Ausgangssituation
Die brasilianischen Bundesstaaten Mato Grosso (MT) und Acre (AC) machten Fortschritte dabei, Wälder zu schützen und CO2-Emissionen zu senken. Daher wurden sie vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) für die Teilnahme am Programm „REDD Early Movers" (REM) ausgewählt. Dieses unterstützt Pioniere im Waldschutz durch Zahlungen, die auf nachgewiesenen Emissionsminderungen basieren und damit dem Ansatz „Minderung von Emissionen aus Entwaldung und Schädigung von Wäldern" (Reducing Emissions from Deforestation and Forest Degradation, REDD+) der Vereinten Nationen folgen.

Ziel
MT und AC setzen ausgewählte Ziele ihrer bundesstaatlichen Strategien erfolgreich um, so dass Land umweltfreundlich genutzt wird und Wälder geschützt werden.

Vorgehensweise
Das Projekt unterstützt in MT und AC dabei, die REM-Programme technisch umzusetzen und die Safeguards-Kriterien, das heißt die Umwelt- und Sozialstandards für REDD+-Mittel, einzuhalten. Dabei optimiert es unter anderem das Risikomanagement und die Überwachungssysteme der Safeguards-Kriterien.
Darüber hinaus fördert das Projekt die Teilnahme von indigenen und lokalen Gemeinschaften an Entscheidungsfindungen sowie die gerechte Verteilung der Mittel. Erfahrungen aus AC und MT werden mit anderen Bundesstaaten des Amazonasgebiets ausgetauscht, um diesen die Mobilisierung von REDD+-Finanzierungen zu ermöglichen.
Das Projekt unterstützt die Partner zudem durch lokales Personal. Ziel ist eine bessere Integration von indigenen Völkern und traditionellen Gemeinschaften sowie landwirtschaftlichen Familienbetriebe in die Strukturen der REM-Programme. Dafür kooperiert es in MT mit dem dortigen Landessekretariat für Umwelt, dem Landessekretariat für Familienlandwirtschaft, dem Landeskomittee für Traditionelle Völker und Gemeinschaften und dem Indigenenverband.
In AC arbeitet das Projekt mit dem Landessekretariat für Planung, dem Institut für Klimawandel und der Landeskommission für Validierung und Monitoring zusammen, um partizipative Steuerungsstrukturen und die Safeguards-Kriterien zu festigen. 

Ausgangssituation
The Brazilian states of Mato Grosso (MT) and Acre (AC) have been making progress in protecting forests and reducing CO2 emissions. Therefore, they were selected by the German Federal Ministry for Economic Cooperation and Development (BMZ) to participate in the REDD Early Movers (REM) programme. The programme supports pioneers in forest protection through payments based on verified emission reductions in accordance with the United Nations’ Reducing Emissions from Deforestation and Forest Degradation (REDD+) approach.

Ziel
MT and AC are successfully implementing selected objectives of their federal strategies for environmentally friendly land use and forest protection.

Vorgehensweise
In MT and AC, the project supports the technical implementation of the REM programmes and compliance with the safeguard criteria, that is, the environmental and social standards for REDD+ funds. Focuses include optimising risk management and the monitoring systems of the safeguard criteria.
The project also promotes the participation of indigenous and local communities in decision-making and the fair distribution of funds. Experiences from AC and MT are shared with other states in the Amazon region to enable them to mobilise REDD+ financing.
The project also supports the partners through local staff. The aim is to better integrate indigenous peoples, traditional communities and agricultural family businesses into the structures of the REM programmes. In MT, the project is cooperating with the state secretariat for the environment, the state secretariat for family farming, the state committee for traditional populations and communities and the indigenous association.
In AC, the project is working with the state secretariat for planning (SEPLAN), the institute for climate change and the state commission for validation and monitoring to strengthen participatory governance structures and the safeguard criteria.
 

Situação Inicial
Os estados brasileiros do Mato Grosso (MT) e do Acre (AC) fizeram progressos na proteção das florestas e na redução das emissões de CO2. Por isso, foram selecionados pelo Ministério Federal Alemão de Cooperação Econômica e Desenvolvimento (BMZ) para participar do programa REDD Early Movers (REM). Esse programa apoia os pioneiros na proteção florestal por meio de pagamentos baseados em reduções comprovadas de emissões, seguindo assim a abordagem de Redução de Emissões por Desmatamento e Degradação Florestal (REDD+) das Nações Unidas.

Objetivo
MT e AC implementam com sucesso objetivos selecionados das estratégias estaduais para o uso sustentável da terra e redução do desmatamento.

Metodologia
Em MT e AC, o projeto apoia a implementação técnica dos programas REM e a conformidade com os critérios de salvaguardas, ou seja, os padrões ambientais e sociais para os fundos de REDD+. Entre outras coisas, ele otimiza o gerenciamento de riscos e os sistemas de monitoramento dos critérios de salvaguardas.
Além disso, o projeto promove a participação dos povos indígenas e povos e comunidades tradicionais na tomada de decisões e na distribuição equitativa de fundos. As experiências da AC e do MT são compartilhadas com outros estados amazônicos para que eles possam mobilizar o financiamento do REDD+.
O projeto também apoia os parceiros por meio da equipe local. O objetivo é integrar melhor os povos indígenas e os povos e comunidades tradicionais, bem como a agricultura familiar, às estruturas dos programas REM. Para isso, coopera em MT com a secretaria estadual de meio ambiente, a secretaria estadual de agricultura familiar, o comitê estadual de povos e comunidades tradicionais, e a Federação dos Povos e Organizações Indígenas de Mato Grosso.
No AC, o projeto trabalha com a Secretaria Estadual de Planejamento, o Instituto de Mudanças Climáticas e a Comissão Estadual de Validação e Monitoramento para consolidar as estruturas de governança participativa e os Critérios de Salvaguardas.
