivery. Downstream institutions of the Labour and Human Resource Department are being supported in improving labour inspections and oversight and expand service deliver in prevention. The Environmental Protection Department of the Punjab and downstream institutions will be supported in the analysis of environmental risks in production processes and the development of corresponding manuals and consulting services to mitigate these risks. Furthermore, the Environmental Protection Department is supported in developing and piloting new instruments for monitoring resource efficiency (e.g. indicators or benchmarks for companies).
Output 3 aims to increase the range of services for strengthening sustainable production. Different service providers will be empowered through technical and organizational consulting to develop and implement new services to promote innovation, sustainable production, diversification and increase the competitiveness of the textile and fashion industry. This includes the development of tools for improved resource efficiency and chemicals management training. In addition, the tried-and-tested change management method Dialogue for Sustainability is also being further developed and rolled out on a broad scale. Innovation competitions provide incentives for companies.
