Ausgangssituation
Das Schwellenland Mexiko ist geprägt von einer wachsenden modernen Industrie- und Dienstleistungswirtschaft und hoher Exportorientierung. Allerdings ist das Berufsbildungssystem zurzeit weder quantitativ noch qualitativ in der Lage, den steigenden Bedarf an qualifizierten Fachkräften zu decken, der durch die wirtschaftliche Dynamik entsteht.

Das Vorgängervorhaben, das im Dezember 2019 endete, konnte die duale Berufsbildung in Mexiko bereits modellhaft anwenden. Die dabei erzielten Fortschritte leisteten einen Beitrag, die Wettbewerbsfähigkeit der mexikanischen Privatwirtschaft zu steigern. Die duale Berufsausbildung steigert zudem die Nachfrage nach qualifiziertem Personal und fördert die Jugendbeschäftigung.

Das aktuelle Vorhaben konzentriert sich nun auf die Ausweitung der dualen Berufsbildung in weitere Wirtschaftszweige und Bundesstaaten. Dabei stehen die qualitative Verbesserung der entwickelten Ansätze sowie die institutionelle Verankerung des Modells im Vordergrund. Besonderen Wert legt das Vorhaben auf den Einsatz digitaler Lösungen. So wurden bereits Lernsequenzen in Form von virtuellen Realitäten für Tourismusschulen entwickelt. Zudem soll der Anteil der weiblichen Teilnehmerinnen weiterhin erhöht werden, unter anderem durch Veranstaltungen wie dem „Girl‘s Day".

Ziel
Mehr Jugendliche und mehr Betriebe in Mexiko profitieren von einem dualen Berufsbildungssystem, das den Anforderungen des Arbeitsmarktes entspricht.

Vorgehensweise
Das Vorgehen setzt auf drei Ebenen an: Zum einen sind Maßnahmen mit Wirtschaft, Politik und Gesellschaft geplant. Zum anderen werden Organisationen eingebunden. Hinzu kommt die Arbeit mit dem Bildungspersonal. Auf diese Weise wird eine hohe Qualität der Ausbildungsgänge sichergestellt und gleichzeitig die Akzeptanz der dualen Berufsausbildung durch Unternehmen und die mexikanische Gesellschaft erhöht.

Zielgruppen des Vorhabens sind Jugendliche und junge Erwachsene einer höheren technischen Sekundarschule, des Nationalen Kollegs für Technisch-Berufliche Ausbildung CONALEP und anderer Träger. Bis 2022 sollen landesweit 30.000 Auszubildende von den Maßnahmen profitieren.

Partner des Vorhabens sind das mexikanische Bildungsministerium und Berufsschulen, die dem Ministerium unterstellt sind. Hinzu kommen Partnerschaften mit der Privatwirtschaft, wie zum Beispiel dem mexikanischen Arbeitgeberverband COPARMEX und anderen Wirtschaftsverbänden, die die Ausweitung der dualen Berufsausbildung unterstützen.

Unternehmen können sich auch direkt am Ausbau überbetrieblicher Ausbildungsstrukturen sowie an Weiterbildungen beteiligen. Das Projekt fördert außerdem den Aufbau von Forschungsressourcen, um erzieherische Modelle für die Berufsausbildung auszuarbeiten.

Dadurch sollen die Kompetenzen aller Akteur*innen steigen. Das geschieht beispielsweise durch Aus- und Weiterbildungen für Berufsbildungspersonal, wie betriebliche Ausbildende sowie Lehrkräfte und Leitungspersonal von Berufsschulen.
 

Context
Mexico, an emerging economy, has a burgeoning modern industrial and service sector and is strongly geared towards the export market. In both quantitative and qualitative terms, however, its vocational training system is currently unable to meet the increasing demand for skilled workers arising from the country's rapid economic growth.

The predecessor project, which finished in December 2019, applied the dual vocational training system in Mexico in exemplary fashion. The progress that it achieved helped to make the Mexican private sector more competitive. The dual vocational training system is also increasing demand for qualified staff and promoting youth employment.

The current project is now focusing on rolling out the dual vocational training system to other industries and federal states, concentrating on improving the quality of the approaches developed and mainstreaming the model at institutional level. The project places particular importance on the use of digital solutions, with VR-based learning sequences already having been developed for tourism colleges. Another aim is to further increase the levels of female participation through events such as the ‘Girl’s Day’.

Objective
More young people and companies in Mexico are benefiting from a dual vocational training system that meets the needs of the labour market.
Approach
The approach is targeting three different levels. Firstly, there are plans for measures involving the private sector, policy-makers and civil society. Secondly, organisations are to be involved, and, thirdly, work is also to be carried out with the training staff. This approach will ensure high-quality training courses and increase the acceptance of dual vocational training by companies and in Mexican society.

The project’s target groups are young people and young adults from a higher technical secondary school, the National College of Professional Technical Education CONALEP, and other executing agencies. No fewer than 30,000 trainees throughout the country are set to benefit from the measures by 2022.

The project's partners are the Mexican Ministry of Education and vocational schools that it oversees. There are also partnerships with the private sector, such as the Mexican Employers' Association COPARMEX and other trade associations that support the expansion of dual vocational training.

Companies can also participate directly in expanding inter-company training structures and in further training. In addition, the project is promoting the development of research resources to develop educational models for vocational training, which is intended to enhance the skills of everyone involved. This will be done, for example, through initial training and continuing professional development for vocational training staff such as in-company trainers and teachers and management staff of vocational schools. 

Situación actual
México, que es un país emergente, se caracteriza por un sector industrial y de servicios moderno y creciente, así como por una gran orientación hacia la exportación. Sin embargo, el actual sistema de formación profesional no satisface, ni cuantitativa ni cualitativamente, la creciente demanda de personal técnico cualificado que genera el dinamismo económico del país.

El proyecto anterior, finalizado en diciembre de 2019, desarrolló y aplicó con éxito un modelo de formación profesional dual en México. Los progresos realizados en dicho proyecto contribuyeron a aumentar la competitividad del sector privado mexicano. La formación profesional dual también aumenta la demanda de personal cualificado y fomenta el empleo de los y las jóvenes.

El proyecto actual se concentra en la expansión de la formación profesional dual a otros sectores de la economía y otros estados. En este contexto, la atención se centra en mejorar cualitativamente los enfoques desarrollados y en afianzar institucionalmente el modelo. El proyecto concede especial importancia a la utilización de soluciones digitales. Así, se han desarrollado ya secuencias de aprendizaje en forma de realidades virtuales para escuelas de turismo. Además, es necesario continuar aumentando la cuota de participantes femeninas, por ejemplo, mediante eventos como el "Girl’s Day".

Objetivo
Cada vez más jóvenes y más empresas de México se benefician de un sistema de formación profesional dual que cumple con los requisitos del mercado laboral.

Procedimiento
El proyecto interviene en tres niveles: Por un lado, se planifican medidas económicas, políticas y sociales. Por otro, se involucra a las organizaciones. A ello se suma el trabajo con el personal educativo. De esta manera, se garantiza una alta calidad de los planes de estudio y, al mismo tiempo, se aumenta la aceptación de la formación profesional dual por parte de las empresas y la sociedad mexicana.

Los grupos destinatarios del proyecto son los y las adolescentes y adultos y adultas jóvenes de una escuela secundaria técnica superior, el Colegio Nacional de Educación Profesional Técnica (CONALEP), y de otras instituciones educativas. Para 2022, está previsto que 30 000 alumnos y alumnas en todo el país se beneficien de las medidas.

Las contrapartes del proyecto son la Secretaría de Educación Pública (SEP) de México y las escuelas de formación profesional subordinadas a dicha Secretaría. Además, existen cooperaciones con el sector privado como, por ejemplo, la Confederación Patronal de la República Mexicana (COPARMEX) y otras asociaciones empresariales, que apoyan la expansión de la formación profesional dual.

Las empresas también pueden participar directamente en la ampliación de las estructuras de formación a nivel interempresarial y en la formación continua. El proyecto también fomenta el desarrollo de recursos de investigación para elaborar modelos educativos para la formación profesional.

La finalidad es mejorar las competencias de todos los actores y las actoras involucrados, por ejemplo, mediante actividades de formación inicial y formación continua para el personal de la formación profesional dual, como los instructores e instructoras en las empresas y el personal docente y directivo de las escuelas de formación profesional.
